Dr. Stephen Krashen: "The United States Department of Education has an obsession with competition. We’ve got to win, we’ve got to be number one in everything we do.
The Race to the Top increase testing, my estimate, about 20 times what we had before.
The effect of taking a standardized test to predict college achievement, the SAT. The SAT added nothing to the prediction. Teachers’ evaluation of students is the best measure we have.
A heroic movement called Opt-Out. Opt out was begun by parents, public school teachers and a few university professors on zero budget.
It spread by word of mouth. In New York State last year, 20% of the public school students eligible to take the test, did not take the test."
Situation in HK: TSA & PISA
Professor Esther Ho: "Both PISA and TSA are actually system level assessment as I said before, but then during the process we will use this score to identify individual school. So for TSA, the government has individual school ID, so they can really abuse it, not just misuse it, to make school accountable for the percentage correct, report every year to individual schools, but that is not fair, particularly for TSA, because in the primary level, all students are entering their schools by residential criteria, also will have very different family backgrounds.
Actually we have a very comprehensive assessment system if we stop the TSA in this little area, that won’t ruin the whole assessment system. We still have many different kinds of survey to understand the school.
In 2014, a group of international scholar including Stephen Ball, Henry Giroux, wrote an open letter to Andrew Schleicher, the leader of PISA since 2000.
They said, PISA tests are damaging education worldwide.
While standardized testing has been used in many nations for decades, PISA has been contributing to an escalation in such testing and a dramatically increased reliance on quantitative measures.
This emphasizing a narrow range of measurable aspects of education, take the attention away from the less measurable or immeasurable educational objectives like physical, moral, civic and artistic development, our student self-concept, anxiety, all the non-quantifiable items are less emphasized anymore because every three years, when they report these international results, the media always focus on the ranking.
So this kind of assessment regime is controversial if it’s a continual cycle of global testing, it will harm our children and impoverishes our classroom, and even de-skill the teachers, and then also endanger well-being of students and teachers.
I think HK should join the US movement, No Unnecessary Testing, the NUT movement from Stephen, and then really create the space to really nurture the competency, the soft skills, the passion and compassion of our students. And then really review the roles of all kinds of exams and tests on student learning, particularly when the test is hurting children at a very young age, what should we do as responsible adults? These adults are not just about the parents. They include the teachers, school administrators, principals, policy makers and scholars."
Response: Prof. Hau Kit Tai, CUHK: "I think we have a wrong focus because if we want to change the system, we have to work on high stake ones. So in HK in particular, we have to work on the high stake secondary school placement system, which TSA does not serve this purpose. TSA is low stake or no stake system by design.
Response: Legislator Ip Kin Yuen: "KT just say TSA is a low stake testing according to design. But just according to design. We all know that it has become a very highstake assessment in reality. So that is the problem if we do not face this reality, we miss the point."
Mediator: Prof. Stephen Chiu, CUHK: "We don’t want to compare school with factories. But if you have two factories, one has a good output with standard working hours, another one has better output but with a lot of overtime work, which one is the better factory? Which one is more productive.? That’s something that we have to put into context."
How do they test and assess in Finland?
Dr. Kristiina Erkkilä: "There are no national authorities for testing learning outcomes, nor are there any ranking list. Moreover, there is no school inspector. Evaluation of learning outcomes is based on national surveys. The aims are to produce information for both schools and students to develop.
The whole purpose to evaluate is to support learning of a student. And I think who does best is the teachers who are very close by, and the other adults and themselves. We have a strong emphasis on self evaluation, and also evaluation by their peers and by their community, because we also engage the families and the parents in participating in the growing of the child.
We are not perfect and we have problems being a remote country with a lot of darkness and harsh weather. Life is very hard in Finland too, but maybe in different respect. So may I said we try to keep our school a pleasant place and not add to that pressure in schools. "

This program provides scholarships for one semester or one academic year of study at a U.S. university. The goal is to provide a diverse group of emerging student leaders, from non-elite and under-represented groups, with a substantive exchange experience at a U.S. college or university, with in-depth exposure to U.S. society, culture and academic institutions. 4. Fulbright Vietnamese Student Program
The Fulbright Vietnamese Student Program is a competitive, merit-based scholarship program which recruits and nominates young Vietnamese professionals for Master’s degree programs at U.S. universities. Approximately 20 to 25 fully-funded scholarships are granted on an annual basis for students in social sciences and humanities. Successful applicants will receive support in university placement and a full scholarship which covers tuition and fees, monthly stipend, round-trip airfare to the U.S. and health insurance. Selection is based on study objectives, work experience, understanding of the chosen field of study, impact potential, leadership, academic excellence and English proficiency.

5. Vietnamese Fulbright Scholar Program
The Council for International Exchange of Scholars (CIES) assists in the administration of the Fulbright Scholar Exchange Program for faculty and professionals. Started in 1998, the Program recruits and nominates Vietnamese scholars for placement by CIES as lecturers and researchers in U.S. universities for terms of three to 10 months. From six to eight scholars from Vietnam travel to the United States on an annual basis.

7. Ambassador’s Fund for Cultural Preservation – AFCP
Since its creation by the U.S. Congress in 2001, the U.S. Ambassadors Fund for Cultural Preservation has provided financial support to more than 640 cultural preservation projects in more than 100 countries. The AFCP shows the depth of the U.S. respect for the cultural heritage of other countries. Ten preservation projects in Vietnam, averaging $20,000 each, have been funded by the AFCP, ranging from intangible heritage such as the Then Music of the Tay minority to tangibles such as pagoda statues, museum collections and historical/architectural monuments. In 2010, a major project ($74,500) was granted to Hanoi Department of Culture, Sports and Tourism to preserve the 18th century O Quan Chuong Gate – the only one of the 16 gates that remains of ancient Hanoi, as a gift from the U.S. Ambassador to the people of Hanoi as the city celebrated its 1000th birthday.

8. Small Grants Program for civil society organizations
The Small Grants Program is designed to assist countries around the world to strengthen democracy, human rights, civil society, and rule of law, and to combat extremism in their countries by making grants of up to $20,000 to local non-governmental and not-for-profit organizations. SENZA A Cappella
SENZA A Cappella is an a cappella group from Hong Kong Baptist University established in September 2009. The name 'senza' is an Italian word meaning 'without', which coincides with its unique a cappella singing style where songs are performed without musical instruments.
The ensemble comprises students from various disciplines in school. Active both on and off campus, it aims to promote a cappella culture to the Hong Kong society, through performing a rich repertoire from classical pieces to songs from Broadway, jazz and Canton-pop.
SENZA A Cappella made its debut appearance in November 2009 in the 3rd anniversary concert staged by The Contemporary A Cappella society of Hong Kong. It continues to perform in other public events, including the 5 evening Season Of Love concerts in 1881 Heritage, Tsim Sha Shui, and as the guest performers in The Chinese University of Hong Kong -- Tung Wah Group of Hospitals Community College's singing contest, as well as in ICAC I-Generation Farewell Party.
In March 2010, SENZA A Cappella attended the masterclass coached by Angelina Choo, the founder of Singapore's A Cappella Society, in the University of Macau. The next day it costarred with other a cappella groups in a joint-places concert in the University of Macau, starring FindaVox from Shanghai, Oops from Taiwan and UM Singers from Macau.
Senza has just won their Championship in Hong Kong Baptist University Joint-Society Singing Contest in April, 2011. In the same period, they represent Hong Kong Baptist University to compete in the "Inter College Singing Competition 2011" and Senza has won their first group championship in this Joint University Competition. At the same time, they also won the "Best Choreograph Award" in this competition.
In 2012, Senza was invited to perform with Kay Tse in "Kay Tse Concert 2012", first time singing on the stage of dream - Hong Kong Coliseum. In the same year, Senza was invited to perform in the Hong Kong 2012 International A Cappella Festival - Alfresco A Cappella.

組合更於2010年9月12日舉行了他們的首場周年音樂會,並於2011年在浸會大學的聯系歌唱比賽中得到冠軍。同年,SENZA代表浸會大學以自己改編的《約定》參加《大專聯校歌唱比賽2011》,獲得合唱組別的冠軍以及最具台風獎,廣獲一致好評。
組合獲邀於2011年11月舉行的亞洲無伴奏音樂節2011中擔任演出嘉賓,更與C All Star同台合唱。SENZA更在2012年1月首度踏上紅磡體育館舞台,於《謝安琪你們的幸福演唱會2012》中演出。SENZA更將會於人2012國際無伴奏音樂節中的無伴奏音樂會中演出。
SENZA將不斷提升其演出水平,希望在來年和以後的日子為大家帶來更多好聽的音樂。
