💡What is Public Diplomacy? Are you curious to know what's a day like for AIT’s Public Diplomacy officer? We had a chance to tag along to Taichung and see Public Diplomacy Section Chief Diane Sovereign in action!
🚩First stop- She made a speech and engaged with students on U.S.-Taiwan Relations. Even though young, they didn’t hold back their thought-provoking hard questions on foreign policy and global challenges.
🚩Second stop- Because she helps establish cultural exchange between the United States and Taiwan, Diane visited the 臺中國家歌劇院 National Taichung Theater National Taichung Theater to explore future collaborations with this prominent art hub.
🚩Third stop- Diane also met with Fulbright alumni to better understand trends related to English language education in Central Taiwan and more importantly how AIT can help Taiwan meet its Bilingual Nation 2030 goals.
🚩Last but not the least, if you are ever in Taichung, make sure to visit Taiwan’s first American Corner, established in 2005. Diane was one of the 130,000 visitors each year to step into a space that helps the people of Taiwan better understand America.

Today, I had the honor of speaking to Leo Pahkin, a Councellor of Education at the Finnish National Agency for Education. We discussed education and politics and one key point was raised. What will our education systems do to prepare students for the future?

In Taiwan, we are currently exploring the possibility of bilingual education in our public school system. In Finland, where multiple languages are already integrated into the curricula, current discussions focus on digital education, programming, and robotics. There are plans to teach children basic coding starting from primary schools, and Finnish educators are already attending international conferences on digital education to learn all they can. Is our country’s education system also preparing our children for the future? What are our priorities? How will our education system meet future economic needs and challenges? These are the questions to consider.
在台灣,我們正在探索公立學校制度雙語教育的可能。而在已將多種語言納入課程的芬蘭,當前的討論聚焦於數位教育、程式設計和機器人學。即便於小學階段,也有計劃來教導孩子們基礎的程式編寫,芬蘭的教育者也正參與有關數位教育的全球會議去盡可能的學習。而我們國家的教育制度是否也如芬蘭這般讓我們的孩子們準備好去面對未來?我們的教育以什麼為優先?教育將如何滿足未來經濟的需求和挑戰?這些都是需要考慮的問題。

政府宣示,2030年台灣要成為雙語國家。
但近年,每次談到「來教英文的」外籍人士,很多人都露出不尊重的神情。這種刻板印象建立於,某些外籍人士來台擔任教育工作,並沒有足夠的學經歷。
這其實是很矛盾的,一方面需要大量師資的同時、一方面對於來台的教師基本上不信任、甚至有點輕蔑。
有一部分原因在於:部分劣幣拖垮整個族群,沒有足夠資格的人來台打壞了這些人形象。
我個人不贊成增加規章、硬性多增加許多規定,但我相信,讓更多致力於教育的人被看到,增加更多市場機會、會讓更多良幣逐劣幣:只有提供最優秀服務的機構才能在市場上存留
教育局也與美、英等英語系國家,有許多項目的合作,就是希望在市場機制下、做出打造好的環境的努力。
我必須說,許多曾經在台傳教、教過英文的外籍人士,有一些回到本國,擔任民意代表、擔任外交官、擔任教授、在智庫、在業界等,對於台灣的外交,是有很大的正面影響。
我這次找曾在英國文化協會British Council服務過,現在也在英國商會教育委員會擔任委員的Laurence James,談的是雙語國家:但是更重要的是專注在於「學校教育」之後的部分。
台灣的朋友在標準測驗上常常表現得很好,在學生就學時期的時候也很認真,但是到職場之夠,不管是企業也好、員工也好,對於自身的再訓練、對於員工的投資,似乎比較停擺。許多時候都是為了虛應了事,參加,但是除了人在,大該都還是在專心在其他業務。
這次非常感謝Laurence分享他在British Council 的教學心得,我們將會致力於打造更友善的環境,讓更多優秀教師能夠提攜合作,努力達成這個目標!
我們每天專注在任何能讓這個城市進步的事,我們也相信,儘管紛擾的台灣社會,我們還是能一起進步!

Big thanks Laurence James for sharing his valuable insights on the plan for developing Taiwan into a bilingual nation by 2030!
Today, I had a very informative meeting with Laurence James, an experienced language educator and Senior Business Development Manager at NextGen, a corporate language training company. Thanks to his deep and nuanced understanding of the Taiwan’s education system and business environment, Laurence has a strong grasp of the challenges for this ambitious policy. I was particularly curious to learn about his novel approach to teaching English by focusing on skills which are directly applicable in professional contexts. It is interesting to consider how this strategy could be implemented on a larger scale to help the Taiwanese turn our homeland into a bilingual country.
I believe it is very important to incorporate the voice of foreign stakeholders in the process of policy making. Thanks to Laurence, I now gained a new perspective on capacity building for Taiwanese professionals.
