Foreigners who live and work here contribute to our economy and society. They are very much a part of our local community.

Yesterday in Parliament, Lawrence Wong moved a motion for Singapore to stay open in a globalised world. He also asked Parliament to support the government’s management of the foreign work pass numbers, and to deplore the spreading of misinformation about FTAs like the Comprehensive Economic Cooperation Agreement (CECA) to stir up racism and xenophobia.

Our policies on foreign workers have created many jobs and opportunities. Still, Singaporeans are anxious and concerned about competition from the foreigners working here. We are addressing these concerns, and the problems caused by having a large foreign population in our midst. But as I said at the National Day Rally recently, we must remain open and welcoming to foreigners. If we turn inwards and become hostile to them, it would ruin us as a global hub and cost us investments and jobs (https://go.gov.sg/ndr2021-el).

The debate stretched past midnight. It was an important debate. At stake were not just our policies on foreigners, but the values of our society, and our confidence and resolve to face an uncertain world, and chart our way forward together.

I am glad MPs took a firm and unequivocal stance against racism and xenophobia, and firmly rejected attempts to use Singaporeans’ fears and anxieties to divide and weaken us. It bodes well for our future. – LHL

歐洲議會高票通過友台報告書「台歐盟政治關係暨合作」，台灣與歐盟友好關係持續深化。

#台海局勢
歐洲議會不僅關切中國軍事對台灣的威脅、敦促中國停止任何破壞台海和平的行為，也呼籲歐盟積極主動與國際社會合作，維護台海和平及鞏固台灣民主，並將台灣納入歐盟「印太合作戰略」作為重要夥伴。

#強化台歐雙邊交流
歐洲議會鼓勵歐盟 #強化與台灣最高層級等官方交流，也呼籲歐盟執委會於今年年底前準備好與台灣「雙邊投資協定」的前置作業，以準備與台灣展開談判。

#支持台灣在立陶宛設處
先前中國以經貿及外交等手段制裁立陶宛，這次歐洲議會臨時新增並通過修正案，強調歐洲議會支持也歡迎台灣在立陶宛設立代表處，同時譴責中國對立陶宛的經濟制裁，也呼籲歐盟採取適當行動力挺立陶宛。另一修正案則建議將「歐洲經貿辦事處」更名為「歐盟駐台辦事處」（EU Office in Taiwan）。

「台歐盟政治關係暨合作」報告 #是歐洲議會首度針對台歐盟政治關係起草的正式文件，外交部誠摯感謝歐洲議會首次主動針對台歐關係提出全面積極的建議，未來將持續關注後續報告案投票結果。

MOFA would like to thank the European Parliament’s Committee on Foreign Affairs for adopting a report on #EU-#Taiwan Political Relations and Cooperation, marking a new milestone in ties!

We welcome the report, which calls for the elevating of political relations with Taiwan to a comprehensive and enhanced partnership, the completion of an impact assessment which could pave the way for negotiations of a bilateral investment agreement (#BIA) with Taiwan, Taiwan’s inclusion in the EU Indo-Pacific Strategy and advocacy for Taiwan’s inclusion in international organizations as an observer, among other things.

The report also expresses the European Parliament’s support for Taiwan’s establishment of a representative office in #Lithuania and suggests the changing of the name of the European Economic and Trade Office in Taipei to the “EU Office in Taiwan.”

Taiwan and the EU share the values of #democracy, #freedom and respect for #HumanRights and #RuleOfLaw. Taiwan will not be cowed by authoritarian regimes into abandoning these principles and will continue to work with the EU and other partners to uphold the liberal democratic order.

UK-EU TRADE AND COOPERATION AGREEMENT中指出，雙方將實施「前所未有的」百分百關稅自由化，未來英國和歐盟間的貿易將採零關稅、零配額，但貨物將接受邊境安檢與海關申報。此部分包含服務性質貿易，如：金融、法律服務，協議將保障英國專業人才的流通。
英歐貿易協定明確承認英國的漁業主權，但未來歐盟船隻仍可在英國水域捕魚，不過英國漁民在英國水域捕撈的配額將增加約2/3。

協議將確保英國製造的電動汽車享有優惠關稅稅率，以支持英國的2050年淨零排放目標。

On Taiwan Hashtag hosted by Ross Feingold, we discuss the relevance to
Taiwan of today’s decision by Hong Kong elections officials to deny
Joshua Wong 黃之鋒 eligibility to run in the upcoming District Council
election. President Tsai’s Democratic Progressive Party was formed at a
time when political parties other than the Kuomintang (Nationalist
Party) were banned during Taiwan’s martial law era, and advocacy for
Taiwan’s independence from the People’s Republic of China and the
Republic of China was illegal, making it likely DPP politicians will
support Wong and Demosisto’s right to support autonomy referendums. This
will continue criticisms exchanged in recent days between Hong Kong and
Taiwan government officials over how to facilitate travel to Taiwan of
Chan Tong-kai 陳同佳, wanted in Taiwan for the murder of Poon Hui-wing
潘曉穎 that led to Hong Kong’s extradition bill controversy. With Taiwan
insisting on a judicial cooperation agreement and criticizing Hong Kong
officials for not putting Chan on trial for murder in Hong Kong (a legal
impossibility already made clear by Hong Kong), Chan’s return might not
occur until after Taiwan’s presidential and legislative elections.
Politicization of the matter continues, as does each side’s involvement

今(24)日立法委員林佳龍在外交及國防委員會針對「中日韓三國簽屬自由貿易協定(FTA)對台灣的影響，以及我國洽簽自由貿易協定(FTA)及泛太平洋戰略經濟夥伴關係協定(TPP)之進度」專案報告中質詢外交部次長董國猷及經濟部次長梁國新。

馬總統在就職演說中提到「加速與新加坡、紐西蘭等重要經濟貿易夥伴洽簽經濟貿易合作協議」，台灣和新加坡洽簽FTA在時程上有所延宕，林佳龍委員質問真正的原因是什麼？當時跟中國簽ECFA時不但沒有跟新加坡併著簽FTA，反而還驅動了中國去跟日本韓國簽FTA，致使我國的總產值因此減少159億美元，出口貿易將減少4個百分點，造成重大衝擊，真是賠了夫人又折兵，這就是當初政府沒有策略規劃好。林佳龍委員指出，所以現在亡羊補牢，應盡速與東南亞國家洽簽FTA，林佳龍委員詢問經濟部: 「次長，與新加坡簽FTA還需要一年還是十年?」梁次長回答，盡量朝一年之內洽簽。

林佳龍委員提出最該簽的是台印FTA，目前已有50多家台商在印度投資，總金額超過12億美元。林佳龍委員認為，印度在戰略上不但跟台灣沒有衝突，而且還是可以創造雙贏，因為印度不可能與中國簽訂類似協定，而且印度政府已經表達高度意願與台灣簽訂FTA，認為促進與台灣貿易可以減少對中國的依賴。梁次長回答，目前印度國內貿易自由化及開放程度較低，還在做簽定FTA的可行性評估。林佳龍委員要求外交部、經濟部「將印度列為洽簽FTA優先國家群，有沒有問題?」梁次長點頭表示願意將印度列為優先洽簽考量。

林佳龍委員問梁次長，中國已跟紐西蘭簽訂FTA，裡面有沒有涉及到一國兩制? 梁次長回答:沒有，一國兩制不是貿易協定的內容。林佳龍委員繼續追問紐西蘭及香港的FTA合約中有沒有提到一國兩制 ? 梁次長回答，原則上不應該有，但香港模式是以單獨關稅領域名義WTO的會員去簽定，不確定有沒有。林佳龍委員提醒外交部及經濟部，中國與香港跟紐西蘭簽訂FTA的內容不一樣，台灣在洽簽時一定要注意不要出現一國兩制的內容，被港澳化，去國家化，自失國格。

FTA好像又回到十年前，台灣跟新加坡FTA還沒簽，現在又把新加坡、紐西蘭列為洽簽經濟合作協議(ECA)的中型經濟體。為什麼中日韓簽的是FTA，我們台灣跟別國簽的就是ECA?，從FTA(Free Trade Agreement)到ECA(Economic Cooperation Agreement )同樣都是Agreement，中文卻從協定到協議，分明是魚目混珠，有偷天換日的嫌疑，到底有甚麼居心在裡面?林佳龍要求經濟部改回經濟合作協定，最好是回到FTA。經濟部同意林委員會將協議改回協定。

林佳龍委員質詢董次長，駐美代表袁健生前天宴請美方代表團吃澳洲牛排，為推銷美牛，袁健生竟說，台灣都是澳洲牛，「又硬又難切，美方代表團吃不慣也不好意思說」，在國際場合發表消遣澳洲牛肉的言論，實在很失禮，「董次長，你認為這樣符合外交禮儀?很妥適?有一點妥適?還好?有一點不妥適?很不妥適?是屬於哪一個?」 董次長不敢回答，直說若是他，他不會如此發言。林佳龍委員提出，蘇起認為馬政府之所以狀況百出政績差癥結就是政務官文官化，用了文官當政務官，以服從為主的事務官，又缺乏替政策辯護的勇氣。林佳龍委員認為其實關鍵在領導者，是將帥無能累死三軍，台語說「不會駛船嫌溪窄」，本來想為事務官抱不平，但從事務官升任政務官的董次長不敢評論自己外交部內屬下的言論，又坐實蘇起所說的，用了文官當政務官，沒有擔當！
