[Vanishing free speech - Universities at the forefront of China’s propaganda war]

*柏樂志（DrewPavlou）因在昆士蘭大學運動上積極宣揚反對中共，為香港民主運動、新疆人權等議題發聲而聲名大噪，但也因而於今年五月底遭與中共政府關係良好的校方，以煽動性言論、具威脅意味的行為，製造混亂的抗議活動等理由，作出暫停兩年學籍的處分。帕夫洛正就此進行上訴。
一、大學現時成為中國大外宣的主要目標之一，透過向校方拖壓，籍此來消除Drew Pavlou等海外人士和研究對中國共產黨的批評。
二、令人擔憂的是，從與中國日益增長而未經監管的聯繫，到審查文章、開除學生，澳洲大學的自主權正面臨日益加劇的侵蝕。
三、如果沒有對北京政府和資助機構的資金進行公開審查，中共的這些資金會成為中國的新槓桿，這顯然會破壞大學的教育獨立性。
四、由中共資助的課程也充當中國的宣傳武器，其教材合法化北京在新疆集中營侵犯人權的行為，並污名化香港民主運動。
五、最過份的是，由中國支持或擁有的公司，還會利用澳洲大學研究來發展中國監控和社會信用系統，用作打壓中國民眾。
六、當澳洲一些大學已經向中國屈服，開除批評中國人士和審查敏感文章，令人懷疑在中國影響力面前，澳洲的大學作為思想自由的堡壘能否捍衛自由。
七、大學不應只具有商業價值，還應充當自由價值的堡壘。我希望澳洲大學應採取具體措施來捍衛自己的自主權，並使與中國的關係更加透明。

2. From growing unexamined ties with China, censored articles to expelled students, It is worrying that autonomy of Australia's universities now faces intensifying erosions.
3. Without public scrutiny on funds from Beijing government and directly funded bodies, it is worrying that those CCP funds have become China’s new leverage, which would clearly undermine the educational independence of receiving universities.
4. CCP-funded courses also function as China's propaganda arms, with their teaching materials legitimizing Beijing’s human rights violations in Uyghur re-education camps in Xinjiang and stigmatizing Hong Kong democracy movements.
5. On top of that, Beijing-backed and owned entities also use to the research capacity of Australian universities to develop China’s surveillance and social credit system, which are used in internal repressions.
6. In the absence of transparency, it is doubtful whether universities in Australia can defend their bastions of free thought amid China’ growing influence, especially when some of them pledging loyalty to Beijing by expelling Beijing critics and censoring “sensitive” articles.
7. Universities should be more than just business values, but also the bastion of liberal values. I hope that Australian universities should take concrete measures to protect their autonomy and make their controversial ties with China more transparent.
