南美洲開箱文 (2) 成也BRT、敗也BRT,談波哥大的大眾運輸

「你還好嗎?有沒有覺得很難呼吸?」
一到達波哥大辦公室,好幾位同事就不約而同的問我這個問題。之所以會這樣問,是因為波哥大是個高山城市,海拔2,625公尺,如果放在台灣正好就是塔塔加鞍部(玉山登山口)的高度,他們擔心我有高山症。不過別被它的高度給騙了,這絕對不是個雲霧繚繞、如夢似幻的天空之城,而是個擁有超過1,000萬人口、頗為擁擠混亂的巨型都會區。
南美大城市有一點和其他地方很不一樣:這裡的交通運輸主要靠的不是地鐵,而是BRT(快捷公車、快速公交)。BRT造價便宜、工期短,藉由專用車道、專用站台與站外收費,讓公車也可以達到和地鐵類似的效率,解決了不少城市的交通問題。在沒有地鐵的波哥大,BRT系統每天運送超過200萬旅次,非常接近台北捷運的日運量,堪稱是全球BRT的標竿;也正是因為如此,當我抵達波哥大的時候,可是抱著朝聖的心情去搭BRT的。
可惜的是還沒搭上第一班車,這個系統就讓前來朝聖的我失望了。目前波哥大的運量需求已經遠遠超過BRT系統所能負荷,無論班次多麼密急,每一班雙節甚至三節巴士還是全部塞得滿滿;源源不絕的巴士也讓專用道開始出現壅塞,快不太起來。而最可怕的是,因為巴士實在太多了、沒有任何一站可以同時容納全部,因此所有的巴士都採不同模式的跳站停車——換句話說就算上得了車,也未必能保證能在想去的地方下車,需要一點運氣。無怪乎當波哥大同事們知道我不是搭計程車、而是搭巴士到辦公室時,會流露出欽佩的眼神。
波哥大這個城市交通的確不好,連居民都開始主張不能再靠BRT、得趕緊蓋地鐵了。雖然號稱「快速」的BRT實在快不太起來,但也就是因為不夠快,才讓我這個觀光客有足夠時間感受這個城市的氛圍,欣賞那些美國看不到的風景。在動彈不得的車陣中,還會有試圖賺外快的當地人,在路中央騎著獨輪車表演雜技呢!看著看著,就突然覺得速度似乎也沒那麼重要了。

With the elevation of 8,612 ft, Bogota is the third highest capital in the world. While high up in the Andes, it's massive and very crowded -- over 10 million people live within its metro area, and there's no subway system. How then do these people commute?
Just like other South American cities, the primary means of transportation in Bogota is bus rapid transit (BRT). It's much cheaper and easier to construct. With dedicated bus lanes, designated waiting platforms and fare gates, it attempts to make the bus-based system as efficient as a metro. Each day Bogota's system TransMilenio carries over 2 million people, and has become a well-known successful urban transit story.
Unfortunately, it disappointed me even before the first ride. Since it's now way beyond its capacity, the system is crowded anytime throughout the day. Too many buses run on the dedicated lanes, which sometimes cause jams. What's even worse is, since no station can accommodate that many buses, almost all buses need to skip some stops and only stop at certain ones. This becomes a nightmare for tourists -- you don't know for certain at which stations you can get off. Sometimes you have to bet.
While it may not be a very pleasant experience, as a tourist I still enjoyed the rides. The traffic and slowness allowed me to take closer looks at the city. Feeling impatient while getting stuck? No worries -- when you're waiting, locals may be juggling on a unicycle to entertain you in the middle of the road!

The HKTB was always promoting Hong Kong as a safe city to visitors. Yet, during the past weeks, not only did the assault in Yuen Long destroyed this longstanding reputation of Hong Kong, but we also saw the police forcefully disperse the protestors inside a shopping mall, which aggravated the tension and led to standoffs and casualties. On the contrary, we have seen the people of Hong Kong safeguarding the city and epitomising the bright side of humanity during this period of social turmoil - protesters parting ways to let an ambulance pass, collecting and recycling wastes, and protecting foreign journalists and strangers. The Lennon Walls that sprang up across the city also demonstrated the solidarity and determination of the people of Hong Kong to fight for the freedom they rightly deserve.
The protests no doubt have an impact on the tourism industry, it is however not the protestors but the government that is to blame. Carrie Lam, the self-professed “mother” of Hong Kong people, can no longer shed her responsibilities in causing a divided Hong Kong. We hereby solemnly urge the government to respond to the five demands of the people and set up a Commission of Inquiry to seriously look into allegations of the police’s abuse of power and collusion with members of the triads, and give society a truthful explanation.
While it is our job to promote Hong Kong, it is our duty as Hongkongers to protect our city. We stand by all those who love Hong Kong and who are protecting our city. Please stay safe in this historic battle for freedom and justice.//

「我們是香港旅遊發展局的一班員工,作為政府資助機構一員,職能是在世界各地宣傳和推廣香港為旅遊勝地。近期,本港不同專業團體、政府部門及公營機構員工,均先後就《逃犯條例》修訂引起的連串爭議發聲,我們亦希望表達我們的聲音。
過去兩個月,我們見到我們熱愛的香港變得不一樣──數以百萬計市民接連走上街頭,表達反對《逃犯條例》修訂,甚至有市民以死相諫,但依然得不到政府的正面回應,反以「暫緩」、「壽終正寢」等語言偽術,企圖蒙混過關。更甚的是,政府縱容警方濫用暴力,以催淚彈、布袋彈、橡膠子彈及海綿彈等對付示威者,甚至是記者、議員,令整個香港徹底撕裂。
最令我們痛心的是7月21日當晚,我們看到白衣暴徒衝入西鐵車廂,無差別攻擊市民,而警方卻遲遲未有到場,附近警署反而落閘,999又未能打通,種種跡象,無法不令人質疑,這是警黑勾結的大龍鳳。警方事後竟然還要砌辭狡辯,指因為大部分警力調配至上環,以致需要花39分鐘時間才能調動足夠警力到場。而特首林鄭月娥更將中聯辦及上環的示威活動,與元朗恐襲混為一談,言談間認為國徽較市民人身安全更重要,實在令我們非常憤怒。

We are a group of staff members of the Hong Kong Tourism Board. As employees of a government-subvented organisation tasked with promoting Hong Kong to visitors worldwide, we would like to join other public bodies, civil servants and professional organisations in expressing our indignation over the incidents in the past weeks that were triggered by the proposed extradition bill.
In the recent two months, the city we once proudly called home and a world-class travel destination has undergone drastic changes. Over a million Hong Kong residents have taken to the street to voice their opposition against the proposed extradition bill. Gripped by a sense of helplessness and despair about the bill and the degradation of Hong Kong’s political landscape, some even took their own lives. Despite all these, the government regrettably refused to respond directly to the demands of the people - whom it is supposed to serve - to withdraw the bill, but rather employed double-talk in an attempt to fool the public. And to further split society asunder, the government gave the police tacit approval to use unnecessary violence, from tear gas to beanbag rounds, react rounds and rubber bullets, on the protestors, most of whom were unarmed and adhering to the etiquette of peaceful demonstration, and even on journalists and legislators.
What saddened and outraged us the most, however, was seeing thugs dressed in white beating people indiscriminately in Yuen Long MTR station in the evening of July 21. Not only did the police arrive at the scene unreasonably late, but they even closed the doors of the police stations when people tried to get help, while the emergency hotline 999 could not be got through. It is difficult to make sense of such police behaviour, which all seem to suggest collusion with the attackers. The police’s explanation that the 39 minutes in delay for the police to arrive at the crime scene was a result of the deployment of the majority of the police force - which comprises about 30,000 members of staff - to Sheung Wan sounded like nothing but an excuse.
At the media stand-up the day following the attack, Chief Executive Carrie Lam clearly attached greater importance to the protest in Sheung Wan which was political in nature than the violence that took place in Yuen Long which caused bodily harm to innocent people, and to a large extend, equivocate the natures between the two. In fact, she even agreed at one point that the national emblem was more valuable than the lives of the assault victims. Such disregard for human rights and ethical principles is hair-raising.

Retail Today | Global News: Muji Is Struggling from Overseas Markets 今日零售 | 全球視點: 無印良品 海外市場的巨大挑戰 (中文在下)
In April, Muji's parent company Ryohin Keikaku Co. reported its first decline in operating profit in eight years and a financial outlook below analysts’ expectations, as well as a rare drop in same-store sales in China.
Investors are worried: After the value of the company almost tripled from 2013 to 2018, Ryohin Keikaku shares have declined nearly 40% in the past year.
President Satoru Matsuzaki has embarked on new ventures like Muji-branded hotels and Muji-designed buses while pushing into new markets such as India and Switzerland. To drive growth, he’s now taking steps like shifting production to cheaper locations and designing products specifically for Chinese consumers.
However, Muji still requires a faster adjustment to its overseas sales strategies. Muji always expanded to other countries with the same items it sells in Japan, assuming that its product range needs little translation for overseas consumers. That works well enough for, say, pencil cases, but not necessarily other items: It took Muji a decade in China to introduce sheets that fit standard Chinese beds.
Meanwhile, Muji’s “no brand” branding and straightforward, unchanging designs have made it a prime target for low-cost Chinese copycats. Muji’s prices are considerably more expensive outside of Japan due to taxes and tariffs, and a cottage industry of Chinese competitors like Miniso, Nome and OCE has sprung up to offer the same aesthetic for a fraction of the cost.
To avoid the price competition, Muji plans to produce more of its items in the countries where they’re sold. Next year, the company will roll out over 200 made-in-India products for its local stores. It’s also shifting more production to Southeast Asia, where labor is cheap.
In China, it opened its first development office in September, with employees responsible for monitoring local lifestyle trends—a belated acknowledgment that Tokyo-based designers may not have the necessary insight into Chinese desires. Not everything will be internationalized, however. Muji will continue to make cosmetics, for example, in Japan, as the promise of high-quality raw materials is part of their allure.
Given how quickly its low-cost imitators have moved, Muji faces an uphill battle in China. And there and elsewhere, its ambition to become a global retail behemoth to match Uniqlo may require some of the strategic compromises made by other mass retailers—whittling its 7,000 products down to those of greatest sales potential, manufacturing items for speed rather than durability, and opening large locations in expensive shopping districts.
