Recently, I have gotten quite a few emails asking if I do private tutoring. Some have asked if I have a bushiban or run the page with a team. While our readers know we publish English learning posts, what exactly is it that we do?

To be completely honest, I am not sure if there is a category suitable for our page. My current positions are a doctoral student and an educational consultant for e-learning companies and policy makers. I started the page in 2012 as a lecturer and the general manager of an overseas study company, and the aim was to share learning materials with my students. I would occasionally compile information online, edit them, and publish them for free. I started investing more time around 2014 and 2015, and we had about 20K fans at this point. I did not commercialize the page, so people did not know what I was doing (they literally wrote and asked me). I left my position as the general manager, and I was unsure of my next move.

I did not want to open a test prep center like many suggested. I did not want to sacrifice my ideals to meet business goals, and I felt I could do more to make use of my experience and strengths as a curriculum writer and teacher. I started consulting educational organizations and worked on my own online classes. It was a difficult path because there was simply very little demand for “educational consultants” in Taiwan. I had to carve my own path, and worked with numerous organizations such as ETS-Taiwan and the British Council to do so. Meanwhile, I kept writing and compiling information on our page, and it became arguably one of the largest databanks of free bilingual learning resources in Taiwan.

It was around late 2016 when I started regularly posting news in English (https://bit.ly/36o3Z1e). I felt that students need to be aware of current events and think critically rather than focusing only on basic linguistic features. While vocabulary and grammar are undoubtedly important to second language learners, there are already ample resources in these domains. Given my interest in international news and years of experience living and working in both Taiwan and the US, I aim to offer language learners a unique perspective in learning. My posts began to cover the news, social issues, and educational editorials. We reached about 30K subscribers around 2018 with this approach.

Early 2020, we broke 50K fans on FB, and I knew it was time for me to post more regularly. I added two people to my team of one, and we started regularly posting bilingual news, education editorials, posts on empathy, and of course, free English learning resources. Some have advised me to just completely turn the page into a business since we have significant following. However, I have held back from doing so because I view myself more as a teacher and not a business owner or a social media influencer. It is not all about traffic flow and commercialization. In fact, I place many restrictions on commercial cooperation, turning down opportunities to advertise and work with many large language edu companies.

I hope to provide as much free resource as I can. You might have noticed that I am in my 40s, a tad older than most online influencers. I come from a low-income, divorced family, and I started working when I was in junior high. I became independent when I turned 18, and took numerous jobs just to make ends meet. I am already fortunate compared to many, as I had some remarkable teachers and received aid and scholarships from the government. Nevertheless, it has been a long climb, and this has allowed me to empathize and connect with some disadvantaged students.

Many tourists and even locals come to Lebuh Kimberly in Penang because it is famous for their hawker fare. If you take a stroll down to Lebuh Kimberly following the flow of traffic, you will see this 黎记汕头街云吞面 Loy Kee Wanton Noodles on your left, which serves surprisingly good Wanton Noodles. On top of Wanton Mee, the small restaurant also serves fried rice, fried koay teow, beef brisket noodles, minced pork rice and etc. Though the price here is slightly on a high side comparing to other hawker food relatively, you get to dine in a more comfortable and less crowded environment. Loy Kee Wanton Noodle definitely has been under the radar for some time and many may have neglected its existence due to the popularity of the hawker centre at the center of Lebuh Kimberly.

Abstract:
Traffic Engineering (TE) is one of important network features for Software-Defined Networking (SDN) with an aim to help Internet Service Providers (ISPs) optimize network performance and resource utilization by configuring the routing across their backbone networks. Although TE solutions can achieve the optimal or near-optimal performance by rerouting as many flows as possible, they do not usually consider the negative impact, such as packet out of order, when frequently rerouting flows in the network. To mitigate the impact of network disturbance, one promising TE solution is forwarding the majority of traffic flows using Equal-Cost Multi-Path (ECMP) and selectively rerouting a few critical flows using SDN to balance link utilization of the network. However, critical flow rerouting is not trivial because the solution space for critical flow selection is immense. Moreover, it is impossible to design a heuristic algorithm for this problem based on fixed and simple rules, since rule-based heuristics are unable to adapt to the changes of the traffic matrix and network dynamics. In this talk, we describe a Reinforcement Learning (RL)-based scheme, called CFR-RL, that learns a policy to select critical flows for each given traffic matrix automatically. It then reroutes these selected critical flows to balance link utilization of the network by formulating and solving a simple Linear Programming (LP) problem. Extensive evaluations show that CFR-RL outperforms the best heuristic by 7.4% - 12.2% and reroutes only 10% - 21.3% of total traffic.
Biography:
H. Jonathan Chao is Professor of Electrical and Computer Engineering (ECE) at NYU, where he joined in January 1992. He is currently Director of High-Speed Networking Lab. He was Head of ECE Department from 2004-2014. He has been doing research in the areas of software defined networking, network function virtualization, datacenter networks, packet processing and switching, network security, and machine learning for networking. He holds 63 patents and has published more than 265 journal and conference papers. During 2000–2001, he was Co-Founder and CTO of Coree Networks, NJ, where he led a team to implement a multi-terabit router with carrier-class reliability. From 1985 to 1992, he was a Member of Technical Staff at Bellcore, where he was involved in network architecture designs and ASIC implementations, such as the world’s first SONET-like Framer chip, ATM Layer chip, Sequencer chip (the first chip handling packet scheduling), and ATM switch chip. He is a Fellow of National Academy of Inventors (NAI) for “having demonstrated a highly prolific spirit of innovation in creating or facilitating outstanding inventions that have made a tangible impact on quality of life, economic development, and the welfare of society.” He is a Fellow of the IEEE for his contributions to the architecture and application of VLSI circuits in high-speed packet networks. He received Bellcore Excellence Award in 1987. He is a co-recipient of the 2001 Best Paper Award from the IEEE Transaction on Circuits and Systems for Video Technology. He coauthored three networking books. He worked for Telecommunication Lab in Taiwan from 1977 to 1981. He received his B.S. and M.S. degrees in electronics engineering from National Chiao Tung University, Taiwan, in 1977 and 1980, respectively, and his Ph.D. degree in electrical engineering from The Ohio State University in 1985.
