[從花園城市到智慧城市:智慧,是中興新村的下一步?]
From Garden City to Smart City: How Smart Can Chung Hsing New Village Become?
規劃設計思潮的演變反映出當時的社會需求、價值觀、空間文化及專業思考模式。當中興新村企圖從幻滅的花園城市,邁向明日的智慧城市時,此一演變過程中,讓人不禁想問:究竟哪些規劃設計思潮的中心思想是該延續,並於不同思潮中尋找彼此共通之處及未來發展的趨勢,用以營造出一種具時空延續性及整合性的空間想像?
自1997年精省起,已然度過近20個年頭。回首過往,可發現政府投入的百億元規劃經費總於永續(sustainable)與發展(development)間拉扯著,且框限在生活介面上的行政機制過於僵化與生活方式的脫節,導致空間的未來想像不斷原地躊躇著。
政府總限於組織架構的橫向溝通問題,使得行政部門陷入各組織間本位主義的意識型態,導致資訊無法於有效的於橫向平台進行溝通及合作,更甚導致整體政策發展上的創新想像疲乏。而為了打破本位主義的盲點,亦曾透過許多大型專案,企圖將許多項目整合進同一專案中,但此舉或許只能解決部份問題,並無法根本性回應組織結構上的問題。當中興新村又一次面臨空間十字路口時,行政部門亟需透過協議的方式找出改變僵化制度的限制,留給這座城市一些容納生活的可能,協助這座城市可以依著生活的需要而發展自我的形態!
此刻,中興新村正嘗試以智慧城市的概念作為實驗場域發展模式,政府不應只看到科技運用,更應深刻體認到其空間價值;非一昧以發展的視角視之,輕率導入科技元素興建智能屋。當數位科技正快速改寫人們對於生活空間認知與想像的今日,我們應進一步理解科技如何讓城市變得更聰明(smarter)、更宜居(liveable)。借鑑歐陸落實聯合國永續發展願景(SDGs)的經驗,使人理解智能(intelligence)並不等同於智慧(smart),而是在數位科技(digital technology)的輔助下,打造出人類智慧永續(smart-sustainable)的生活環境。換言之,政府需要進一步體認到任何科技投資都必續避免無意義的浪費,而是以文化為主,導入永續概念,輔以科技應用,於更開放的平台組織架構下,使場域可依其自身條件與需求,發展出具在地性(locality)的行動方案,並透過使用者體驗(user experience)的設計思考方式來界定議題,方能提供真正的智慧服務給生活在該城市的人們。

Comprehensive Development Plan of Kuala Lumpur, says planning and local government expert Derek Fernandez.
He said the mayor Datuk Mhd Amin Nordin Abdul Aziz should have exercised the power vested in him to veto the proposal instead of burdening the residents with a hearing.
“If they want to amend the comprehensive development plan, then that is a separate exercise which would involve substantial planning and consultation with stakeholders,” he said.
Fernandez, a lawyer specialising in local government law and a Petaling Jaya city councillor, said it was wrong and illegal to bypass procedure for ad hoc planning approvals that were inconsistent with the comprehensive development plan, as a means to amend the plan.
“In any event, it is the height of unsustainable development and poor planning to allow high- or medium-rise development in a low-density area.
“To do so is to violate every planning principle and the very basis of zoning an area low density in the first place. The practice should be immediately stopped,” he said.
Fernandez said if the development were approved, it would ultimately bring loss to the residents in terms of value of property and quality of life.
“If City Hall wants to allow this then it should do away with all density and plot ratio rules and adopt a sky is the limit approach to planning for all so that everyone can line their pockets with unsustainable development.
“It would then be a no brainer for residents to join up their bungalow lots and go on a joint venture with a developer to put up a high-density building for profit,” he said.
Fernandez said if planning and zone control were to be replaced by a market-driven, free-for-all policy for short term gains, the end result would be an unsustainable city with badly deteriorated property value and quality of life.
The Malaysian Insider yesterday reported that residents of Bukit Damansara want City Hall to reject the proposal for a highrise, luxury condominium in a locality occupied exclusively by bungalows.
The two 23-storey blocks of 94 condominium units would tower over their neighbours, on land that the residents claim has been designated for lowrise development.
A former court of appeals judge who is a long-time resident of Bukit Damansara alleged that a developer wishing to develop the land in the area offered to compensate him should he move out and persuade his neighbours to do the same. – February 4, 2016.
