The series of iron-fisted moves last month in Hong Kong may seem sudden to international observers: Hong Kong government’s earlier reinterpretation of the China-Hong Kong relationship, the election of a pro-Beijing legislator to be a Legislative Council chair through a controversial mechanism, and Beijing’s recent decision to impose a national security law on Hong Kong. The desire to bring Hong Kong under the banner of “one country, one system” is not impulsive. Quite the contrary, it’s a calculated campaign to initiate a so-called “second reunification with Hong Kong” — since the first reunification after the handover, using a lenient soft-power approach, has supposedly failed.
What are Beijing’s calculations that motivate this bold campaign now? And more important, will the campaign work?
While I remain highly skeptical of solely applying the realist framework to study Hong Kong, Beijing’s mentality is nonetheless entirely realism-driven. It is therefore essential to use this lens to understand more of their thoughts.
COVID-19: A Golden Opportunity on the International Stage?
To start with, the coronavirus pandemic seems to have created an ideal backdrop for Beijing to push forward its iron-fisted policy toward Hong Kong. The West has been devastated by the pandemic, more so than China, and has been slower to recover economically. Instead of decoupling from China, Beijing thinks the West is desperate for an influx of Chinese capital and markets. This notion encourages Beijing to pursue brinkmanship, in the form of confrontative “wolf warrior diplomacy,” its escalation of sharp power, and, most recently, Hong Kong’s national security law. As long as the international community does not put their condemnation into action, Beijing will keep pushing the envelope.
Beijing is convinced that the chambers of commerce representing other countries in Hong Kong will always place profits above all else as long as the national security law does not threaten them. Business deals struck at the crucial moment can entice foreign businesses to use their lobby teams in their home countries in Beijing’s favor.
Although anti-China sentiment has become more mainstream, Beijing, the major beneficiary of globalization in the past two decades, has tied its destiny with various elites internationally. These “friends of China” can be swayed to safeguard Beijing’s interests, but the up-and-coming leaders in many countries look less friendly. Therefore, the window of opportunity for Beijing to act is closing before the new value-driven generation comes to power.
The Lack of Incentive Behind the U.S. and U.K.’s Escalating Rhetoric
While U.S. politicians from left to right are vocal against China, their ultimate goal, Beijing believes, is to win votes in the November election. They would hence avoid hurting the interest groups they represent and go easy on actions aiming to punish China, such as denying Hong Kong’s status as a separate customs territory, sanctioning Chinese companies listed in Hong Kong, or escalating the trade war.
Even though the Trump administration is ramping up the rhetoric to sanction China, protecting Hong Kong’s autonomy is not one of the United States’ core interests. In contrast, having control over Hong Kong is China’s core interest. Beijing would rather make concessions over other disputes with Washington in exchange for claiming victory in Hong Kong for its internal propaganda.
Britain, the co-signer of the Joint Declaration for Hong Kong’s handover, is arguably most entitled to denounce Beijing’s violation, which would give mandates to the United States to act. But Beijing is convinced that Britain, not as powerful as it used to be, will not make such a move. Beijing’s recent plans to withdraw businesses from the United States and list them in the London stock market is a move to place a wedge between the two powers. U.S. President Donald Trump’s unilateralism and his harsh stance against U.S. allies also strengthens Beijing’s conviction that the West will not follow the United States’ lead.
Beijing’s Divide and Conquer Strategy in Hong Kong
Hong Kong’s parliament, the Legislative Council (LegCo), is a major roadblock to Beijing’s control, as demonstrated twice since the handover — in 2003 when the national security law was first introduced and in 2019 with the anti-extradition legislation that sparked city-wide protests. In both setbacks, Beijing lost control when moderate pro-establishment legislators broke away from the party line in the face of public outcry. As the September LegCo election approaches, the last thing Beijing wants is for the election to become a de facto referendum on the single issue of the national security law, which could result in another landslide win for the democratic parties. The law would be untenable to the international community if it’s opposed by both pro-democracy voters, which according to polls account for 60 percent of the votes, and moderate pro-establishment voters.
The moderates, despite their reluctance to embrace hardline rule in Hong Kong, differ from the more militant faction within the non-establishment camp in that the former rejects the so-called “mutual destruction” option, which risks Hong Kong’s special trade status — its economic lifeline — as a bargaining tactic to force Beijing to back off. Now that Washington is considering withdrawing Hong Kong’s privileges, the possibility of mutual destruction is becoming real. As Beijing has been promoting a narrative that all supporters of the protest movement’s “Five Demands” are bringing about mutual destruction, Beijing hopes the moderates, in fear of losing their financial assets, might turn toward the establishment.
On the other hand, the pro-democracy camp is at risk of breaking apart. Moderate pro-democracy supporters have been going to rallies to keep up with the political momentum. However, marches with more than a million participants would be impossible under the current oppressive environment. For example, the authorities abuse COVID-19 social distancing measures to suppress rallies, permits for peaceful protests are increasingly difficult to obtain, pro-establishment businesses heavily censored the social media activities of employees, and outspoken individuals are often cyberbullied.
Without support from the moderates, some within the pro-democracy camp may radicalize, as Beijing expects. The radicalization would fit Beijing’s tactic of painting protests as separatism and terrorism, justifying the imposition of the national security law. The trajectory would be similar to Beijing’s handling of the 1959 Tibetan “riots,” during which Mao Zedong’s directive was “the more chaotic the scene, the better.”
The Nationalistic Agenda to Divert Domestic Attention
But after all, to Beijing, Hong Kong is not just Hong Kong. In the wake of the pandemic, Beijing urgently needs to uphold nationalism to divert unwanted attention from its economic crisis. That includes a global propaganda campaign to promote its triumph over COVID-19. Upgrading the Hong Kong protests to a national security issue — as a battle against foreign interference to complete the “reunification with Hong Kong” — best suits the nationalist atmosphere. The all-time low sense of belonging with China among the new generation in Hong Kong further justifies a strong-arm approach. The success of the strategy would offer a way to reunite with Taiwan, which would consolidate Xi’s leadership within the Communist Party.
Also, including the Hong Kong issue as part of the national agenda means that the Hong Kong government, which has already lost its will to govern, will dance to Beijing’s tunes.
This comprehensive crackdown on Hong Kong’s civil society is unprecedented. Beijing believes that the heavy-handed approach would pervade Hong Kong with a sense of powerlessness and bring it to its knees. As long as the international response is limited, the execution of the national security law, according to Chairman Mao’s “theory of contradiction,” will follow a script of “a soft hand” and “a firm hand.” That is, after its imposition, the law will initially apply restraint and be used only on individuals to set a stern example, so that the general public would feel as if the law does not impact them at all and property and stock prices would not fall. Gradually and subtly, if the realist formula of Beijing works, the “second reunification” could become a self-proclaimed success story for Beijing’s propaganda.
However, Beijing’s evaluations are not foolproof. Any single miscalculation could lead to a contradictory outcome for the People’s Republic of China. Is it really prepared?

2020年5月18日,人工智慧和數位視訊的世界級科學家和企業家,美國藝術與科學院院士、百度前總裁、清華大學智慧科學講席教授張亞勤博士,在哥倫比亞大學工程學院的畢業典禮上發表了主題演講。

我很榮幸能夠在這個非常時期,以特殊的形式出席這次特別的典禮。首先,恭喜2020屆畢業生,對你們取得的傑出成就表示衷心祝賀。你們做到了!
我也是一名哥倫比亞大學的學生家長。我的兒子現在哥大工學院二年級學生,我女兒是哥大商學院2020屆的畢業生。我想與所有家長分享這份難以言表的喜悅和驕傲,我們都做到了!
這無疑是我們有生記憶以來最具挑戰性和不確定性的一個時期。
我們不僅看到了科技創新的極速進步和第四次工業革命的巨大力量,人工智慧、納米技術、量子電腦和5G通信等等技術不斷突破。
我們還目睹了百年一遇的流行疾病在全球範圍內帶來的突發性破壞和災難性影響,對我們的社會基礎、經濟結構和生活方式帶來挑戰。
對於那些學習過熱力學第二定律的人來說,“熵”這個術語一定不陌生,它表示動態系統中的混沌程度(Chaos)。資訊理論的創始者Claud Shannon將這一概念擴展到了資訊的不確定性和隨機性。可以說,2020屆畢業生是被賦予“熵”值最高的一屆。未來的不可預測和混沌程度都是前所未有的。對你們如此,對我們所有人也是如此。

3) 無論做什麼事情,要秉承道德和人性。兩千多年前,偉大的希臘思想家蘇格拉底將道德作為追求真理的靈魂。大約同一時期,偉大的中國哲學家孔子把人性的“仁義”作為社會結構的基礎。在截然不同的文化下,兩位偉大思想家所見略同,並非巧合。今天,當我們面臨更多選擇、迷茫和誘惑時,這一點就變得更加重要。技術是中立的,但創新者是有使命的。技術是工具,但技術人員是為人類服務的。院長Mary Boyce對哥倫比亞工學院提出的願景“技術以人為本”是工程學的核心,也是我們工程師和技術人員的宗旨。

Leading in times ofuncertainty
President Bollinger, Dean Boyce, Parentsand Students:
I am honored to be here at this veryspecial occasion, at a very special time, in the most special form. First, abig congratulation to the class of 2020 for your remarkable accomplishments. Youmade it!
I am also a proud parent of Columbia.My son is a rising junior at the engineering school, and my daughter is also aclass 2020 for the business school. I share the immense joy and incrediblepride with all the parents, we all made it too!
This is undoubtedly the mostchallenging and uncertain time in our living memory.
We see the staggering pace ofinnovation and the transformative power of the fourth industrial revolution,with technology breakthroughs such as artificial intelligence, nano-technology,quantum computing, and 5G advanced communications.
We also see the sudden disruption andcatastrophic impact of the once-in-a-century pandemic at a global scale thatchallenges the very foundation of our social fabric, economic structure, andlife style.
For those of you who have learned the 2ndlaw of thermodynamics, you know the term “entropy”, which represents degree of chaosin a dynamic system. Claud Shannon, the founding father of information theory,extended this notion to measure information uncertainty and randomness. It’s fair to say that the Class of 2020 is the one that is “given” the highest entropy. The level ofunpredictability and chaos is unprecedented for you -- and for all of us.
Talking with you reminds me of my earlyyears as a student and young engineer. My first job after graduation in 1990was developing algorithms to compress imagery and video for remote transmission,essentially to extract the maximum entropy. The work eventuallycontributed in a small way to a set of international standards known as MPEGand H.26x, the base for today’s popular video applications used in Netflix, YouTube, Skype andZoom. Over last three decades, I had the distinct opportunity to work on someof the most exciting technologies such as HDTV, autonomous driving, AI, and cloudcomputing. I have had the wildest ride with not only a great deal of fun, butalso extraordinary hardship along the way. Let me share with you three of mypersonal learnings:
1) Be an adaptive learner in the world of dataexplosion and constant change. In today’s fast changing technology industry, most of what you learned fiveyears ago is irrelevant. The most valuable skill you’vegained at Columbia is the ability to learn new things, to discern the signalfrom the noise, and to extract entropy from the ocean of data. One routine Ifind particularly helpful is to commit just 10 minutes each morning and prioritize3 things – anything new and important to me – to learn that day.
2) Have a unique point of view and perspective. When you get into the realworld, there is a natural tendency to become “polished”, to follow existing trends, and toblend in with the rest.
I ASK you tomaintain your sharpness, your edge, and your differences. When I interviewpeople, particularly young engineers, I look for their point of view, theirentropy, and their flash of ideas, which to me is far more important than beingsmooth, polished or “correct”.
3) Hold Ethics and humanity at theheart of what you do. Over 2000 years ago, the great Greek thinker Sock-ruh-tease put ethics as the soul forthe pursuit of truth. Around the same time, the great Chinese philosopher Confuciusplaced “Renyi”, whichessentially means humanity, as the foundation for social structure. It is nocoincidence that two of the greatest minds from vastly different cultures hadthe same idea. This has become even more critical today as we all face morechoices, confusion, and temptations. Technology is neutral, but innovatorshave purpose. Engineering is a tool, but engineers serve humanity. “Engineering for Humanity”, the vision set byDean Mary Boyce for Columbia engineering is the very core of engineering andwhat engineers are all about.
My youngfriends, this is the defining moment for you, for you to rise, to shine andanswer the historic call of duty, with not only your talent, spark andinnovations, but also compassion, courage and humanity.

Ever felt like you just didn’t have enough mental bandwidth to accomplish something important?
Maybe you remember studying for that one test at school. And no matter what you did - the information just didn’t stick.
Or maybe you’ve had to take work home with you because it just took too long to finish it at work. And now work is often cutting into your family time.
Or maybe you’re a business owner, and you find yourself always busy - even though you became an entrepreneur to escape being busy in the first place.
After talking to so many people with the problems above, I’m always being asked this one question.
“Dan, how do you get so much done, so quickly?”
And while I’ve talked about productivity and time management a lot…
Today I want to talk about the brain. Because getting things done all starts with your brain power.
Now, you’ve probably heard a lot of people tell you how you can improve your brain.
You’ve probably heard that...
- You should learn by teaching (to retain 90%)
- You should maximize your optimal hours each day (depending on your chronotype)
- You should master your memory (using really interesting techniques and imagery)
- You should start meditating at least 30 minutes a day
- You should learn to speed read
- Etc...
Now. These are all nice in theory. And if you want to go do one of these things to improve your brain power - go ahead.
But these all require NEW habits, and a lot of time and energy to get good at.
And what if you don’t have that kind of time right now?
Is there a way to actually do LESS everyday - and get more brain power?
There is.
How Using Your Brain Less - Makes You Twice As Smart
According to brainfacts.org, it takes as much energy to scribble mindlessly as it does to paint a masterpiece.
Weird right?
You may think.
“But isn’t it harder to paint a masterpiece?”
“Isn’t painting a masterpiece like sprinting - while doodling is like walking?”
Seems reasonable. But actually, it takes no special amount of mental energy to create a masterpiece...
The brain uses almost the same amount of energy, all day long.
Even when you go to sleep, the brain uses almost the exact same amount of energy...
Sometimes even more energy than when you’re awake.
So what’s the point of all this?
Well, if you’re using all this brain power even when you’re just doodling and lying around…then the problem is NOT your brain power.
The problem is how you’re using that power.
You’re probably using up a lot of your brain power on useless sh*t.
And don’t worry, I’m a victim of this too.
With all the information bombarding us on a day to day basis - it’s hard to not get overloaded with ‘mental garbage’.
So here’s what I recommend to my mentees.
Why not take some time out of your day (today) and remove everything and everyone causing “noise” on your social media / email?
And after you’re done with social media, why not also look through some of the people you message / talk to on a daily basis?
You’ll be shocked by how much energy sappers you know.
You know who I’m talking about.
EVERYDAY they seem to have a new problem.
And everytime you talk to them about it, they seem to try to dump it all on you.
Now, I know what I’m about to say next is going to make some people really mad…
Too bad.
Stop hanging around those people.
Cut them out. They don’t have your best interests at heart.
Anyway, after you’ve done your social media purge, you’ll find yourself with all this energy you never thought you had.
So write it down.
“Distraction Is The Only Luxury Of The Poor”
When I’m working on something - I’m laser-beam focused. I don’t want to have any distractions.
I close my door. I unplug my phone, and I turn off all notifications.
And NO ONE disturbs me.
So right after you read this, why not go clean some of your social media?
Why not unfollow those people that are sucking energy from your day?
And why not go unsubscribe from those people in your email inbox that are just creating “noise” for you?
When I did this for the first time, I never realized how peaceful it would make me feel.
And ever since then, I’ve been able to get way more done - in half the time.
Just like you can double your brain power by doing less everyday. You can also double your success in business by doing less too.
Instead of wasting time doing loads of different things. And trying all this different stuff. Why not just focus on one thing?
Focus on ONE skill?
Once you master that skill - you can start working on something else.
