To: Commissioner of the Hong Kong Police Force, Mr. Stephen Lo Wai-chung,
We are a group of Hong Kong citizens who are concerned about Hong Kong and the situation of animals here. The number and frequency of tear gas fired by the police in residential areas has been astonishing in recent days. Besides affecting the physical and emotional well-being of residents, the harmful effects on animals’ health are also alarming.
First and foremost, police dogs (we mean real police dogs) do not have gas masks and bear the brunt of the tear gas. In fact, the use of police dogs is not an effective tactic during large scale conflicts, especially when the police has an endless arsenal of weapons such as tear gas pellets and shells, rubber bullets, and sponge grenades. We call on the dissolution of the Police Dog Unit and to arrange for the adoption of current police dogs (once again, the real ones), in order to prevent any further harm while on duty. From now on, police shouldn’t bring along any police dogs during operations.
In addition, pet owners are concerned by animals’ non-stop tearing after exposure to tear gas. According to veterinarians, breathing in tear gas can burn the eyes, respiratory system and skin. On August 6, police did not inform the nearby animal hospital before they fired rounds of tear gas in Sham Shui Po, leaving veterinary staff scrambling to bring animals to safety. The worst animal victims are those that live in the community . They already lack sufficient care and are now exposed to potentially fatal tear gas.
While commanding in your comfortable office, you may not know the intense terror and pain inflicted on community animals when frontline police are abusing their power. While you safely pocket your salary and indulge your subordinates’ challenge to the Chief Secretary for Administration Mr. Matthew Cheung Kin-chung, you are turning a blind eye to the most underprivileged in our society. Such actions are frightening to animal-lovers and general citizens alike.
We strongly demand the police stop using tear gas and harming lives. We call on the frontline police to do more than just “exercise restraint.” Such restraint should come from the heart as well as the brain – we call on you to love oneself, love others and love animals.
