By passing the resolution to develop legislation to “safeguard national security” in Hong Kong in its rubber stamp parliament, Beijing initiated “political mutual destruction” for itself and Hong Kong. Beijing’s plan to rein in Hong Kong—defying a worldwide outcry—is revenge on the democratic movement in Hong Kong which has been protesting since March 2019. It is also retaliation against the U.S. for passing the Hong Kong Human Rights and Democracy Act 2019.
On 27 May, U.S. Secretary of State Mike Pompeo issued a statement certifying that Hong Kong no longer warrants differential treatment under U.S. law. At the same time declaring, “No reasonable person can assert today that Hong Kong maintains a high degree of autonomy from China, given facts on the ground.” He also filed a report to the Congress, in accordance with the Act, grounding from the fact that Beijing assert its right to interpret all laws in Hong Kong in November 2019; the Liaison Office’s claims that it was exempted from Article 22 of the Basic Law in April 2020; and the national security law announced last week. He further added that the deployment of tear gas and the mass arrests and the dispatching of the People’s Armed Police into Hong Kong, all constituted a violation of the Basic Law and the Sino-British Joint Declaration. President Donald Trump will later have to invoke the U.S.-Hong Kong Policy Act of 1992 to respond with appropriate measures, possible approaches range from economic relations, to restrictions on immigration to cultural and educational exchanges.
The U.S. response to the events over the last year signifies that it has shifted from an appeasing “change for trade” to an unyielding foreign policy towards China. From the 1980s, the free world had been hoping China would liberalize and democratize itself as trade rapidly grew between it and the world. It was a false belief that opening up the Chinese market would lead to opening up of the Chinese mindset. However, such optimism has proved to be in vain.
The special arrangement under which the U.S. treats Hong Kong differently from China on politics, trade, commerce, and other areas, stems from Hong Kong maintaining sufficient autonomy. As a holdover from its time as a British Colony, Hong Kong has a different legal and economic system. Now as Beijing tightens its grip over the city, depriving Hong Kong of its last little bit of freedom and autonomy, the basis of that special agreement is compromised. Therefore the U.S. has every right to change its policy towards Hong Kong, regardless of Beijing’s snarling about “foreign intervention” and its attempts to use Hong Kong as a bargaining chip.
Beijing has long taken advantage of Hong Kong to gain access to foreign capital and other state-of-the-art technology products. Hong Kong, enjoying special legal treatments, is the favourite channel for mainland Chinese to ship funds offshore in defiance of Beijing’s control on cross-border capital flows, taxation and corruption inspections. Distrusting their own currency, many Chinese find the Hong Kong Dollar, which is linked to the U.S. Dollar, to be more reliable. Chinese companies have swarmed into Hong Kong, pretending to be “Hong Kong companies,” amid the Sino-American trade war. Leaders in Beijing continue to reap the benefits of this arrangement while the freedoms of Hong Kongers deteriorate.
Hong Kong has long proven its strategic role in the China-U.S. dynamics. The city can be used as a loophole against the free world if the special status remains unchanged while the city is totally subject to authoritative China. The act of inserting this new national security law in a top-down manner now risks all the benefits Beijing could and did exploit, but it is all of Beijing’s own doing. Beijing is dragging Hong Kong into a “political mutual destruction” that will costs us a high price, yet the hit is necessary.
As Hong Kong loses its special status, Beijing will lose its trump card against the free world. In response to American pressure, Beijing’s short-term reaction will be more forceful. It will further crack down on the political protest movement— targeting activists, electoral candidates and legislators who have participated in international advocacy. Yet, China’s economy will be hindered in the long run, even though China will surely pretend that it is “business as usual.” It remains to be seen how severe Washington’s measure regarding Hong Kong will be, but the global repercussions facing China in the aftermaths of the pandemic will also have a serious impact on its economy.
The U.S. termination of the city’s special status is aimed at stopped Beijing’s rogue behaviour and encouraging it to reverse course on Hong Kong. The prosperity of Hong Kong is based on its autonomy, not Beijing’s dictatorship. Beijing’s decision will drive our city into dire straits in all aspects—the stock market may plunge, unemployment numbers may rise and foreign businesses may flee. But at the same time we must acknowledge there is no room for a prosperous Hong Kong without adequate amount of freedom and human rights protection.

近月來催淚煙在各區飄散,從中醫角度來看,催淚煙屬於熱毒熱邪,接觸到催淚煙有機會出現呼吸道、皮膚及腸胃道症狀,包括咳嗽、呼吸困難、哮喘、皮膚灼熱、出紅斑、胸悶、嘔吐、腹瀉等,兒童、長者、孕婦、容易敏感人士、呼吸系統病患者尤其容易受影響。如果直接接觸到催淚煙,宜立即用大量清水或生理鹽水沖洗眼睛、口、鼻、身體及求醫處理。中醫理論認為「正氣存內,邪不可干」,而「肺為氣之主」,平日多飲用滋陰潤肺湯水以強壯肺氣,以抵抗空氣中的污染物,強身防病。
粉葛蓮藕蟲草花湯
功效:潤肺清熱,紓緩皮膚乾燥痕癢、經常口乾、眼睛乾澀等症狀。
材料:粉葛1個、蓮藕1根(約3節)、蟲草花30克、羅漢果1個、黃豆40克
做法:
1. 所有材料洗淨,蓮藕、粉葛去皮切塊,羅漢果壓扁備用。
2. 鍋內加入約2500毫升水,放入全部材料,以武火煮至水滾,調文火煮約2小時,最後下鹽調味即可。
注意:體質虛寒,容易腹瀉者不宜服用。
Soup to fight pollutants
In recent months, tear gas has been fired in various districts. From the perspective of Chinese medicine, tear gas is a heat pathogen. When exposed to tear gas, it may lead to symptoms related to respiration, skin and digestion such as cough, difficulty breathing, asthma, heated skin, erythema, chest tightness, vomiting, diarrhea. Children, elderly, pregnant women, those who are prone to allergies, respiratory diseases are particularly affected. If you are in contact with tear gas directly, you should immediately rinse your eyes, mouth, nose, body with a large amount of water or saline and seek medical treatment. Chinese medicine believes that if there is enough strong qi in the body, pathogens cannot attack easily. As the lung is the master of qi, drink soup to nourish yin and moisten the lungs to strengthen lung qi, to resist the pollutants in the air and improve immunity.
Arrowroot soup with lotus root and cordyceps flower
Effects: moistens the lungs and clears heat, relieves skin dryness and itchiness, frequent dry mouth, dry eyes and other symptoms.
Ingredients: 1 arrowroot, 1 lotus root (about 3 segments), 30g cordyceps flower, 1 monk fruit, 40g soybeans
Preparation:
1. Rinse all ingredients thoroughly. Peel lotus root and arrowroot and cut into pieces. Squash the monk fruit flat.
2. Combine all ingredients with 2500ml of water in a pot and cook on high heat until boiling. Turn to low heat and simmer for 2 hours. Add salt to taste.
Note it is not suitable for those with weak and asthenic body condition or those prone to diarrhea.

Dear Madam,
My name is KN Wong, a British Nationals Overseas (“BNO”) in Hong Kong. In exercise of my constitutional right to petition guaranteed in The Bill of Rights 1688, I would like to submit this petition letter to Your Majesty.
Firstly, I would like to draw Your Majesty’s attention on an organized attack on ordinary citizens in Yuen Long, a district in Hong Kong, at the night of 21st July, 2019. It is now widely alleged to be an act of terrorism. I shall leave the details to your able servants and advisers.
The fact that Your Majesty’s Kingdom is a popular destination of immigration and study among the indigenous villagers in Yuen Long is widely known among HongKongers. It appears that there is a need for Your Majesty’s concern over this matter as both the attackers, the attacked and the organizer(s) may include a significant number of British Subjects and British Nationals Overseas.
I therefore submit that Your Majesty’s exercise of right Royal Prerogative to punish the villains and protect the innocents. I would also like to urge Your Majesty to instruct your Government to make investigations into the “Yuen Long Terrorists Attack”, and based on the findings, repeal or suspend the British Subjects of those involved, including their family members as appropriate, and frozen their property in UK as appropriate. Such investigation may include any British Nationals Overseas (BNO) , if appropriate.
Furthermore, Madam, please be noted a speech by Your Right Honourable MP Helen Goodman in the Parliament on 2n July 2019, asking what Your Majesty’s Government should do to pursue explicit “police brutality” committed by Justin Shave and 2 other two senior police officers. Your Majesty’s Government is concerned as these three officers are British subjects and are known to be responsible for the ordering of a number of incidents of police brutality the crackdown on peaceful demonstrations by students and young persons in Hong Kong, in which there was unjustified, wide use of tear gas, rubber bullets and pepper sprays, and excessive baton attacks on non resisting citizens.
Pursuant to The Statute of International Criminal Court 1998 (ICC, Rome Statute), in which Your Majesty’s Kingdom has been a signatory state, the aforesaid police brutality should be classified as a crime of torture, a crime against humanity that falls within the jurisdiction of the ICC and the Rome Statute. (Art 5(b))
According to Art.7(2)(e) of the ICC, Rome Statue, "torture" means the intentional infliction of severe pain or suffering, whether physical or mental, upon a person in the custody or under the control of the accused. This definition is in line with the United Nations Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment adopted by the General Assembly of the United Nations on 10 December 1984.
At the same time, The Laws of Hong Kong (Crimes (Torture) Ordinance, Cap. 427) defines torture as “intentionally inflicts severe pain or suffering on another in the performance or purported performance of his or her official duties.” Thus, the said police officers in Hong Kong cannot excuse themselves by claiming that they do not know that torture is by itself a crime locally and internationally.
As Your Majesty may be well aware, the ICC has governing jurisdiction on “The State of which the person accused of the crime is a national.” (Art 12(2)(b)) Therefore, ICC has jurisdiction to investigate and prosecute Justin Shave and any British Subject police officers in Hong Kong for the said police brutality. Your Majesty’s Government, as signatory state, is thus under an international obligation to assist and facilitate all relevant investigations and subsequent prosecutions.
On the other hand, I take this opportunity to urge Your Majesty to clarify one position important to all police officers in Hong Kong who are holders of the British Nationals (Overseas) passport (“BNO”). The Laws of the United Kingdom recognize the British Nationals (Overseas) as a class of British Nationality. I therefore assume that BNO holders are also subject to the jurisdiction of the British Government and the ICC unless those holders had renounced their BNO passports and thus their status of being a British National before the commission of police brutality.
It would be much comforting for all humble BNO holders, including me, if we could be furnished with a reply from Your Majesty at your earliest convenience.
