儘管1950年代中期開始，冷戰的局勢已有所緩和，其中英、美、法、蘇四國首腦在1955年召開了日內瓦會議，達成了「和平共存」的原則，英、美、法和蘇聯間的關係有所改善。
The tension in the Cold War was eased during the mid-1950s, in which the relationships between Britain, the US, France and the USSR were improved through establishing the principle of ‘peaceful coexistence' in the Geneva Conference in 1955.

然而，兩大陣營的猜忌仍然存在。其中，美國自1957年起派遣高空偵察機「U-2」型號到蘇聯進行軍事偵察。
However, the hostility between the capitalist bloc and the communist bloc remained. For instance, since 1957, the US started sending high-altitude U-2 spy planes to make reconnaissance flights over the Soviet's military development.

On 1 May 1960, the USSR successfully shot down a U-2 surveillance aircraft over the USSR airspace and captured the pilot Francis Gary Powers.

此事件令美、蘇的關係急劇惡化，結束了美、蘇緩和冷戰關係的嘗試。於第二次高峯會議開幕時，蘇聯領導人赫魯曉夫強烈批評及譴責美國的偵察行動，並要求美國就事件道歉及懲處相關官員。但美國拒絕，導致第二次高峯會議告吹。
This incident resulted in the deterioration of the US-USSR relationships and halted the attempts of ending the Cold War by the two superpowers. During the commencement of the second peace summit in 1960, Soviet’s leader Khrushchev condemned the US for her policy of secret spying and demanded for an apology from the US and punishments to related officials. Yet, the US refused, which resulted in the failure of the second peace summit.
