台灣的民主政府應獲允以平等、有尊嚴的方式參與聯合國體系,聯合國大會第2758號決議絕未禁止包容台灣的作法,也沒有隱含相關意涵,因為決議並沒有闡述對台灣的立場。作為以人民為中心的機構,聯合國不能無視台灣人民,或繼續以國籍作為排除台灣人民參加聯合國公開會議或進入聯合國總部參訪的理由。#可恥的沉默必須終止。
感謝這兩國為台灣發聲,台灣的夥伴價值,值得聯合國重視。

We’d like to thank both President Alejandro Giammattei Falla of #Guatemala and President of the #MarshallIslands David Kabua, who spoke up for #Taiwan on the second day of the #UNGA76 General Debate.
President Giammattei Falla stated, “Taiwan is considered able to provide its experience, capacity and know-how to strengthen multilateralism, taking into account the challenges we currently face.”
While President Kabua gave the following speech:
“The devastating global Covid pandemic demands collective action from all countries, stakeholders and peoples, if we are to achieve a resilient recovery.
The democratic government of Taiwan should be allowed to participate in an equal and dignified manner within the UN system, including the WHO, ICAO and the UNFCCC, as well as activities related to the SDGs.
There is absolutely nothing in General Assembly Resolution 2758 which prevents this inclusive approach, and this resolution affords nothing to hide behind, as it expresses no position on Taiwan. As a people-centric institution, the UN cannot ignore the Taiwanese people or continue to use their nationality to exclude them from attending public meetings or public tours of its headquarters.”
He ended his speech with the powerful words, “The shameful silence must end.”

第76屆聯合國大會將於9/14在美國紐約聯合國總部開議, 21-27日舉行總辯論,討論疫後復甦與永續重建等主題。
外交部今年推案延續 #3大訴求
🔹聯合國應立即採取行動解決2,350萬台灣人民被不當排除在聯合國體系外的情形;
🔹聯合國不當剝奪我國人及媒體進入聯合國參訪、出席或採訪會議跟活動的權利,應立即匡正;
🔹聯合國應確保台灣有權平等、有尊嚴參與實現「永續發展目標」(SDGs)相關會議、機制及活動,並且做出貢獻。
外交部吳部長也直指,聯合國體系在中國施壓下,持續 #錯誤引用 聯大第2758號決議 不當排除台灣參與。台灣是國際社會的良善力量,2,350萬台灣人民的權利不應被漠視。

As the 76th United Nations General Assembly approaches, it’s high time for #Taiwan to get a seat at the table! Given the lengths we’ve gone to in order to help other countries amid this pandemic and the expertise we have to share with our global partners, Taiwan seems ideally placed to lend some insight into this year’s theme: how to rebuild sustainably in the wake of the COVID-19 pandemic and revitalize the UN!
The Ministry of Foreign Affairs hopes that the UN will #SeeSense and grant our three appeals:
🔹to take immediate action to address the unjustified exclusion of Taiwan’s 23.5 million people from the UN system;
🔹to immediately rectify its discriminatory policy against Taiwanese passport holders;
🔹to ensure that Taiwan is afforded the right to participate in an equal and dignified manner in meetings, mechanisms, and activities related to the implementation of the UN Sustainable Development Goals (SDGs), and thus make greater contributions.
Minister Wu has also challenged the legal basis for Taiwan’s exclusion, UNGA Resolution 2758, which he says only addresses the issue of China’s representation in the UN and makes no mention of the PRC claim of sovereignty over Taiwan, nor does it grant authorization for the PRC to represent Taiwan in the UN. Only Taiwan’s democratically elected government can represent the country and its 23.5 million people.
#UNGA76 is set to kick off at the UN headquarters starting September 14 and the General Debate will take place from September 21-27.

2️⃣今年G7外長會議公報首度公開支持台灣參與WHO及WHA,也獲得更多理念相近國家的支持,對台灣是一大鼓舞。
3️⃣武漢肺炎(COVID-19)疫情肆虐全球,再次凸顯台灣為國際社會不可或缺的一員,以及全球公衛合作的必要性。
🇺🇸美國方表示
美國長期堅定支持台灣以觀察員身分參與WHA及參與WHO技術會議,欣見越來越多國家關切台灣遭到不合理的排除,美方將持續為台灣發聲,並鼓勵盟友共同支持台灣參與國際組織。
🇪🇺歐盟方表示
歐盟與台灣共享民主及人權等價值,台灣在諸多領域是歐盟重要合作夥伴,歐盟27個會員國支持台灣有意義參與國際組織,也會持續深化與台灣在公衛等領域的合作。

MOFA Secretary-General Lily Hsu joined Filip Grzegorzewski, head of the European Economic and Trade Office in Taiwan, Jennifer Hendrixson White, Senior Policy Advisor to the US Mission to the UN and host, Director of the US German Marshall Fund’s Asia Program, Bonnie Glaser, for a discussion on “Ways Forward for Taiwan's Participation in International Organizations.”
The discussion ranged from the recent statements of support from around the world for Taiwan’s participation in the #WHO and bid to be an observer at the #WHA, to how Taiwan copes with its exclusion by going to extraordinary lengths to exchange information with technical experts from #LikeMindedCountries, despite the political obstacles put in its way, and how the international community can help #Taiwan in securing vaccines.
Secretary-General Hsu also pointed out that United Nations General Assembly Resolution 2758, that recognized the People's Republic of China as the only legitimate representative of China to the United Nations, makes no mention of Taiwan, but is used to deny recognition of the Taiwanese passport, barring civic representatives from Taiwan access to UN meetings.
Both Grzegorzewski and Hendrixson White praised Taiwan’s handling of the #COVID19 pandemic and restated #US and #EU support for its inclusion in the #WHA, adding that they have worked with Taiwan to hold health forums, including the recent Global Cooperation and Training Framework (#GCTF) workshop on vaccines.

Ladies and gentlemen, good evening, I am honored to have the opportunity to share some thoughts with all of you here. My name is Freddy Lim, a parliamentarian from Taiwan, and am affiliated with the New Power Party, which is only one year old. The NPP received a lot of support from young people in Taiwan, which made us the third largest party in the Taiwanese parliament, and a new force in Taiwanese politics. I would like to express our voices to strengthen our mutual friendship, with the hope that you may continue to be Taiwan’s strong partners, offer us your support for our participation in international organizations to make our own contribution to the world.
Despite being a country that still has a hard time joining the UN,Taiwan is, in fact, a sovereign state with territories, people, elected government, and president. Last Friday, we had our third rotation of power, showing that Taiwan’s democracy is both stable and reliable.
Taiwan has a mature public health and national health insurance system, an outstanding biotech industry, as well as rich experiences in researching and developing medicines and vaccines. We believe that, through multilateral medical cooperation, participating in the global epidemic control and becoming an official member of the WHO, we will absolutely contribute in the global fight against diseases.
The complicated history of Taiwan surfaced with the rare mention of UN Resolution 2758 in the WHA invitation to Taiwan. After World War II, the Chiang Kai-shek regime who had nowhere to go after losing the Chinese Civil War was sent to Taiwan by the Allies, where it started a prolonged authoritarian rule. Along with the regime, the international community also threw the “one China” problem to Taiwan. In 1971, the UN passed resolution 2758 to expel the Chiang Kai-shek regime occupied the seat for China. However, Chiang’s regime was not only unrepresentative of China, it did not represent the people of Taiwan either. After decades of resistance by the people, Taiwan has finally become a young democracy. Now that the Taiwanese people are extending their efforts to contribute to and participate in different aspects in the world, we sincerely hope that Taiwan would engage in more positive and respectable exchanges with the world as a normal country, to fulfill its obligations as a global citizen.
Like all of you, we firmly stands behind the universal values of freedom, democracy, and human rights, and continuously work for these values. I believe that, based on our shared values, Taiwan would absolutely become a reliable and friendly partner with supports from all the nations. I would like to sincerely thank you for being good friends of the Taiwanese people, and sincerely hope that you would continue to support our international participation. Let’s stay closer to work for a better world.
