#'96年に光栄が発売した、戦略SLGのオリジナルとなる98版。提督の決断シリーズの第3作で、第二次世界大戦を扱ったWW2シリーズとしては第4作。
光栄のPC-98版最後の作品でもある。

主な特徴としては、シリーズ高度、制海権の概念、潜水艦に対する航空攻撃、国民の疲弊度の変化、陸軍が操作可、パワーアップキット版の追加シナリオでは兵器の性能を調整や、より多くの海外艦船が使用可などが挙げられる。

また、1996年7月14日、中国当局により旧日本軍の勝つゲームは認められない、それを無許可で生産したとし調査が行われ、同年12月6には日本の軍国主義を美化するソフトを無許可で製造したとして光栄は罰金刑に科せられている。

BGMはドラマやアニメ主題歌でお馴染みのボブ佐久間氏が作曲。98版はopn版BGMも用意されている。
