give-up期貨 在 [新聞] 法人限制多期待開放Give up - 看板Option - 批踢踢實業坊 的推薦與評價
台灣法人參與期權市場的比重，與鄰近的日本與韓國等國家相比仍有進步空間。以韓國為
例，外資參與度統計至7月底止達25.73%；日本個人客戶投資期權比例極低，外資比重則
高達53.8%，整體法人更占9成以上，甚至印度外資比重也高達31.6%。而台灣期貨市場外
資參與度卻從最高的10.9%降至7~8%左右。檢討台灣較低因素，是對法人的限制較多。
五大限制 影響交易
不論是外資、投信及保險公司都提到的限制包括：
1、交易成本：台灣期交稅降低還有空間，目前新加坡、香港、韓國、日本都沒有課期交
稅。
2、交易時段，台股相較韓國與印度、香港都短得多，應有盤後交易以規避臨時狀況風險
。
3 、漲跌幅限制，相較於日本約9%、韓國10%、新加坡15%、台灣的7%還是相對受限。
4、外匯管制：雖然2006年開放外資非避險目的作期貨交易，讓外資市占率從7.86%至
10.88%，但同時間也做了美金進美金出的限制，雖然後開放六外幣進出，但外資希望能再
次開放台幣進出，以利資金有效運用。
5 、開放Give up，金融海嘯後國際大型商業銀行取代投資銀行，對交易對手的信評更加
重視，本土期貨商信評雖然相對較差，但交易執行能力較優，且外資客戶亦不希望集中一
家交易，因交易部位較易被揭露，故期開放Give up。
國外取經 開發市場
外資有很多優秀的操作策略，自營商有看到但投信及保險公司很少看到，希望國內法人多
加學習；投信、保險公司內控太過嚴格，適時運用期權賣方策略也是很好降低成本的工具
，銀行受法規嚴格限制，只能從事期貨空方避險是銀行業很少參與期權交易的主要原因。
期交所近年來積極培訓人才、提供免費課程，但法人成交量還是沒有多大的成長，主要因
為保險、投信內控過於嚴謹，相關查核方式，降低經理人使用此工具的意願，目前尚缺乏

我認為四大基金團隊運用策略工具，甚至比投信基金經理人更多元化，而投信受限內規，
儘管被委託還是只作空頭避險，反而四大基金更懂得運用這些工具。建議開放證券投信基
金能比照期貨信託基金，讓其中40%委託期貨經理事業作代操來避險跟增加收益，有好的
績效後應可從內部去改善高階主管對此投資工具運用的風控看法，是讓投信增加參與期貨
市場的不錯方法。
