考評局被閹割，映照整個香港半民主政制之崩潰。英國在1970至1990年代留下的半民主政制之精髓，是以各種架構制衡非普選產生之特首，包括半民主化議會、獨立法院、中立公務員、自主公營機構、活躍公民社會、批判性傳媒、自由學術界。不幸地，近年這些架構都像骨牌一樣逐塊倒下。現時，唯一的制衡，恐怕只剩下國際監察。
The fall of Examination Authority is indicative of the wider breakdown of HK semi-democracy. The essence of the semi-democracy engineered by the British in the 1970s-1990s, i.e. putting in place check-and-balance mechanism on the non-popularly-elected CE, including a partially-democratized legislature, an independent judiciary, an impartial civil service, self-governed public organizations, a vibrant civil society, a critical media, a free academia. Sadly, all these institutions fall down like dominoes in recent years. Now the only check-and-balance is international oversight.
