Dear all,
Re: Treatment of Staff Members' Absence in Response to Call for Refusal to Work
As reported by various departments/units, enquiries have been received from their staff members in relation to the call for refusal to work on Monday, August 5, 2019. To facilitate your response to the enquiries, I would like to point out that the normal stance towards leave of absence should remain unchanged: An appointee may apply for personal leave (viz., annual leave, long leave, or short leave as per his/her entitlement) to attend to personal matters following the normal procedures. It is not a must to state the reason, unless the applicant wishes the approver to take that into account in consideration of the application. You may wish to appeal to the staff members’ understanding on the need for proper manpower arrangement to maintain the normal operation of your department/unit.
If a staff member does not report for duty in response to the call and has not applied for personal leave in advance, the department/unit should report such to HRO. Subsequent to further clarification and confirmation, such absence can be charged against the colleague's personal leave entitlement or be treated on a no-pay basis, depending on circumstances and as the case may be.
