Tech For Good Asia Webinar – Bridging the Digital Divide for the Elderly
Tech For Good Asia, along with Solis Strategy, co-organised a webinar to discuss the difficulties that the elderly encountered during the pandemic and how technology could help them overcome the barriers and stay connected.
Session 2 – How technology can support the elderly during the pandemic?
The social distancing measures and travel restrictions have disrupted everyone’s ordinary routine. It was particularly hard for the elderly to adapt to such drastic changes. In this session, we have invited speakers from AlipayHK, Facebook and the medical sector to share with us how new technology could improve the quality of life of the elderly during the pandemic.
In this part, Ms. Maggie Tam (Public Policy Manager, Facebook) flagged out the importance of information during the pandemic. Facebook has been working with Centre for Health Protection and other third party verification centres to ensure that their users gain access to updated and reliable information relating to Covid-19 and vaccination. Dr. Derek Wong (Specialist in Neurosurgery) highlighted the challenges patients who were seniors faced in finding the right medical information and the advances in remote diagnostics during the pandemic.
We have extracted some of the discussions in the following videos. We hope that this webinar could let community to understand better how technology could let the elderly stayed digitally connected during this difficult time.

在這部分,Facebook香港公共政策經理譚雋蘭女士表示疫情的資訊傳播特別重要,為了減少平台上有關新冠疫情的不實訊息及其傳播,Facebook與衛生防護中心及第三方查核中心合作,著力投放資源於幫助用戶獲得最新、最可靠的資訊。腦神經外科專科黃秉康醫生介紹了科技對診斷流程和步伐所產生的正面影響,並分享了長者接收正確醫學資訊的需要和時面對的挑戰。

台灣創新的基礎仍待國會多多支持
由這幾天的趨勢,看起來台灣的疫情在指揮中心拼命防堵之下,只要大家維持社交好習慣的配合,應該有機會控制下來。真的是天佑台灣,在如此險峻條件下,我們守起來了!台灣屢屢展現在一堆人士的唱衰中,堅挺屹立,實在要更有信心面對艱困的未來以及不斷地挑戰。
當然,光是信心並不夠,面對未知的將來,還是要有更多準備才行。我們都習慣講見賢思齊,讓我們來看看科技的強權,美國,最近做了什麼?
上個月初(六月八日),在台灣正為疫情及疫苗之亂所困之際,美國國會通過了非常重要的《美國創新與競爭法案》。這個法案也號稱是拜登政府上任最重要政策之一。當時,因為台灣疫情緊繃,似乎沒有多少人特別關注,頂多是講一下說,美國發現半導體很重要,特別訂定專法及經費要加強推動等等。事實上,這是一個非常關鍵且重要的科學基礎紮根計畫,大體而言,這個法案有數個特點:
ㄧ、將大家熟知的美國國家科學委員會(National Science Foundation)改為國家科學及技術委員會(National Science and Technology Foundation),兩位副主委,一管科學,一管技術。法案中甚至特別強調出,技術副主委的重要職責之一是,Increasing federally-funded research and development to achieve national goals related to economic competitiveness, domestic manufacturing, national security, shared prosperity, energy and the environment, health, education and workforce development, and transportation。這與我離職前向蔡總統建議的,將科技部改制為國家科學與技術委員會,走向完全一致。科技不能只是自己專注研發,必須前接人才教育,後接經濟發展能力,這是科技時代的必要趨勢。
二、未來五年內(2022-2026),選定十項科學與技術項目(如附資料),預定至少投入1100億美元以上,交由新的NSTF用於協助高教及研發機構,針對選定項目做基礎及前瞻研究。展現美國面對未來科技的謹慎和視野,唯有回到基礎的科學根本,才能帶領人類向前跳躍,找到更多創新機會。
三、再度強化STEM教育的重要,未來五年提撥至少五十億美元,用於強化人才培育的STEM教育。STEM教育這幾年在教育界也是很響亮的口號, STEM指的分別是,Science(科學)、Technology(技術)、Engineering(工程)、Mathematics(數學),正是為來人才走近高科技的必備基礎訓練。但在台灣,STEM 不只在國教中被弱化,更在未來高教的選材上被邊緣化,據說,未來甚至於,大學端的理工生醫等重要學科的入學考試中,根本被放生!台灣十年、二十年後,高科技的人才來源岌岌可危!
對國家長程的未來那麼重要的法案,在拜登政府和國會成員上任短短不到一年內完成立法程序!當然,這也可以看成是美國全民的鼎力支持,才能讓法案順利通過。
台灣的國會、台灣的政府,我們的國會、我們的政府當然也應該做得到,也應該看得到。這不是一兩年內會有大變化、或大政績的工作,但是不做,台灣在未來的競爭力將逐年慢慢減弱。但是,無論是政府、國會,他們的力量還是來自全民的支持,唯有台灣能有一股力量支持,督促政府、國會去思考這些長程競爭力的必要工作,政府、國會才能從每天焦頭爛額
的政治爭執中跳脫出來。
美國選定的十大重點項目:
The United States Innovation and Competition Act of 2021 (USICA), formerly known as the Endless Frontier Act, passed into law on 8 June 2021. It authorizes $110 Billion for basic and advanced technology research over a five year period. It includes investment in:
1. Artificial intelligence and machine learning
2. High performance computing, semiconductors, and advanced computer hardware
3. Quantum computing and information systems
4. Robotics, automation, and advanced manufacturing
5. Natural or anthropogenic disaster prevention
6. Advanced communications technology
7. Biotechnology, genomics, and synthetic biology
8. Advanced energy technology
9. Cybersecurity, data storage, and data management technologies
10. Materials science, engineering, and exploration relevant to the other focus areas

A message from Taiwan.
Hi there, this is Vivi from Taiwan.
There’s something that I would like to share with you.
With more than 1.7 million confirmed cases and 100 thousand deaths around the world, the COVID19 pandemic outbreak has become the most challenging global health crisis of our time. This is an unprecedented time that has affected the lives of everyone in our global community, regardless of race, gender, culture, or skin colour.
At this defining moment in history, cooperation will bring upon the relief and clarity needed to triumph over a common threat facing humankind. In this fight, I, as a citizen of this global community, believe health is a fundamental human right that is inherent to all human beings. ‘Health For All, Leave No One Behind’ is a guiding principle of all health professionals, as well as a message that has resonated with us Taiwanese people through the toughest of times. In 2003, the SARS outbreak devastated my home country. Left isolated and marginalised by the WHO in the fight against SARS, we learned, through fearful uncertainty, how to tenaciously combat pandemics. But most importantly, the people of Taiwan experienced firsthand what it felt like to be left behind. Taiwan, despite just being miles off the coast of China, has effectively managed the spread of coronavirus in our country. And it is the belief that we should ‘leave no one behind’ that motivates us to play our role in the global community.
Taiwan can help, and Taiwan is helping.
In the past few weeks, the Taiwanese government has donated more than 10 million surgical masks to the United States, Europe, Southeast Asia, India, Central America and South America. Other medical supplies are also finding their way to all continents around the globe. Since the very first days of the outbreak, the Taiwanese government has devoted itself to fighting this pandemic. Through information transparency, quick response, early deployment and the effective use of big data, the functions of our society continue without interruption. To share our knowledge on COVID-19 with the world, we created virtual forums, participated by numerous countries, of our successful and internationally recognised public health policies. Our government and research centres have also teamed up with the Czech Republic, European Union and the United States in sharing tactics and technology and collaborating on the development of vaccines and rapid test kits. Finally, we have worked with different governments in analysing the economic, social and psychological impact of the epidemic and related isolation measures.
Taiwan cares, and Taiwan helps.
This virus can tear up the world, but it will not shake the foundations of humanity’s values. For a worldwide pandemic that does not discriminate based on borders and nationalities, it is crucial that we, in times of a crisis like this, stay stronger together.
Taiwan never forgets her friends from around the world.
We are part of this global team and we are in solidarity with the rest of the world.

COVID19爆發至今,已在全球造成超過一百七十萬人確診、十萬人犧牲。這次的疫情,是這個世代面臨最大的全球衛生危機。這是一場影響了全人類,不論種族、性別、文化、與膚色,我們都必須共同面對的,前所未有的挑戰。
在這個歷史性的浪尖上,並肩合作、共同抗疫,才能夠引領我們贏得這場對抗病毒的戰役。身為全球公民的一員,我始終相信「健康,是每一個人都享有的基本人權」。而「全民均健」,不只是每一個醫衛人員所堅守的價值,更是在這樣艱難的時刻中,臺灣人民付諸實行的信念。在2003年時,我們經歷了SARS的考驗,並學會了如何在前方情形未知、還被WHO排除在外的情況下,仍舊堅韌地戰勝傳染病。但最重要的是,臺灣人比誰都了解孤軍奮戰的心情。而在這次的疫情當中,臺灣即便緊鄰中國,依然有效地阻擋了疫情擴散。同時也正是「全民均健,不可遺落任何一個人」的信念,引領臺灣始終積極地在國際社會中,貢獻一己之力。
臺灣可以幫忙,我們也正在全力幫忙。
在過去幾週內,臺灣捐贈了超過一千萬個醫療口罩至美國、歐洲、東南亞、印度及中南美洲。同時,也有許多捐贈給各大洲的防疫醫療器材,正在運送與安排當中。自從疫情爆發的第一天起,我們的政府就全體動員,合力對抗傳染病。經由公開透明的疫情資訊、超前部署、快速溝通與反應、以及大數據運用等防疫策略,臺灣社會才得以繼續維持日常生活不受影響。而我們也開始舉辦線上會議,與許多國家分享我們的防疫經驗——臺灣的防疫成果,是國際有目共睹的。我們的政府與醫衛研究機構,也跟捷克、歐盟、美國合作,不僅分享防疫策略、技術,也開始共同研發疫苗與快篩。近期,我們也跟他國政府共同合作,研究此次疫情所帶來在經濟、社會與心理健康上的影響。
臺灣因為在乎,所以我們實際幫忙。
病毒或許可以分裂這個世界,但沒辦法撼動人類最根深蒂固堅守的價值。面對著這個跨越邊界、國籍的傳染病危機,這個世界必須攜手合作,共同強大。
臺灣從來沒有忘記我們全球的友邦與朋友。
我們是這個世界的一份子,也會持續跟全世界站在一起,抵禦病毒。
臺灣與你並肩。

Taiwan is located so close to China and with so many people traveling and doing business between the two countries.
But still we do our best to control the virus and the result is quite impressive. (until 3/18 Taiwan has had only 77 cases and one death.)
I share 7 contaiment measures that Taiwan apply.
1. Mask control
2. Technology management
3. Strict and carful quarantine rules
4. Fast policy making and complementary plans
5. Upgrade medical action
6. Get public buy in
7. Transparent information
With these seven great actions, Taiwan makes me feel really safe.
The world is a global village. There is no one can be an outsider.
So we have to stand up strong together and help each other.
I have strong faith that we can all make it through this together.
Taiwan is more than happy to share our experiences with the world.
Taiwan should not be excluded from the international discussions about the virus.
I support Taiwan to join WHO and also all kind of international organizations.
The health and safety of people should be put first, not politics.

但台灣在這段時間的防疫行動也的確煞費苦心 表現可圈可點
也真心希望能夠突破語言的藩籬
讓世界更多的人看到台灣的努力與突破天際的實力
目前在網路上並沒有看到太多詳盡的影片報導
大多是一些片段擁有英文報導的影片
抑或是一些在台灣的外國人的分享
便想說來動工製作一個影片
由台灣人來看台灣 希望能因此更詳細更全面一些
儘管如此 還是查了很多中英文的資料 也自己整理了一些
小女子平常沒有太突出的專長
希望能夠以自己堪用的英文
還有對於剪影片的小樂趣
在這個少出門的時機乖乖在家
盡力給大家呈現 台灣目前的防疫策略與成果
藉由中英字幕還有英文口說的呈現
讓更多外國人能夠知道台灣的現況
