A message from Mrs Anson Chan, Former Hong Kong Chief Secretary for Administration
Anson Chan called on all parties to resolve Polytechnic University situation peacefully
Former Hong Kong Chief Secretary for Administration, Mrs Anson Chan, this morning expressed grave concern at the growing humanitarian crisis at the Hong Kong Polytechnic University, where violent exchanges overnight culminated in the Police surrounding all points of access into and out of the campus, effectively trapping protesters, members of the press and medical and social workers inside.
Mrs Chan called on all parties to exercise restraint, stop the violence and resolve the situation peacefully. She also appealed to Hong Kong’s Chief Executive, Mrs Carrie Lam, to order the Police to stop using lethal force and coordinate with university authorities to arrange for an orderly evacuation of the campus and treatment of the injured.
Noting that local District Board elections scheduled for the coming Sunday are of crucial importance to Hong Kong’s future political development, Mrs Chan urged all parties to cease hostilities, so that citizens can cast their votes in a peaceful and safe environment.

有外媒AFP記者清楚拍到,中槍中五學生被槍傷前的一刻。手上拿的,是(更正)白色短身幼枝,並非警方後來涉插贓嫁禍的四呎「削尖鐵支」。
根據聯合國1990年訂立的執法人員國際守則 “Basic Principles on the use of force and firearms by Law enforcement officials” ,清楚列明執法人員即使在混亂情況下,亦「必須使用對等武力,並且以非致命武器為首選」,如非必要亦絕不能開實彈。
假如真的開真槍亦「不能射向致命部位,必須尊重及維護任何人的性命」,傷者亦「必須獲得即時醫療急救照料」。如有違規及濫權,該名警員必須受到當地政府法律制裁,而任何因政治原因而導致的不穩定局勢亦不能成為濫權理由。
此次事件明顯顯示該警員已違反以上所講全部條例,使用武力完全不成正比,警員當下亦無明顯及即時生命危險,絕對沒有必要和理據以零距離方式射向示威者致命要害。最離譜是,事發後3分鐘內也沒有任何警員上前察看或照顧傷者, 而6分鐘內才有警員叫救傷車。此乃極度不人道做法,絕不能容忍及姑息。
如香港政府及香港警務處處長決定繼續包庇警員,不正視該個案以及其他越見嚴重的警暴問題,香港人定必追究到底。
國際條例原文如下:
“Basic Principles on the use of force and firearms by Law enforcement officials”

“4. Law enforcement officials, in carrying out their duty, shall, as far as possible, apply non-violent means before resorting to the use of force and firearms. They may use force and firearms only if other means remain ineffective or without any promise of achieving the intended result.
5. Whenever the lawful use of force and firearms is unavoidable, law enforcement officials shall:
(a) Exercise restraint in such use and act in proportion to the seriousness of the offence and the legitimate objective to be achieved;
(b) Minimize damage and injury, and respect and preserve human life;
(c) Ensure that assistance and medical aid are rendered to any injured or affected persons at the earliest possible moment;
(d) Ensure that relatives or close friends of the injured or affected person are notified at the earliest possible moment.
7. Governments shall ensure that arbitrary or abusive use of force and firearms by law enforcement officials is punished as a criminal offence under their law.
8. Exceptional circumstances such as internal political instability or any other public emergency may not be invoked to justify any departure from these basic principles.”
