美國務卿稱台灣「自由中國」學者嘆：任人擺佈的草包政權

美國國務卿蓬佩奧7日宣布，美國駐聯合國大使克拉芙特（Kelly Craft）將於13至15日訪問台灣，並稱台灣是「自由中國（free China）」。對此，東華大學民族系教授施正鋒認為，美方這種「一國兩府」的說法，其實就是前總統蔣介石「漢賊不兩立」的概念，難道美國要幫蔡英文政府「反攻大陸」？
施正鋒9日在臉書以「任人擺佈、不知所措的草包政權」為題，撰文分析國務卿蓬佩奧（Mike Pompeo）稱，台灣是「自由中國（free China）」說法。他表示，在國際上，台灣近年來在國際社會被允許的名稱是「中華台北」（Chinese Taipei），自我安慰為「華人的」台北，也就是所謂的「奧運模式」，台灣儼然被虛無化了。更糟糕的是，不懂中文的人，聽起來是「中國的台北」。
施正鋒並指出，川普政府臨去秋波之際，稱呼台灣是「自由中國」（Free China），還以為回到冷戰時代，對岸是「共產黨統治的中國」（Communist China），這邊是「國民黨統治的中國」（Nationalist China），前者是「淪陷地區」，後者是「自由地區」。當時美蘇勢不兩立，站在美國的立場來看，前者是「他們的中國」，後者才是「我們的中國」。當然，比較委婉的說法則是「大陸中國」、以及「島嶼中國」的對照，聽起來稍微比較中性。
施正鋒說，對於贊成「一個中國」的人來說，台灣只是相較於「內地」的「邊陲」；對於主張「一台一中」的人而言，「中國與台灣互不相屬」。至於重提「自由中國」，聽起來有「兩個中國」、甚至於「一個中國兩個政府」的弦外之音。
施正鋒並認為，「兩個中國」是「分裂國家」的思維，也就是所謂的「德國模式」、終究要統一。至於「一國兩府」則是「三國演義」的「分久必合、合久必分」，也就是老蔣的「漢賊不兩立」。最後，施正鋒質疑，「難道，號角響起，美國要幫蔡英文政府『反攻大陸』？」。

Today’s guest is political scientist, Syaru Shirley Lin (林夏如), author of the book “Taiwan’s China Dilemma” (2016) and the forthcoming sequel “High Income Trap in East Asia.” In this episode, Lin maps out the economic ties between Taiwan and China and what drives policymaking in that area.
Lin retired as a partner at Goldman Sachs before becoming an academic. She now teaches world politics at the University of Virginia and global political economy at the Chinese University of Hong Kong.
Today’s episode is hosted by J.R. Wu - Chief of the Secretariat for INDSR (Institute for National Defense and Security Research) in Taiwan. Wu is a former journalist with nearly two decades of media experience in the US and Asia. She has led news bureaus for Reuters and Dow Jones.
