加拿大外長商鵬飛(Francois-Philippe Champagne)被踢爆,曾在倫敦向中國銀行借得兩筆登記的住房抵押貸款。在野黨批評,在加中關係陷入僵局之際,這件事讓他暴露個人財務弱點。商鵬飛向來被質疑逢中就軟,上月7日他在國會視訊會議上,不敢公開感謝台灣,向加國捐贈口罩,後來向媒體證實,加拿大支持台灣有意義參與國際多邊論壇的立場時,卻又自創「支持台灣成為世界衛生大會(WHA)會議『非國家觀察員』(non-state observer)」的新說法。當時被指,在表明支持台灣參與WHA的國家中,加拿大政府(商鵬飛)是唯一試圖討好中南海獨裁者的國家。
加拿大《環球郵報》(The Globe and Mail)報導,2015年首次當選下議院議員的商鵬飛,曾於2009年及2013年在倫敦購買兩間公寓,當時他在英國的跨國建設及工程公司「阿美科福斯特惠勒工程咨詢有限公司」(Amec Foster Wheeler PLC)擔任高階主管,商鵬飛當時從中國國營的中國銀行(Bank of China)借得兩筆為期30年的貸款,首間公寓為68.3萬加幣(約1490.06萬元台幣),第二間公寓為110萬加幣(約2399.58萬元台幣),商鵬飛已將公寓出租,加拿大保守黨國會議員、下議院加中關係特別委員會成員Garnett Genuis指出,這些貸款讓商鵬飛暴露於潛在利益衝突。
Genuis表示:「我認為,一名部長與威權國家的國營企業有這種個人財務往來是相當危險。無論這些財務往來起因為何,這會在決策上構成某種程度的個人財務弱點,中國政府最終將掌控這些決策。」
Genuis認為,由於中國銀行在倫敦的房貸市場僅佔「相當小的比例」,商鵬飛應尋求其他選項。
加拿大安全情報局(Canadian Security Intelligence Service)前局長Richard Fadden緩頰「只要是公開的,都不會構成重大問題,因為他在從政前取得一切。」但Fadden也強調,若商鵬飛能終止與中國銀行的財務往來,會是最好情況,加拿大新民主黨(New Democratic Party)外交事務評論家Jack Harris則說,如果他是商鵬飛,他不會想從中國銀行取得貸款。
對此,商鵬飛澄清,當時他只有英國的臨時工作許可,無法從英國的銀行取得貸款。他在發給《環球郵報》的聲明中聲稱:「無論是抵押貸款或任何其他債務,都不曾對我擔任公職造成影響。」,他已向國會的加拿大利益與道德衝突專員辦公室(The Office of the Conflict of Interest and Ethics Commissioner of Canada)完全揭露這兩項貸款,以及其他債務和資產。

【EUROPEAN Innovation Week to be held in Taiwan for technology and business collaboration】

In response to the global covid-19 outbreak, Taiwan took comprehensive and effective measures to protect the health of the public. Taiwan was among the first countries to take early measures to prevent the virus from spreading. In curbing the virus early on, so far a total of 31 cases have been identified, all of which were imported or close contact cases. The risk of infection to international travelers on the island is considered low to minimal.
TAITRA is conducting all events in full and stringent compliance with health and safety regulations.
