In his speech Minister Wu thanked the outgoing Trump administration for advances in the Taiwan-US relationship and expressed his enthusiasm for working with the incoming Biden administration “to build coalitions of like-minded partners and allies to make common cause in defense of our shared interests and values,” in the words of President-elect Biden.
He also mentioned GCTF and the Indo-Pacific Democratic Governance Consultation mechanism as effective platforms for Taiwan to contribute expertise, as well as promoting transparency and building capacity in the region, adding that Taiwan’s #NewSouthboundPolicy and the US #IndoPacificStrategy can work hand-in-hand to push for prosperity and security in the Indo-Pacific region, with the help of partners like India and Southeast Asian countries.

The World Health Assembly kicked off online today. Despite Taiwan leading the pack in terms of #PandemicPrevention, sadly we didn't receive an invitation this year, for political reasons.
MOFA minister Joseph Wu and health minister Chen Shih-Chung held a press conference today at the Central Epidemic Control Center, at which they protested this decision by the WHO in the strongest terms.
Minister Chen also lodged a protest with the WHO secretariat in writing, calling for professionalism and political neutrality within the organization, asking them not to put politics above health and human rights.
Although our road to inclusion in the WHA has not been a smooth one, we've seen support from our allies, as well as Japanese prime minister Shinzo Abe, Canadian prime minister Justin Trudeau, US secretary of state Mike Pompeo and New Zealand deputy prime minister and foreign minister, Winston Peters, among others. Our like-minded partners are speaking up for Taiwan, which shows how the #TaiwanModel of pandemic prevention is winning recognition in the international community.
Being Taiwanese means persisting in doing what is right, without compromise. Against all odds, we will continue to contribute by helping the international community in the fight against #COVID19 and in lifting the standards of health and welfare of all peoples.

Stephon Marbury dominated early. Allen Iverson struck late.
Iverson scored 14 of his 38 points in the final nine minutes as the Philadelphia 76ers rallied for a 102-94 victory over Marbury and the New Jersey Nets.
The NBA's leading scorer, Iverson fell a bucket shy of his 16th 40-point game of the season. He took over in the fourth quarter, giving the 76ers their first lead since the opening minute with a fadeaway jumper with 8:22 remaining and made sure they never trailed again.
Iverson was just 12-of-32 from the field but made 13-of-14 free throws and added seven assists and four steals. He scored 14 of Philadelphia's final 19 points, then skipped the media to nurse bruised ribs and a fat lip, products of a somewhat chippy game.
Marbury collected 20 points and 14 assists. He scored 16 points in the first half, when the Nets controlled play. But he went scoreless over the final 7 1/2 minutes, when the Sixers trapped him to force the ball out of his hands.
Forced to become a playmaker rather than a scorer, Marbury was let down a bit by his teammates. The Nets scored just 15 points in the fourth quarter and lost for the 12th time in their last 13 road games.
Last month, Iverson and Marbury teamed up to rally the Eastern Conference from a 21-point fourth-quarter deficit to victory in the All-Star Game. In this one, Iverson hounded Marbury down the stretch. Marbury shot 8-of-24 and committed seven turnovers.
"They went big, and we tried to trap him and get it out of his hands," Sixers coach Larry Brown said. "Then we tried to keep him from getting it. Our big guys did a good job of trapping and then Allen did a terrific job of denying."
"He was getting fouled and he wasn't getting calls," Nets coach Byron Scott said. "He goes to the line two times tonight. That's ridiculous. They say he is creating all the contact, but that other little guy (Iverson) that is pretty (darn) good does the same thing and he goes to the line 14 times. Tell me the difference."
Tyrone Hill had 13 points and 14 rebounds for the Sixers, who have won three in a row and eight of 10. They are 4-2 since acquiring All-Star center Dikembe Mutombo, although he was not on the floor when the Sixers made their surge.
"Tyrone Hill just killed us on the boards," Scott said. "That was the difference."
The league-leading Sixers (45-16) dominated the boards, 41-28, and avenged a 96-89 loss at New Jersey on February 4 in which they blew a 15-point third-quarter lead.
"We have a bull's-eye," Hill said. "Every team that we play wants to play hard and wants to beat us. ... They feel if they can beat the No. 1 team twice in one year, that it shows you what kind of talent they have."
The Sixers trailed 79-75 entering the fourth quarter but began the period with a 10-4 run that Iverson capped with his go-ahead jumper. It was Philadelphia's first lead since 2-0.
Marbury answered with a layup for his final points and the teams traded a pair of points before Iverson made two free throws and a jumper that followed a dive to the floor that kept possession for the Sixers and gave them a 91-87 lead with 4:49 left.
"Allen made an unbelievable hustle play among a lot of great plays," Brown said. "Defensively, I thought he's improved a lot, but that was by far for a whole game his best defense. He played against a great player."
A free throw and dunk by Aaron Williams got the Nets within one before Iverson struck again. He came around a screen for a jumper and added two free throws for a 95-90 bulge with 2:57 to go.
Williams made two more free throws, but Mutombo powered for a three-point play after Hill kept possession with by hustling for a rebound. Iverson answered rookie Kenyon Martin's jumper with one of his own and Eric Snow's jumper sealed it at 102-94 with 35 seconds remaining.
"They were hitting some shots in the first half, but we kind of tightened it up in the second half and it was hard for them to make the shots they were making in the first half," Hill said.

The NBA scoring champion took his show into the playoffs Sunday and overcame a bad case of pregame jitters.
"You got anything bigger than butterflies?" Allen Iverson asked, searching for the words to describe his anxiety. "I might have had a buzzard in my stomach."
Iverson scored 30 points Sunday in the first NBA playoff game of his career as the Philadelphia 76ers beat the Orlando Magic 104-90 in the opener of their best-of-5, first-round series.
Iverson said he slept poorly and woke up hourly, beginning at 5:30 a.m., in anticipation of the team's 9 a.m. breakfast. He's always nervous before a game, but said realizing a lifelong dream of appearing in the playoffs made Sunday especially gut-wrenching.
"I heard he got 15 minutes of sleep last night. That was 15 more than I expected," Philadelphia coach Larry Brown said, adding that the third-year pro's debut didn't surprise him.
"I think he handles situations like this pretty well," the coach added. "The only thing that I worry about is when he takes an individual challenge too much. I think he realizes now that he can just play."
Iverson, who said he actually got a lot more than 15 minutes of sleep, made 12 of 29 shots and finished with seven assists, five rebounds, two steals and six turnovers in 45 minutes.
When he wasn't the answer for the 76ers, Matt Geiger was. The center scored 12 of his 23 points in the fourth quarter and led an 11-0 run that Philadelphia used to pull away for good.
Geiger also had 10 rebounds, helping the 76ers compile a whopping 57-36 edge on the boards.
Iverson struggled after scoring 18 in the opening half, missing 10 of his first 13 shots in the second half. But he held his composure and provided the basket that gave Philadelphia the lead for good midway through the fourth quarter.
"I'm still excited," said Iverson, who at 6-feet became the smallest player in league history to win a scoring title, averaging 26.8 points. "I feel like I could play another 48 minutes. The crowd was against us, but it was great just playing in that kind of atmosphere."
Penny Hardaway led Orlando with 19 points, but only three came in the second half. Nick Anderson added 18 and rookie Michael Doleac had 11.
The Magic used four different defenders -- Anderson, Hardaway, Darrell Armstrong and Matt Harpring -- on Iverson, and none of them enjoyed much success.
When Orlando tried to double-team the scoring champion, Iverson did a good job of finding Geiger and other teammates. Magic coach Chuck Daly is not sure the Magic can do much different defensively against him in Game 2 Tuesday night.
"We've done about everything. And I think that regardless of what you do, he's going to get 25 points ... He's really a genius with the basketball," Daly said.
George Lynch had 15 points and 12 rebounds for the 76ers, who won two of three regular-season meetings against Orlando, which at 21-4 had the best home record in the Eastern Conference this year.
The Magic shot only 34 percent from the field in the first two quarters, yet trailed just 50-47 at the half because they outscored the 76ers 23-6 from the foul line while attempting 31 free throws to Philadelphia's 13.
In three regular-season games against Orlando, Iverson averaged nearly 23 points a game. The Magic held him to 16 points in one game and 14 in another, although cold shooting probably was as much of a factor as Orlando's defense.
The 76ers star set the tone early with 11 first-quarter points and two assists, including a lob to Larry Hughes that the Philadelphia rookie caught up to on the baseline for a highlight-reel dunk and a 31-22 lead.
The Magic stayed close by living on the foul line, particularly in the last 6:10 of the second quarter when they trimmed four points off Philadelphia's lead despite going scoreless from the field.
Anderson's 3-pointer tied the game early in the third quarter, and the Magic went ahead briefly before the 76ers settled down to lead 70-69 going into the final period.
"They just outhustled us, plain and simple, in our own building," said Hardaway, the Magic's four-time All-Star guard. "They came in and were more aggressive on the backboards than we were, and it showed."
Notes: Once one of the toughest places in the NBA to get a ticket, Orlando Arena was not filled for Sunday's game. Attendance was announced as 15,267 -- 1,981 shy of capacity. About 3,000 tickets were available 90 minutes before tipoff ... Although the 76ers are in the playoffs for the first time since 1991, eight of the 15 players on the team had postseason experience before Sunday. Rick Mahorn, who's in his 16th season, led the way with 101 games. The other seven -- Tyrone Hill, Eric Snow, Harvey Grant, Aaron McKie, George Lynch, Matt Geiger and Theo Ratliff -- had a combined 94 games of playoff experience ... Iverson won the scoring title despite shooting just .412 from the field -- the lowest mark by a scoring champion since George Mikan shot 40.7 percent in 1949-50.

Allen Iverson refused to let the Philadelphia 76ers' season end.
Iverson scored 13 of his 42 points in the fourth quarter as the defending Eastern Conference champions avoided elimination with a tense 108-103 victory over the Boston Celtics in Game 3 of their first-round series.
The Sixers avoided a best-of-five series sweep for the first time since 1991 against Milwaukee. They host Game 4 on Wednesday.
Responding in pressure situations is nothing new for Iverson.
"That's my life," Iverson said. "That's just what I've been going through since I've been in the league, so I'm kind of used to it. When we lose, people are going to point the finger at me and coach. And when we win gaems, I get the praise. You just accept that and understand that's the way it's going to be."
It was the eighth time Iverson scored at least 40 points in a playoff game. The Sixers are 7-1 in those contests.
"We have another chance to play and we have to put pressure on them, where they feel it," Sixers coach Larry Brown said. "It doesn't look to me like they're feeling it. They're playing with a lot of poise and have a lot to be proud of."
Philadelphia also got a big game from Eric Snow, who scored 23 points. After going a combined 4-of-25 in the first two games of the series, he made 9-of-14 shots in Game 3 and scored six straight points for the Sixers during one stretch in the fourth quarter.
"There was no pressure on them at all," Snow said. "All of the pressure was on us. Fortunately, we were able to pull this game out and now we have to take care of our home and win on Wednesday and even the series."
The Celtics, looking to move into the second round for the first time since 1992, were in position to close out the Sixers, taking a 103-100 lead on Rodney Rogers' 3-pointer with 1:32 remaining. But the Sixers scored the final eight points.
"It's a game we should have had," Boston forward Paul Pierce said. "We're up three with under three minutes to go. We gave ourselves a chance to win after being down in the first half. It's definitely one we should have had."
All season, the Celtics lived by the 3-pointer. On this day, however, they died by it.
Derrick Coleman, who played a strong game with 18 points and nine rebounds, followed Aaron McKie's miss to give Philadelphia a 104-103 lead with 45 seconds left.
Pierce scored 29 points for the Celtics, but missed a 3-pointer from the top of the key on the ensuing possession. Boston was forced to foul, and Iverson hit two more from the line, making it 106-103 with 19 seconds to play.
"I felt that everybody would come out and play the game like it was their last," Iverson said. "But we didn't have a choice. If you can't get up for a game like this, there's something wrong. You're not a basketball player, you're not a competitor."
Rogers and Pierce missed 3-pointers on Boston's last possession, and Coleman clinched the win with two from the line with 1.1 seconds to go.
"It's now Game 4," Pierce said. "We expected a war. We didn't expect Philly to bow down to us in Game 3. We expect another war for the next game."
Antoine Walker scored 27 points for Boston but was shut out from 3-point range in the second half after making all seven of his attempts from behind the arc in the opening 24 minutes. He finished 7-of-13 from downtown.
"We feel like we're still very confident we can beat them here," Walker said. "Obviously, they're going to feel really good and come out with a lot of energy on Wednesday. We have to be prepared and ready to match their energy again."
While the Sixers never have rallied to win a best-of-five series after losing the first two games, they have renewed hopes since Iverson seems to have shaken off the rust after missing the final 14 games of the regular season with a broken hand.
The NBA scoring champion rebounded from a shaky outing in Game 2, when he made just 10-of-29 shots. He took over Sunday's contest down the stretch, scoring 11 of the Sixers' final 15 points, and was deadly from the line, making 19-of-20 free throws.
"We had big games from a lot of people," Iverson said. "To beat a team like that, you're going to have to have a lot of guys contribute."
Overall, Philadelphia was 36-of-44 from the line, compared to just 16-of-18 for Boston, which ran most of its offense from the perimeter. The Sixers shot 45 percent (33-of-74).
"We didn't get the calls," Boston guard Kenny Anderson said. "We can't cry about it, but we didn't get the calls."
Spurred on by a fired-up crowd at the First Union Center, the Sixers opened an 11-point lead in the first quarter. Boston withstood Philadelphia's early burst and Walker's shooting helped it close to 58-52 at intermission.
The Celtics tried to bury the Sixers with a long-range assault, making 15 of 30 3-pointers, a playoff record for a Philadelphia opponent.
