這一期的國際限時批,讓時代力量國際中心主任護台胖犬 劉仕傑 來跟大家談談奧運中的難民隊。
從2016里約奧運到2020東京奧運,有一支引人注意的隊伍,簡稱是EOR,也就是難民隊。今年的難民隊,共計有29位選手參與12個競賽項目,他們來自11個國家,包括敘利亞、南蘇丹、蘇丹、剛果、厄利垂亞、委內瑞拉、伊朗、阿富汗、剛果民主共和國、喀麥隆及伊拉克。
難民隊的英文是Refugee Olympic Team,之所以英文簡稱是EOR,是因為它的法文 équipe olympique des réfugiés,而法文是奧運的官方語言之一。
今年東京奧運開幕式中,難民隊的舉旗手是一位名叫Cyrille Tchatchet II的舉重選手,他來自非洲的喀麥隆,2014年他前往英國並在2016年取得難民身份。他目前在英國是一位心理健康護士。對了,進場時他拿的是奧運旗。
在理解難民隊的故事時,必須要先談談總部位於瑞士日內瓦的「聯合國難民事務高級專員辦事處」(United Nations High Commissioner for Refugees, UNHCR)(也有人簡稱為「聯合國難民署」)。UNHCR現任高級專員是義大利籍的Filippo Grandi。
UNHCR與難民隊的合作模式,是藉由國際奧會與相關地主國國家奧會的獎學金計畫來進行扶植。
2019年6月20日,國際奧會公布了難民運動員獎學金獲獎名單(Refugee Athlete Scholarship),共計8項運動37位得主。而參與這項計畫的地主國(host country),包括澳洲、比利時、巴西、德國、以色列、約旦、肯亞、盧森堡、葡萄牙、荷蘭、土耳其及英國。這些地主國提供了相關的預算及培訓協助。
這項合作計畫的精神,稱為「奧運團結」(Olympic Solidarity)。
當難民隊奪得獎牌時,會場升起的是奧運旗,如果是金牌,現場播放的是奧運歌。
難民隊的組成,給了全世界估計超過兩千萬難民一絲絲希望。但在所有這些感人故事及榮耀的背後,也有媒體揭露難民隊的真實現況。在《時代》雜誌的報導中,近來出現一些難民隊選手在得牌之後不願返回訓練營的報導,原因很多,包括管理方式及金錢等,部分選手認為他們理應在得牌後拿到應該有的獎金。
難民的議題,向來在台灣未獲得高度關注。這次藉著東京奧運,也讓大家有機會理解難民議題背後的各種複雜脈絡。
身為台灣人的我們,該如何理解難民隊議題呢?難民在國外是一個重要的國際議題,但在台灣社會的討論向來過於貧乏。如果我們真心想要加入國際組織並與國際社群互動,我們是否應該更積極了解難民議題?
以這次難民隊而言,許多選手的參賽項目都是台灣的強項,包括羽毛球、射擊及舉重等。台灣的中華台北奧會,有沒有可能試著爭取成為下屆奧運難民隊的扶植地主國之一呢?如果爭取成功,對台灣的國際形象應會有正面幫助,台灣的名字也會因此出現在國際媒體上。

The team was selected from the refugee athletes currently supported through the Olympic Scholarships for Refugee Athletes programme.
UNHCR has worked closely with the IOC as a partner for the last 25 years working together to support over 200,000 young people in sports programmes designed to improve their well-being and social inclusion in eight countries (Colombia, Democratic Republic of Congo, Jordan, Kenya, Mexico, Rwanda, Turkey and Uganda).
The first-ever IOC Refugee Olympic Team consisting of 10 athletes had competed at the Olympic Games Rio 2016. The athletes have captured the attention of the world through their inspirational journeys and performances.
Each one of the members is a symbol of hope and courage for the millions of refugees around the world.
They will send a powerful message of solidarity and hope to the world this summer, bringing further awareness to the plight of over 80 million displaced people worldwide.

Only a person who never gives up their life can shine.
I strongly think that the idea of the Refugee Olympic - Paralympic team is one of the answers to all the human crisis we are facing now.
This is where they can shine.
