今日的國家除了是一個認同共同體之外，更需要一個強大的官僚組織來完成其運作。但如同任何尤人組成的群體一樣，國家官僚組織也都有自己的運作方式與文化，且會影響到國民與國家之間的關係。
這篇來自【CUP】上的文章，帶我們看到馬來西亞的官僚系統中的「奉承」文化，以及其形成的原因。這也讓我們進一步想像台灣政府或是自已身屬的組織中是否也有類似的文化現象？

於怎樣的公務員團隊才稱得上是優秀，大眾可能各有見解，但公務員制度如何變得腐爛，也許要由體制內解釋。雜誌「歐亞評論」（Eurasia Review）亞洲及大洋洲分析師、馬來西亞玻璃市大學副教授 Murray Hunter，認為馬來西亞的「奉承」（bodek）文化，是該國公務員團隊的最大障礙。
Hunter 以過去數百年當地人以蘇丹或拉惹君主為首的社會等級結構，來解釋奉承文化。他認為馬來西亞社會不僅接受權威，更樂此不彼追求社會頂端者的認受。今天當地人則普遍接受王室、政治及行政權威職位作為社會頂端層級，下位者予以敬畏與尊重，並向上位者尋求認可。
Hunter 續指，馬來西亞高級公務員具有支配力與龐大權力，導致他們把自己掌管的部門和機構塑造成私人帝國。許多部門遵從其負責人制訂的議程行事，而非依循公務員的使命。高級公務員得以藉此實施自己的想法、程序、系統和計劃。同時，當有其他人接任這些高級職位時，又會搗毀前任留下的工作。Hunter 指，這種改弦易轍的做法，導致公務員團隊工作不運貫；公務員內部遵循舊習，工作環境受制於首長如何解釋規則，而不受制度本身規範。

Our Public Service has been an integral part of Singapore’s nation-building. We would not have overcome recent and past challenges, and made this a better home for all, if not for the selfless dedication of our public service officers.
Today, around 30 officers from the Prime Minister’s Office and its agencies were recognised for their hard work at the 2020 National Day Awards and Civil Service Long Service Awards Ceremony.

【最差狗公園】不知大家有冇帶狗狗去過西九文化區玩？雖然狗狗在那裡要上狗帶，但都不失為一個放狗的好地方。其實西九文化區也有一個「寵物區」，可以在那裡不上狗帶放狗，但設施簡陋又欠缺維修，可算最差狗公園之一，完全不理解西九管理局是如何管理？
西九的「寵物區」設於文化區最北端，即西隧出口的行人天橋旁邊，由文化區的藝術公園沿海旁走過去，要大約二十分鐘。
「寵物區」的出入口有雙重鐵欄，分開「石屎地區」同「草地區」，拍攝當日「石屎地區」內有兩張破舊餐椅隨意地放在中間，非常「詭異」，地面的石屎看得出胡亂地鋪設，圍封的鐵絲網又有東歪西倒，相當簡陋，而且非常多蚊。即使有水喉、狗糞收集箱等基本狗公園設施，但環境非常趕客。另一邊的「草地區」更可用「雜草叢生」去形容，亦更多蚊。
希望西九管理局能正視一下，改善寵物區環境，不要浪費地方！！

Our Cruise Ship Vacation 2012 on board Carnival Splendor.
For this particular journey, "Mazatlan" was canceled due to some civil unrest on the shore. We had an extra day instead in Cabo San Lucas.
*NOTE* This video contains most of our food experiences including our main dinners and lunches. We squeezed in a lot of little snacks here and there where I want you to discover for yourself.
