TAIPEI (Taiwan News) — Taiwanese President Tsai Ing-wen (蔡英文) said she was not nervous and "didn't feel anything" as she became the first to receive the domestic(國內的) COVID-19 vaccine developed by Medigen Vaccine Biologics Corp. (高端疫苗, MVC).

As Medigen vaccinations opened to the public on Monday (Aug. 23), Tsai arrived at the National Taiwan University College of Medicine (NTUCM) gymnasium(體育館) before 7:30 a.m. that morning to present(示出) her health insurance card(健保卡) and check-in(辦手續). The medical staff in attendance(在場) confirmed(確認) that she would be the first to receive a dose(劑) that day.
📌 隨著周一高端疫苗向公眾開放,蔡於當天早上7點30分前抵達台大醫學院體育館,出示醫保卡並辦理手續。在場的醫務人員證實,她將是當天第一個接種疫苗的人。
Prior to the shot, a nurse measured(測量) Tsai's body temperature and found that it was 36.9 degrees Celsius. Tsai then completed the required paperwork and signed her name.
📌 在註射之前,一名護士測量了蔡的體溫,發現它是攝氏36.9度。蔡總統然後完成了所需的文書工作並簽上了她的名字。
An NTUCM physician then explained the warnings accompanying the Medigen vaccine and confirmed her medical information. While she waited, Tsai calmly chatted with NTUCM staff regarding(關於) their plans for the administration of the vaccine.
📌 台大醫生隨後解釋了高端疫苗附帶的警告,並確認了她的醫療信息。在等待的過程中,蔡總統從容地與台大工作人員聊起了疫苗接種計劃。
The nurse then confirmed Tsai's name, date of birth, and the type of vaccine to be administered. Before and after the dose was unpacked, the nurse presented it to the media.
📌 護士隨後確認了蔡的姓名、出生日期和將接種的疫苗類型。開藥劑前後,護士向媒體展示。
Tsai rolled up her sleeve(袖子) and patiently waited for the shot. As she waited, a member of the media shouted "President Tsai, are you nervous(緊張)?"
📌 蔡總統挽起袖子,耐心等待注射。當她等待時,有媒體喊道:“蔡總統,緊張嗎?”
Tsai responded by saying "no." She then turned to the staff and apologetically(抱歉地) said: "Such a big fuss is being made about this shot. I'm sorry."
📌 蔡回答說“不”。然後她轉向工作人員並抱歉地說:「這次注射如此大驚小怪。我很抱歉。」
After the nurse completed the inoculation(打針), Tsai said, "I didn't feel anything," and gave the thumbs-up signal to the nurse who had delivered the jab(注射). When a reporter asked "Are you OK?" Tsai responded with the OK gesture(手勢) and another thumbs up to the reporters.
📌 護士打完針後,蔡說:“沒什麼感覺”,還對打針的護士豎起大拇指。當記者問“你還好嗎?”蔡英文以OK手勢回應記者,並再次向記者豎起大拇指。
The nurse then explained the information recorded on Tsai's vaccination card. The president showed the yellow card to her audience.
📌 護士隨後解釋了蔡總統的疫苗接種卡上記錄信息。總統向她的觀眾展示了黃色接種卡。
Tsai laughed as she said, "This vaccination was quite easy, and I didn't feel anything." One of the doctors then explained that "the needle(針) is very thin."
📌 蔡英文笑說:“這次打疫苗很輕鬆,我沒什麼感覺。”其中一位醫生隨後解釋說,“針頭很細。”

【本校防疫措施更新–因應附設醫院工務室同仁染疫及全國提升為三級警戒】(#0519更新)
Updated Preventive Measures in Response to New Infections Among Staff at the Engineering Affairs Office of the NTU Hospital and the Upgraded Alert Level 3 Nationwide (#May19)

全校教職員工生大家好:
.
因應本校附設醫院工務室有多名同仁確診感染新冠肺炎及全國提升為三級警戒,提醒所有教職員工生應停止室內5人以上,室外10人以上之聚會,同時自 5/20 起至 5/28 止,請各單位配合下列防疫措施:
.
1. 醫學院碩博士班所有實驗課程,非緊急必要者均先暫停;醫學院教職員工除必要外(例如:發放薪資作業等),其餘全部採居家辦公(含收發室)。
.
2. 醫學校區各館舍,比照夜間門禁方式憑證刷卡進入,不對外開放。醫學院餐廳及福利社等部門暫停營業,所有施工中的工程均暫停。
.
3. 全校教職員工生請儘量不要進入醫學校區(含基醫大樓、基因體大樓、水森館、護理系館、人文館等)和本校附設醫院。
.
4. 暫停醫學校區與校總區、本校附設醫院間的公務交流。校區各大樓間亦應盡量減少人員的交流。
.
5. 在公衛大樓中辦公的醫學院教職員工生,請儘量固定活動地點,減少與他人接觸,不要前往公衛大樓中的其他樓層。
.
6. 往來校總區與醫學校區間的交通車將繼續停駛。
.
本校將依據疫情發展隨時調整因應措施,也提醒全校教職員工生要減少人與人間的接觸,出門應全程配戴口罩、勤洗手,隨時注意是否出現發燒、呼吸道症狀、腹瀉、嗅味覺異常等疑似症狀。如出現疑似症狀,應確實配戴醫用口罩,儘速至附近社區採檢醫院就醫,且不得搭乘大眾交通運輸工具;就醫時,應主動告知接觸史、旅遊史、職業暴露及身邊是否出現其他人有類似症狀;返家後亦應佩戴醫用口罩,避免外出。

Dear NTU students and colleagues,

In response to the new infections among staff at the Engineering Affairs Office of the NTU Hospital and the upgraded Alert Level 3 nationwide, the University is reminding you all to suspend events of over 5 people indoors and 10 people outdoors. Also, starting May 20 until 28, please comply with the following preventive measures.
.
1. All non-urgent laboratory work at the master’s and doctoral programs of the College of Medicine will be suspended. Except for those processing necessary work (e.g. payroll affairs), all faculty and staff of the College of Medicine should work from home (including mail room).
.
2. As per night curfew entry control, swipe-in access should be implemented at all premises of the College of Medicine. Outside visitors will be denied access. Restaurants and commissaries will suspend operation and current construction work will be put on hold as well.
.
3. All faculty, staff, and students are advised to refrain from entering the College of Medicine (including Basic Medical Science Building, Center of Genomic Medicine, School of Pharmacy, School of Nursing, and Museum of Medical Humanities) and NTU Hospital.
.
4. Official exchanges between the College of Medicine, NTU Main Campus and NTU Hospital should all be suspended. Exchanges between staff at different premises should also be minimized.
.
5. College of Medicine faculty, staff, and students working at the College of Public Health should stick to the same locations to carry out daily routines and decrease contacts with others. Do not go to other floors of the College of Public Health.
.
6. The now suspended shuttle bus service between the Main Campus and the College of Medicine will continue.
.
As the COVID-19 is still wreaking havoc, the University will make necessary and prompt adjustments to existing measures according to the development of the latest pandemic situation. Please be reminded to wear a mask at all times when you go out, wash hands frequently, and keep appropriate social distancing. Be on alert for suspected symptoms: fever, respiratory complications, diarrhea, and abnormality of smell and taste. If they appear, please wear a medical mask, immediately seek medical attention at a nearby hospital for COVID-19 testing, and refrain from using any public transportation. When in the hospital for treatment, please voluntarily tell the physician your contact and travel history, potential occupational exposure to the virus, as well as people around you with similar symptoms. When you return home, please also wear a medical mask and avoid going out if not necessary.

【教學及學生申辦業務請務必配合防疫措施辦理】(#5月21日更新)

各位好:

因臺北市及新北市已有多起染疫個案,且持續增加中,疫情已是警戒標準的第三階段,除校方已於5月14日發布本校各項防疫措施以茲因應外,有關教學及學生申辦業務相關因應措施,務必配合辦理:
.
(1) #5月17日起至本學期結束(109-2),#本校所有課程 (#含期末考) #全面採用遠距或線上方式辦理。教師可善用學校新一代數位教學平台 NTU COOL,上傳課程影片進行非同步之遠距教學及進行線上測驗。有關期末考評量方式,本校提供在家線上測驗、線上口頭報告及互評或線上實作演練等彈性辦理形式,請參閱附檔( http://curri.aca.ntu.edu.tw/covid/課程評量調整建議.pdf ),並請老師預作準務必遵守防疫規範。
(2) 教務處原先各項需透過授課教師、導師、指導教授、系所及其主管等親簽之文件,包含停修、休學、輔雙等臨櫃業務,改採變通方式辦理。學生得透過e-mail附帶已填妥之相關表單及/或檔案,寄送該表單給老師及承辦單位,以老師及承辦單位同意之e-mail取代簽名後,再由申請學生將e-mail轉寄所屬教務單位承辦同仁。惟仍依各項申請規定之截止時間辦理。
(3)碩博士生學位考試得以視訊方式進行。#遠距口試的委員仍將致送口試費用,#但不得請領車馬費。委員簽名可採電子簽名。
(4)因應疫情,109-2學期繳交論文的截止時間延至8月31日,因隔天就是下一個學期開學日了。口試的時間也彈性處理,只要碩博士班學生能夠在8月31日以前完成繳交論文程序,就能如期畢業,如果無法在8月31日前完成繳交論文的程序,則下一個學期須註冊繳費,而修業期限屆滿者應令退學。

Dear NTU community members,

Due to a rapid escalation in the number of COVID-19 cases in Taipei City and New Taipei City recently, the epidemic situation is now approaching Alert Level 3 (orange light). In response to this urgency, the University is asking all academic and administrative units to comply with the following preventive measures:
.
1) Starting May 17th, all classes will be switched to remote-only instruction for the rest of the spring semester. Instructors can upload their lecture videos to NTU COOL. Since the epidemic is escalating, the alternative to on-site final exam for assessing students’ learning outcome is strongly recommended and planned in advance. The University provides mechanisms for conducting online testing, online oral reporting, peer assessment and online drills. 2) To prevent the epidemic, all application forms with review and/or signature from course instructors, mentors, advisors, and/or supervisors of departments/graduate institutes/degree programs (Course Withdrawal, Leave of Absence, Dropping Double Major and/or Minor Study etc. are included) can be replaced with flexible application procedures. Students can mail to the person and/or unit in charge with application form as attachment. If they approve your application, please forward this approved mail to the according unit of Office of Academic Affairs [note]. Late submissions will not be accepted.
.
3) Graduate students can take their master’s or Ph.D. thesis/dissertation defense through the video conference. The signature of the committee member can be replaced by an electronic scan. The committee members who use the video method to conduct the master’s or Ph.D. thesis/dissertation defense are allowed to apply for their attendance fee, but not allowed to apply for their travel allowance.
.
4) In response to the COVID-19 pandemic, the deadline of the thesis/dissertation submission for the second semester of the Academic Year 2020-2021 has been extended to August 31, 2021 because the next day is the first day of classes for the next semester. The deadline for the thesis/dissertation defense is also flexible. As long as the Master’s and Ph.D. students can complete their thesis/dissertation submission process by August 31, 2021, they will be able to graduate on schedule. If the students are unable to complete the process of submitting their thesis/dissertation by August 31, 2021, they have to pay the tuition and fees for the next semester, and if their maximum period of study has expired, they shall be ordered to be withdrawn from the university.

[NOTE] Students affiliated in the following units shall mail to the Branch Office of Academic Affairs of the College of Medicine: Second Degree Bachelor of Science in Nursing (all students), Department of Nursing (sophomores and above), other undergraduate departments of the College of Medicine (juniors and above) and Department of Public Health (sophomores and above); other undergraduate students shall mail to Undergraduate Academic Affairs Division. Graduate students of the College of Medicine and the College of Public Health shall mail to the Branch Office of Academic Affairs of the College of Medicine; graduate students from other colleges shall mail to Graduate Academic Affairs Division.
