This report recommended that the case should be investigated by competent international bodies such as the United Nations Security Council, Human Rights Council (UNHRC), or the International Criminal Court (ICC), or the Office of the United Nations High Commissioner for Human Rights (OHCHR), as they are all empowered to launch independent inquires. In particular, Free World countries should follow the example of the United States to pass legislations similar to the “Hong Kong Human Rights and Democracy Act” and the “Global Magnitsky Human Rights Accountability Act” so as to impose sanctions on those police officers who have violated human rights; the United Kingdom should also make use of its “International Criminal Court Act 2001” to initiate an investigation on the Hong Kong Police Force personnel who were British nationals.

Taiwanese Government Sparks Hunger Strike After Rejecting Signatures For Pro-Nuclear Referendum

The Taiwanese government is being accused of violating election law after rejecting more than 24,000 signatures gathered by the former president and environmentalists seeking a popular vote on nuclear energy this November.
“I am not asking people to support nuclear power,” said a Shih-Hsiu Huang, 31, the co-founder of Nuclear Myth-Busters, who began a hunger strike in front of the government Central Election Commission (CEC) last Thursday after it rejected the signatures. “I am asking the Taiwanese government to let the people choose.”
In August, Taiwan’s former president, Ma Ying-jeou, endorsed the referendum and joined pro-nuclear environmentalists in the streets of Taipei to gather signatures, drawing new support for the initiative and triggering widespread media coverage.
"Opposing nuclear energy is now an outdated trend," Ma said. "What has become a trend is how to reduce emissions of carbon dioxide to tackle global warming."
The referendum on nuclear power could still qualify for the ballot. Organizers say they had delivered 315,000 signatures on September 6 — more than the 282,000 that the law required.
But the activists say that their odds declined when the government rejected an additional 24,000 signatures that they attempted to deliver on September 13.
“This is malfeasance,” said Tsung-Kuang Yeh, a professor of nuclear engineering at National Tsing Hua University. “First, they kept moving up the deadline — from September 14 to September 10 and then to September 6. Then, they rejected our signatures on September 13.”
Organizers say they delivered additional signatures to increase their chance of qualifying and were rejected on a technicality.
In a statement, the government commission said, “There is very little flexibility in each stage. To follow this stage-by-stage procedure, it is therefore not possible for the CEC to accept a second submittal.”
But Huang says a representative of the government told him by phone, which he video-recorded, on September 12, that she would accept the group’s additional signatures, and even told him which door in the building to enter in order to meet her.
“Twenty-four hours later the CEC changed its mind and slammed the door on us,” said Professor Yeh.
Huang said their signature-gathering benefited from widespread opposition to the current anti-nuclear government. With an approval rating of just 33% , President Tsai Ing-wen saw her popularity decline when half of all households suffered electricity outages last summer due, in part, to the nuclear phase-out.
The rejection of signatures wasn’t the first time Taiwan’s government took actions which the pro-nuclear activists say were designed to thwart their efforts.
Taiwanese law requires that petitioners have at least six months to gather signatures after delivering an initial 2,000 signatures in order to gain permission for the larger signature-gathering effort.
Though they delivered the initial signatures in March, the government only allowed signature-gathering to begin in July.

Nuclear power in Taiwan derives its support from environmentalists concerned about land use and climate change and from those concerned about the island-nation’s heavy dependence on energy imports. Taiwan imports 97% of its energy from abroad.
Solar and wind combined provide less than five percent of Taiwan’s electricity last year despite years of heavy government subsidies, while nuclear energy provided 13 percent — and would have provided 23% had Taiwan been operating all of its reactors.
Earlier this year the Tsai government approved a new coal plant, despite recent reports documenting 1,000 premature deaths annually from air pollution from Taiwanese coal plants.
Last October, the climate scientist James Hansen and dozens of other leading environmental scientists and scholars urged President Tsai (致蔡英文總統公開信中文翻譯) to return to nuclear. “Taiwan would need to build 617 solar farms the size of its largest proposed solar farm at a cost of $71 billion just to replace its nuclear reactors.”
Tuesday marks the 125th hour mark of the fast, and Yeh said Huang is becoming fatigued from lack of food. Another pro-nuclear leader, Yen-Peng Liao, said he would continue the fast if Huang is hospitalized.
“This hunger strike is not for myself and not for the public referendum,” said Huang, “it is for the democracy and the order of law in Taiwan.”

Members of the diplomatic community distinguished guests good afternoon!
Nine years ago I took the chairpersonship of the Democratic Progressive Party for the first time. As many of you may know in the same year the party had just lost the 2008 presidential election.
To rebuild the people’s trust in the DPP I launched a small-donor campaign. I asked the public for their support so that we could get back on our feet again and become a viable opposition party.
I knew regaining the public’s confidence would take time so I didn’t expect the response to come quickly. Within a month a lady who earned a living by washing dishes sent us an envelope. There was 20000 dollars and a note inside. The note said: “I ask for nothing in return but your party to safeguard the sovereignty of Taiwan”.
There were tens of thousands of people like her. They came from all walks of life generously pledging their support for the DPP. They felt strongly about the democratic values the party stood for. They believed the DPP is a force capable of moving Taiwan forward once again.
Today I am here commemorating the 31st anniversary of the DPP with you in my capacity as Taiwan’s ruling party. I am pleased to have the opportunity to say we are delivering on those expectations. We have not shied away from the momentous responsibilities placed upon us.
Since my election I have completed pension reform a task previous administrations were not able to achieve. The number of social housing throughout Taiwan is rapidly increasing. Our long-term care plan is gradually benefitting more and more seniors.
One of our most critical pieces of legislation the forward-looking infrastructure plan has passed. At the same time we are also working to reform the military the judiciary and the tax system.
Our economy is improving too. Export orders have seen 12 consecutive months of growth. GDP growth has exceeded past expectations. Following the announcement of public sector wage increases the private sector is also following suit. The unemployment rate in August was 3.76 per cent the lowest it had been in 26 months.
In addition to this we have taken steadfast and pragmatic steps to broaden Taiwan’s international space and strengthen relations with countries around the world.
Of particular importance are Taiwan’s diplomatic allies. We are grateful to the 15 countries that voiced their support for Taiwan at the UN General Assembly earlier this month. We are determined to work with all diplomatic allies in order to more effectively support their development.
For like-minded countries we are furthering trade and investment ties as well as cooperation on issues like innovation green energy and science and technology. We have kept in close communication regarding the shared security challenges in the region.
Another one of our foreign policy priorities is the New Southbound Policy. We have worked tirelessly for Taiwan to play a greater role in the region particularly in areas of trade investment education tourism and culture.
We’re seeing the dividends of such efforts. Tourism from New Southbound countries has increased by 36.7% from the year prior. Trade is up 19.39%. The number of students from these countries has also increased by almost 10%. All of this has brought Taiwan and New Southbound countries closer together.
Taiwan would not be where it is today without support from international society. The countries you represent have walked with Taiwan along our journey towards a democracy. Together we have witnessed Taiwan’s transition from a net-recipient to a contributor around the world.
Today it is undeniable that Taiwan is an active member of the international community. I’m sure that our efforts in health education human rights regional security and climate change have not gone unnoticed around the world.
In fact we recently released our very first Voluntary National Review documenting our efforts for the UN Sustainable Development Goals.
In the coming years Taiwan’s international participation will continue to face many challenges. Taiwan deserves your support so that as a partner we can contribute to a safer healthier and more prosperous global community.
I started this speech with a story of how one step at a time the DPP regained the trust and confidence of the people.
This story is also relevant for Taiwan’s international situation. Only through continued support from international society even if it is incremental can Taiwan play a greater role around the world.
We have already made our intentions clear. Taiwan is ready to work with each of your countries to create a more democratic secure and prosperous international society. I hope that you will also be willing to work with Taiwan for a better joint future.
