校長、教授、以及在螢幕前的各位同學,大家好。非常感謝臺大給我這個機會。我是韓哈斯,來自美國華盛頓特區。我會以自身的真實經驗出發,來跟大家分享臺大帶給我的收穫。
我當初為什麼選擇來台灣求學呢?我小時候非常喜歡看武打片,然後我十歲的時候去看了一部電影叫做「功夫熊貓」。這部電影成為了我最喜歡的電影,主角「阿波」的故事跟我的故事很像。我看完了之後就決定要開始學功夫,所以去了「美國武術學院」。那個時候我每天都聽旁邊的人講中文,到了高中我就決定開始學中文。當時我遇到了一位貴人,她是從台北到美國來教書的中文老師,她教的課是我當時最喜歡的課,我每天去她的教室跟好朋友練習。到了高中畢業時,我是全高中中文最好的非母語人士。同時,我第二喜歡的課程是電腦科學,那時候我是程式能力數一數二的學生。後來在成功錄取夢寐以求的學校:臺灣大學之後,我感到雀躍不已,因為我既可以繼續學習中文,也可以持續在世界頂尖的學府中,往電腦科學的方向精進自我。
不過老實說,當我回顧大一的時期,我也曾迷失自我。雖然我修了很多很多的中文課,但是我那時只聽得懂大概一半的課程內容。跟大家對美國人的印象不同,我其實很害羞,也很害怕舉手提問,我甚至不太敢參與社交,所以當時朋友也很少。我開始想家,也變得有一點憂鬱。那時籃球是我唯一的紓壓方式。
但更不幸的是,我在打籃球時弄傷了我的前十字韌帶,做了兩次手術,需要一年半才能恢復。許多的負面情緒壓得我喘不過氣。我被困在人生的低谷,不知如何是好。我覺得我的中文不夠好,我也被診斷出失眠跟ADHD,另外,美國高中的數學太簡單了,來這邊不夠用。種種壓力讓我足不出戶,找不到自己的人生方向。後來,我向臺大心輔中心以及我的心理醫師尋求協助,然後我也開始跟系上有更多互動。有一位教授叫徐宏民跟我說,"Never give up",雖然那時候我覺得這句話太過於簡化了我的問題,不過,在我仔細思考了一個禮拜之後,我下定決心,發誓不讓自己被這些事擊敗。我決定要克盡全力,認真做好每件事。這是我人生的轉捩點,我開始變得異常自律。當時廖世偉教授和洪士灝系主任帶我進入它們的研究室鑽研學術。這重燃了我對資訊工程的熱忱,提醒了我當初會愛上這個領域的原因。我開始研究人工智慧以及區塊鏈,也開始跟其他系上同學交朋友,一起成立臺大人工智慧應用社NTUAI。NTUAI現在是校內頗具規模的技術研究社團,致力於推廣人工智慧給任何對該領域有熱忱的學生。歡迎加入NTUAI,可以掃描我們的QR CODE。
最近,由於疫情的緣故,我已經一年半沒回美國了。但是沒關係,因為我已經找到了我第二個家。我很愛臺大,以及台灣的人事物。雖然我經歷了人生的低潮,但這裡的一切總是給我滿滿的祝福與協助。最後,我想送給大家「功夫熊貓」裡的一句台詞: "You just need to believe"。只要用樂觀的態度去面對困難,就有能力改變自己,甚至改變身旁所愛的人。就像阿波的父親說的,"心誠則靈,只要你相信,點石就能成金。根本沒有什麼秘笈。只有你。"謝謝大家。

President, professors, and classmates, I'm very honored to be here. Thank you to NTU for giving me this opportunity. My name's Seth Austin Harding, and I'm from the D.C. metropolitan area. I'm going to tell a real story that's personal but that's relatable and what I see as the real me.
What motivated and guided me to take my undergraduate studies in Taiwan? When I was very young, I really loved watching kung fu movies, and when I was 10 years old, I went to the theater to watch "Kung Fu Panda". This became my favorite movie as I felt like the story of the main character Po was one to which I could very much relate. After watching this movie, I decided that I wanted to start learning kung fu, so I went to the United States Wushu Academy. At the time, I began hearing Mandarin on a daily basis, so when I was in high school, I decided to begin formally studying Chinese. It ended up being my Chinese teacher from Taipei who was my favorite teacher who taught my favorite class, so I decided I'd hang out in the Chinese classroom every day and practice lots. By the time graduation came around, I had attained the highest proficiency in Chinese among any non-native speaker in my school. My second favorite class was computer science, and I ended up attaining among the best coding skills in my school. After getting accepted to the school of my dreams -- National Taiwan University -- I felt honored, humbled, and excited; I could now spend time at among the world's finest universities studying Chinese and at the same time advancing my knowledge of computer science.
But when I look back at my freshman year, to be honest with you, I didn't know what I was doing. Despite having taken very many Chinese classes, when I went to the NTU lectures, I understood only about half of what the teachers were saying. Contrary to most people's impressions of an American, I was actually too shy to raise my hand, to ask questions, or to even meet with teachers after class, so I had very few friends at the time. I started to become homesick and depressed. At that time, I found that basketball was the only way I knew of relieving my stress. However, while playing basketball, I had torn my ACL and it would take two surgeries and a year and a half in time to fully recover. At this point, I felt caught between a rock and a hard place. In fact, this was the lowest point of my life, and I didn't know what to do. I felt like my Chinese wasn't good enough, I had been diagnosed with insomnia and ADHD, and I felt like the math taught in America was too simple to allow for me to keep up with my classmates. I was under immense pressure, and at this time, I lost any sense of purpose or direction. Later on, I went to seek help from NTU counseling, from my psychiatrist, and from my department. I reached out to Professor Winston Hsu from CSIE, and he told me this: "Never give up"; it was such an oversimplified way to approach such a complex series of problems, I had thought. However, I pondered these words intensely for one week, and by the end of that week, I had made a firm decision. This would NOT be another example of me giving up. I decided to go all out, to work diligently and passionately on all tasks at hand. This was the turning point of my life; I started to discipline myself to a very high degree. At this time, I met my then-to-become advisors Professor Shih-Wei Liao and Professor Shih-Hao Hung and entered their labs to begin research. Finally, the passion that I had for computer science that I had previously held in high school was kindled again, and I was finally reminded why I loved this field. I began my research life in blockchain and AI, and at the time I entered the lab, I also began creating NTUAI. NTUAI is now a large and highly successful NTU club that is dedicated to the research and public understanding of AI. Welcome one and all to join us; please scan our QR code here.
For a year and a half I haven't returned to America because of covid. But not to worry; I have found my second home, away from home. I love it here in NTU and I cherish all of the things I've had the privilege to experience in Taiwan. I've gone through the most difficult of struggles in my life here, but I've also had the most fortunate and blessed of experiences. To conclude, I'd like to quote a line from "Kung Fu Panda": "You just need to believe". As long as you are willing to adopt an optimistic attitude in facing challenges and hardships, you may become a positive force in changing the lives of those around you as well as your own life. It all depends on how you view it; just like what Po's father says, "there is no secret ingredient. It's just you." Thank you, everyone.

當我看到我身邊的一些朋友在為他們的生活中掙扎著許多事情,我決定分享我的故事。
當我在波蘭讀高中的時候我的學習能力很差,若要畢業是很困難的,因此我不得不參加很多家庭輔導班才能完成高中學業,在自我學習時,我無法集中注意力,無法正確的學習任何語言或從書本中學到任何東西,我甚至無法學習英語。
本來想要在自己的家鄉找模特兒的機會但都找不到,我問過的經紀公司覺得我條件不夠好,不想和我合作。
後來高中畢業後很想學中文,但幾乎所有與我親近的人都告訴我,我永遠學不會中文,即使我學到了什麼,也是浪費時間,我甚至不應該嘗試。
聽到這些話後,我自己找到了從中文系畢業的重要方式,並搬到了台灣,在那裡我在日常生活中使用中文。我曾經11次上電視綜藝節目,都是講中文,甚至有拍戲,也跟大品牌拍過廣告當模特,有一次我在Bleeding Steel的電影設定上遇到成龍,而我們也以中文對話,我在大洋洲為中國商人經營一個視頻商業項目,現在我在全亞洲工作或生意機會多到每一個月必須要拒絕很多機會,因為忙不過來跟大家配合或工作。
我能做得到這些是因為我看到我自己的價值,我們永遠都需要愛我們的家人和朋友,我尊重別人的想法,但我們必須有自己的觀點並找到自己的生活方式,很重要的事要做更多但少說,感謝支持我的人,希望未來能幫到你們,感恩,祝大家平安🙏
I can see that some of my friends struggle with many things in their lives, so I decided to share my story to provide some inspiration.
Back when I was still in high school in Poland, my ability to study was so bad that I had a very difficult time just to graduate. I had to have a lot of home tutoring just to be able to finish high school. For me, back then there was no way I could concentrate during studying. I just couldn’t learn a language or learn anything from books. I wasn’t even able to learn proper English.
I looked for modeling opportunities in my hometown, but I couldn't find any. The modeling agencies I got in touch with felt that my conditions were not good enough to become a model, so none of them wanted to work with me.
But after I graduated from high school, I had a strong desire to learn Chinese. Unfortunately, most people who were close to me told me that I would never learn Mandarin language (Chinese), and even if I learn anything it’s a waste of time and I shouldn’t even try.
Now, some time after hearing those words, I have graduated from university with a Chinese major and moved to Taiwan where I use Mandarin in my everyday life. I have been on Chinese-speaking TV shows 11 times and am also doing acting and modeling with major brands such as Giant, Johnson Fitness and Wellness also MSI. I have even met @jackiechan on the movie set of Bleeding Steel and we spoke to each other in Chinese! I also ran a video commercial project in Oceania for a Chinese businessman. Now I have plenty of options for doing business in Asia and I have to reject many offers every month, because I don’t have enough time for all of the opportunities.
All of those things happened for me because I evaluated myself very differently than people, even those who are close to me, and kept working hard to improve every day. We always need to love our family and friends, but it’s okay to have our own opinion and find our own way of living. It’s always better to do more and speak less. We shouldn’t only look for approval from others, we should look for approval from ourselves. Thanks to those who support me, I hope to help you in the future, Peace and love 🙏

Taiwan Social Welfare Organizations support Taiwan’s meaningful participation in the 2018 WHA
As declared in the WHO Constitution, “The enjoyment of the highest attainable standard of health is one of the fundamental rights of every human being without distinction of race, religion, political belief, economic or social condition.” In light of this founding principle, we submit that every Taiwanese citizen has the fundamental right to participate in the WHA and the WHO.
The WHO has long espoused Universal Health Coverage (UHC) and promoted children’s early development as well as adolescents’ health and welfare around the world. In this spirit, Taiwan was the first Asian country to institute UHC, and has achieved an insurance coverage rate of 99.9% through relatively low annual health expenditures of 6.3% of GDP. Taiwan is willing and able to share the lessons it has learned from this successful experience with other nations at the WHA. Without Taiwan’s attendance at the WHA, and participation in the WHO’s technical meetings, co-operations and activities, the global health system would certainly lose a crucial and valuable collaborative partner, and significantly delay the implementation of the WHO’s central objective: improving the health and welfare of all people.
In a statement issued on Rare Disease Day 2018, the WHO emphasized that the concept of UHC embraces access to needed health care for all people, including sufferers of rare disease, without imposing undue financial hardship. Taiwan was the only nation to have officially incorporated rare disease prevention and patient welfare into its Rare Disease Act legislation. Its National Health Insurance system provides full reimbursement for all needed medication, and subsidizes special nutritional supplements and emergency medication for rare disease patients. Taiwan’s outstanding accomplishments and experience in the care of rare diseases should be shared internationally to galvanize the advancement of UHC.
Over the past decades, Taiwan government and social welfare organizations also have dedicated to seeking necessary resource as healthcare, medicines-supply and social caring for disadvantaged groups through legislation, advocacy or group-interaction which to construct a solidity and energetic social welfare system. To ensure every disadvantage people can be taken care of under a proper medical system. No necessary considering potential financial risks among families to secure basic health and security.
Taiwan has been actively participating in international health care organizations for a long time. Taiwan’s non-governmental organizations have spread across the world. There are more than 73 countries, 336 major plans and international exchanges have been implemented and there is countless substantive diplomacy happened. The step-by-step, pragmatic, and true occurrence means that Taiwan has the ability to make substantial contributions to help the disadvantaged groups around the world.
Taiwan social welfare organizations are willing to share the mission and experience in the caring of disadvantaged groups internationally to galvanize the advancement of UHC. Taiwan social welfare organizations have shared our experiences through Pragmatic Diplomacy internationally, so please don’t ignore our efforts. Therefore, we strongly urged Taiwan to be treated fairly. Just as the people with rare diseases cannot be left behind in global health coverage, the health issues of Taiwan’s 23 million people should not become “outside of universal health coverage”. Taiwan should have meaningful participate in the 2018 World Health Assembly, share Taiwan’s experience with the world, help other countries to promote policies that take care of the disadvantaged, face potential health challenges, and jointly realize the health of the World Health Organization as a basic human rights.

【支持臺灣有意義參與2018年世界衛生大會】
誠如世界衛生組織(WHO)憲章所揭櫫的宗旨:「健康是基本人權,是普世價值,不因種族、宗教、政治信仰、經濟或社會情境而有所分別。」爰此,參與世界衛生大會(WHA)與世界衛生組織(WHO)乃是臺灣每位人民的基本權利。
世界衛生組織長久以來戮力於實踐「全民健康覆蓋(Universal Health Coverage)」的願景,並倡議特殊及弱勢族群的健康與福祉。而臺灣是亞洲地區最早落實全民健康保險制度的國家,納保率達99.9%、醫療花費僅佔GDP約6.3%,有意願也有能力在世界衛生大會向各國分享相關經驗。然而臺灣無法出席世界衛生大會及全面參與世界衛生組織相關技術性會議、機制及活動的結果,將使全球衛生體系失去一個重要的合作夥伴,延宕世界衛生組織提升全球人類健康水準的目標。
根據世界衛生組織在2018年世界罕見疾病日發布聲明中所強調:「全民健康覆蓋」意味著所有人皆能在免於財務困難的情況下獲得其所需的醫療衛生服務,其中即包括能確保社會各角落的民眾都能獲得所需的醫療照護及關懷服務。而臺灣對於特殊及弱勢族群的完善照護向來是國際衛生領域的表率,在2000年成為全球第一將罕見疾病防治與福利保障正式立法之國家,因此在臺灣,這些罹患罕見疾病的孩童,都能在妥善的醫療體系下被照護,所以臺灣儼然是世界衛生組織推動「全民健康覆蓋」目標的重要典範。
數十年來,臺灣政府與民間社福團體不遺餘力結合多方資源,透過立法、倡議或團體互動等方式,保障特殊及弱勢族群必要的醫療照護、藥物供給及社會關懷服務,齊力建構功能健全、服務能量滿載之醫療及社會福利體系,讓每位特殊及弱勢朋友都能在妥善的醫療體系下被照顧、在免於財務風險的家庭中成長,保障其應有的基本健康與安全。
臺灣長久以來積極參與國際健康照護組織,台灣民間團體的足跡遍佈全球,目前已經超過73個國家、重大計畫案次數超過336次其他大小國際交流、實質外交不計其數。一步一腳印的、務實的、真實的發生,亦即代表臺灣有能力、有使命為幫助全世界弱勢族群做出實質貢獻。
臺灣的社會福利團體願意將照護每位特殊及弱勢朋友的使命與經驗分享到全世界,用於協助世界衛生組織推動「全民健康覆蓋」的願景,台灣社福團體用實質外交交流,將經驗貢獻至全球,請世界衛生大會不要忘了我們民間團體的努力,所以我們強力支持並呼籲臺灣應該被公平對待之,正如極少數的罕見疾病患者不容見棄於全球健康覆盖之外,台灣2300萬人的健康議題,更不應該成為「全民健康覆蓋」之外的世界孤兒,讓臺灣有意義參與2018年世界衛生大會,將臺灣的經驗分享給全世界,協助其他國家推動照顧弱勢之政策及面對潛在的衛生挑戰,共同為實現世界衛生組織所揭示健康為基本人權之願景而努力。
