ประเทศเกาะเล็ก ๆ แห่งนี้มีประชากรเพียงราว ๆ 5.7 ล้านคน
แต่สามารถส่งออกบริการด้านการเงินมากเป็นอันดับ 1 ของทวีปเอเชีย
คิดเป็นมูลค่าถึง 1,210,000 ล้านบาท ในปี 2019
จากการจัดอันดับเมืองศูนย์กลางการเงินโลกของ Long Finance ประจำปี 2021
สิงคโปร์คือศูนย์กลางการเงินอันดับ 5
เป็นรองเพียงนิวยอร์ก กรุงลอนดอน และเซี่ยงไฮ้ ซึ่งเป็นมหานครหลักของประเทศมหาอำนาจ
กับฮ่องกง ที่เป็นเมืองเชื่อมต่อธุรกิจระหว่างโลกกับจีนแผ่นดินใหญ่
สำหรับประเทศเกาะเล็ก ๆ ที่เพิ่งก่อตั้งในปี 1965 และแทบไม่มีทรัพยากรธรรมชาติอะไรเลย

ตอน ทำไม สิงคโปร์ จึงเป็นประเทศแห่ง บริการทางการเงิน ?
ถึงแม้ประเทศจะมีขนาดเล็ก ไม่ค่อยเหมาะสมกับการเพาะปลูก และแทบไม่มีทรัพยากรอะไรเลย
แต่เกาะสิงคโปร์ยังมีความโชคดีอยู่ประการหนึ่ง คือ
“ทำเลที่ตั้งที่อยู่ปลายสุดของคาบสมุทรมลายู”
ทำเลนี้เป็นจุดสำคัญของเส้นทางเดินเรือ ที่เชื่อมต่อระหว่างเอเชียตะวันออก กับอินเดียและยุโรป
ในช่วงต้นศตวรรษที่ 19 อังกฤษรวบรวมดินแดนแถบนี้และเรียกว่า “อาณานิคมช่องแคบ”
สิงคโปร์จึงถูกวางให้เป็นเมืองท่าสำคัญของบริษัท บริติช อีสต์ อินเดีย ซึ่งเป็นบริษัทที่เดินเรือทำการค้าขายระหว่างยุโรป กับอินเดียและโลกตะวันออก
ต่อมาเมื่อมีการปฏิวัติอุตสาหกรรมในช่วงปลายศตวรรษที่ 19 เกิดอุตสาหกรรมอาหารกระป๋องที่ได้รับความนิยมสูงในยุโรป แร่ธาตุที่จะนำมาทำกระป๋องก็คือ ดีบุก ซึ่งพบมากแถบคาบสมุทรมลายู เมืองท่าสิงคโปร์จึงถูกพัฒนาให้เป็นตลาดค้าดีบุกที่สำคัญของโลก
นอกจากดีบุกแล้ว การนำยางพาราเข้ามาปลูกในแถบมลายูในช่วงเวลาใกล้เคียงกัน
ก็ทำให้สิงคโปร์กลายเป็นศูนย์กลางของตลาดประมูลยางพาราอีกหนึ่งตำแหน่ง
การเป็นทั้งเมืองท่า เป็นศูนย์กลางการค้าดีบุกและยางพารา ส่งผลให้การแลกเปลี่ยนเงินตราระหว่างประเทศในสิงคโปร์คึกคัก ดึงดูดชาวต่างชาติให้เข้ามาเปิดกิจการธนาคาร
ธนาคารต่างชาติแห่งแรกที่เข้ามาเปิดทำการในสิงคโปร์ คือ The Union Bank of Calcutta
เปิดในปี 1840 มีการจัดตั้งสกุลเงินประจำอาณานิคมช่องแคบ คือ Straits Dollar ในปี 1845
ส่วนธนาคารแห่งแรกที่ก่อตั้งในสิงคโปร์ ก่อตั้งโดยชาวจีนโพ้นทะเลที่อพยพมาจากกวางตุ้ง
ชื่อว่า Kwong Yik Bank ในปี 1903 และหลังจากนั้นก็ตามมาด้วยธนาคารอีกหลายแห่ง
แต่ก็มีธนาคารมากมายที่ล้มหายตายจาก หรือถูกควบรวมกับธนาคารอื่น ๆ
ส่วนธนาคารที่ยังดำเนินการมาจนถึงปัจจุบันก็คือ
OCBC หรือ Oversea-Chinese Banking Corporation Limited ซึ่งเกิดจากการควบรวมธนาคารของชาวจีนฮกเกี้ยน 3 แห่ง ในปี 1932
และอีกธนาคารหนึ่งก็คือ UOB หรือ United Overseas Bank ซึ่งก่อตั้งโดยชาวมาเลย์เชื้อสายจีนในปี 1935
แต่ท่ามกลางการวางรากฐานด้านการเงินการธนาคารของสิงคโปร์
การเติบโตทางเศรษฐกิจของเมืองท่าแห่งนี้ต้องหยุดชะงักลงในช่วงสงครามโลกครั้งที่สอง เพราะถูกยึดครองโดยกองทัพญี่ปุ่น
เมื่อหลังจบสงคราม อาณานิคมช่องแคบได้รับเอกราชจากอังกฤษ และสิงคโปร์ก็ได้ขอรวมเข้าเป็นส่วนหนึ่งของมาเลเซีย ในปี 1963
แต่ด้วยปัญหาความขัดแย้งด้านเชื้อชาติ และอุดมการณ์ทางการเมือง
ท้ายที่สุดสิงคโปร์จึงแยกตัวออกจากมาเลเซีย และก่อตั้งประเทศในปี 1965
พร้อมกับตั้งสกุลเงินดอลลาร์สิงคโปร์ของตัวเองในอีก 2 ปีถัดมา
สิงคโปร์ถือกำเนิดประเทศด้วยการไม่มีทรัพยากรอะไรเลย
และเต็มไปด้วยแรงงานชาวจีนที่หลั่งไหลมาเริ่มต้นชีวิตใหม่ในช่วงหลังสงครามโลก
ลี กวน ยู (Lee Kuan Yew) นายกรัฐมนตรีคนแรกของสิงคโปร์ จึงให้ความสำคัญกับเรื่องสวัสดิภาพความเป็นอยู่ รวมไปถึงการสร้างทักษะให้กับแรงงาน ต่อยอดจากการเป็นเมืองท่าค้าขาย
มีการจัดตั้ง Housing and Development Board เพื่อดูแลในเรื่องที่พักอาศัย
และสร้างนิคมอุตสาหกรรมในเขต Jurong ทางตะวันตกของเกาะ
เพื่อสร้างงานในภาคอุตสาหกรรม
โครงการพัฒนาขนาดใหญ่ทั้ง 2 โครงการ ต้องใช้เงินลงทุนสูง รัฐบาลสิงคโปร์จึงลงทุนเองบางส่วนในโครงการเหล่านี้ และได้ตั้ง The Development Bank of Singapore Limited หรือ ธนาคาร DBS ในปี 1968 เพื่อรองรับเงินทุน กระตุ้นให้เงินทุนหมุนเวียน และโครงการพัฒนาดำเนินไปอย่างราบรื่น
เมื่อผู้คนมีที่อยู่อาศัย มีงานทำ และค่อย ๆ หลุดพ้นจากความยากจนแล้ว รัฐบาลก็ต้องวางแผนต่อเนื่องเพื่อให้เศรษฐกิจเติบโตได้อย่างยั่งยืน
ประการแรก: พัฒนาการศึกษา
เพราะสิ่งที่สำคัญที่สุดของประเทศที่ขาดแคลนทรัพยากรอย่างสิงคโปร์ ก็คือ “ทรัพยากรมนุษย์”
รัฐบาลสิงคโปร์จึงให้ความสำคัญต่อนโยบายการศึกษาอย่างสูงสุด โดยมีการปฏิรูปคุณภาพของระบบ และมาตรฐานการเรียนการสอนอย่างต่อเนื่อง
เริ่มจากการมีบุคลากรครูคุณภาพสูง โดยครูทุกคนต้องจบการศึกษาในด้านที่เกี่ยวข้อง หลังจบการศึกษาต้องเข้ารับการฝึกอบรมวิชาชีพครูจากสถาบันการศึกษาแห่งชาติสิงคโปร์ (National Institute of Education หรือ NIE) เป็นเวลา 1 ปี เมื่อปฏิบัติหน้าที่ครูแล้วต้องได้รับการประเมิน และพัฒนาในทุก ๆ ปี
และด้วยความหลากหลายทางเชื้อชาติและภาษาของผู้คนในสิงคโปร์ ที่มีทั้งชาวจีน ชาวมาเลย์ ชาวทมิฬ ซึ่งแต่ละเชื้อชาติต่างก็มีการใช้ภาษาเป็นของตัวเองแตกต่างกันไป
สิ่งที่จะหลอมรวมให้คนทุกเชื้อชาติสามารถอยู่ร่วมกันก็คือ
“ชาวสิงคโปร์ทุกคนจะต้องสามารถสื่อสารภาษาอังกฤษได้”
นำมาสู่ระบบการเรียนการสอนสองภาษา ที่มีการใช้ภาษาอังกฤษเป็นหลัก
ส่วนภาษาที่สองก็เป็นภาษาของแต่ละเชื้อชาติ
รัฐบาลสิงคโปร์ยังได้สร้างทางเลือกในการศึกษาระดับมัธยมให้กับประชาชน โดยแบ่งเป็น
หลักสูตรมัธยมศึกษาเชิงวิชาการ สำหรับนักเรียนที่มุ่งเรียนต่อในมหาวิทยาลัย
และหลักสูตรมัธยมศึกษาโพลีเทคนิค สำหรับนักเรียนที่มุ่งเรียนต่อในสายอาชีวะ
ซึ่งรัฐบาลสิงคโปร์ก็ผลักดันมาตรฐานในการเรียนสายอาชีวะให้มีคุณภาพสูง
เพราะมองว่านักเรียนแต่ละคนมีความถนัดทางวิชาการไม่เท่ากัน และสายอาชีวะสามารถผลิตบุคลากรเพื่อป้อนตลาดแรงงานในทันที
โดยหนึ่งในสายวิชาชีพ ที่รัฐบาลผลักดันตั้งแต่การก่อตั้งวิทยาลัยอาชีวะแห่งแรก ๆ ก็คือ “นักบัญชี”
สำหรับการศึกษาในระดับมหาวิทยาลัย มีการจัดตั้ง National University of Singapore (NUS) ที่เกิดจากการควบรวมมหาวิทยาลัย 2 แห่งในปี 1980 และเริ่มพัฒนาหลักสูตรที่เกี่ยวข้องกับผู้ประกอบการ โดยจัดตั้ง NUS Entrepreneurship Centre ในปี 1988
ซึ่งในปีการศึกษา 2022 มหาวิทยาลัยแห่งนี้ ก็เป็นมหาวิทยาลัยที่ดีที่สุดอันดับ 1 ของทวีปเอเชีย
จากการจัดอันดับโดย QS
ต่อมาในปี 1981 มีการจัดตั้ง Nanyang Technological University (NTU)
ซึ่งก็กลายเป็นมหาวิทยาลัยที่ดีที่สุดอันดับ 2 ของทวีปเอเชีย
โดยมี Nanyang Business School เป็นสถาบันด้านบริหารธุรกิจอันดับ 1 ของสิงคโปร์
เมื่อสร้างแรงงานที่เป็นที่ต้องการของตลาด โดยเฉพาะในภาคบริหารธุรกิจและการเงิน รวมไปถึงด้านกฎหมาย และแรงงานส่วนใหญ่สามารถสื่อสารภาษาอังกฤษได้ดี
ปัจจัยเหล่านี้จึงเป็นสิ่งสำคัญ ทำให้สิงคโปร์มีความเป็นเมืองนานาชาติ และมีข้อได้เปรียบดึงดูดบริษัทต่างชาติ โดยเฉพาะสถาบันการเงิน บริษัทด้านบัญชี และกฎหมาย ให้เลือกมาตั้งสำนักงานใหญ่ระดับภูมิภาคในสิงคโปร์
รัฐบาลได้จัดตั้ง ธนาคารกลางแห่งสิงคโปร์ (Monetary Authority of Singapore หรือ MAS) ในปี 1971 เพื่อควบคุมสถาบันการเงิน และบริหารจัดการนโยบายทางการเงิน
ด้วยความที่สิงคโปร์เป็นประเทศขนาดเล็กและเป็นเมืองท่าค้าขาย และพึ่งพาการค้าจากต่างประเทศสูงมาก สิงคโปร์จึงอาศัยกลไก “อัตราแลกเปลี่ยน” เป็นเครื่องมือในการดำเนินนโยบายการเงิน ภายใต้การบริหารจัดการของ MAS
ประการที่ 2: ปฏิรูประบบราชการ
เมื่อวางแผนระบบการศึกษาเพื่อสร้างแรงงานที่มีคุณภาพแล้ว อีกสิ่งหนึ่งที่ต้องพัฒนาเพื่อดึงดูดการลงทุนจากต่างชาติก็คือ “ความโปร่งใส”
ในช่วงหลังการแยกตัวเป็นเอกราช
สิงคโปร์เคยเป็นหนึ่งในประเทศที่มีการคอร์รัปชันสูงเป็นอันดับต้น ๆ ของโลก
รัฐบาลภายใต้การนำของนายก ลี กวน ยู ได้ย้ายสำนักสืบสวนการทุจริตคอร์รัปชัน (Corrupt Practices Investigation Bureau หรือ CPIB)
ซึ่งเป็นองค์กรที่ก่อตั้งมาตั้งแต่ปี 1952 มาอยู่ภายใต้สำนักนายกรัฐมนตรี
และทำการปฏิรูปกฎหมายป้องกันและปราบปรามการคอร์รัปชัน ให้ยืดหยุ่นและมีประสิทธิภาพ
ทั้งการตัดสินลงโทษผู้ต้องหาโดยไม่ต้องมีหลักฐานชัดเจน แค่มีพฤติกรรมโน้มเอียงไปในทางไม่ซื่อสัตย์ก็สามารถตัดสินได้ หากผู้ต้องหาถูกตัดสินว่าผิดจริง ก็จะได้รับโทษอย่างรุนแรง
นอกจากโทษทางกฎหมายแล้ว ยังต้องชดใช้ค่าเสียหายเท่ากับจำนวนเงินที่ทำการทุจริตด้วย
หลังจากตัวบทกฎหมาย และกระบวนการลงโทษเริ่มเข้าที่เข้าทาง
ขั้นต่อมา คือการเพิ่มผลตอบแทนให้ข้าราชการ โดยเริ่มในปี 1989
เพื่อจูงใจให้คนเก่งเข้ารับราชการ และลดการรับสินบนของเจ้าหน้าที่รัฐ
รัฐบาลสิงคโปร์ใช้เวลาต่อสู้กับการคอร์รัปชันมาเป็นเวลากว่า 50 ปี
จนสิงคโปร์กลายเป็นประเทศที่มีดัชนีความโปร่งใส (Corruption Perceptions Index)
สูงเป็นอันดับ 3 ของโลก ในปี 2020
เมื่อประเทศมีความโปร่งใส ก็ดึงดูดการลงทุนจากต่างชาติ ในขณะที่รัฐบาลก็มีเงินมาพัฒนาโครงสร้างพื้นฐานที่จำเป็น ทั้งการคมนาคมขนส่ง ไปจนถึงระบบเทคโนโลยีสารสนเทศ
รัฐบาลสิงคโปร์ยังได้ก่อตั้ง คณะกรรมการพัฒนาเศรษฐกิจ (Economic Development Board หรือ EDB) เพื่อวางแผนพัฒนาเศรษฐกิจที่ชัดเจน
จากเมืองท่าปลอดภาษี ในช่วงทศวรรษ 1970s สิงคโปร์ต่อยอดมาสู่การพัฒนาอุตสาหกรรมอิเล็กทรอนิกส์ และปิโตรเคมี ในทศวรรษ 1980s
และในช่วงทศวรรษ 1990s ประเทศแห่งนี้ก็เปลี่ยนไปเป็นศูนย์กลางบริการทางการเงินของภูมิภาคเอเชียตะวันออกเฉียงใต้
ประการที่ 3: พัฒนาเทคโนโลยีสารสนเทศ
รัฐบาลสิงคโปร์ได้จัดตั้ง The Smart Nation and Digital Government Group หรือ SNDGG รับผิดชอบในการเปลี่ยนแปลงบริการต่าง ๆ ของภาครัฐสู่ระบบดิจิทัล เพื่อเก็บข้อมูล และประยุกต์ใช้ในการวางแผนพัฒนาประเทศ ทำให้รัฐบาลสิงคโปร์มี Big Data โดยเฉพาะข้อมูลทางการเงิน
รัฐบาลจึงสามารถตรวจสอบเส้นทางทางการเงินได้ ป้องกันการฟอกเงิน ซึ่งสิ่งเหล่านี้เองทำให้สิงคโปร์ได้รับความน่าเชื่อถือ สามารถเป็นศูนย์กลางทางการเงิน
รัฐบาลยังต่อยอดและให้การสนับสนุนเทคโนโลยีทางการเงิน หรือ FinTech โดยมีเป้าหมายเพื่อผลักดันให้สิงคโปร์เป็น The FinTech Nation
ทั้งการเปิดให้บริษัท FinTech จากทั่วโลก ขอใบอนุญาต Digital Banking ได้เต็มรูปแบบ
ไม่ปิดกั้นเฉพาะองค์กรในสิงคโปร์ และให้การสนับสนุนนวัตกรรมทางการเงินหลายรูปแบบ
ทั้งระบบชำระเงิน, บล็อกเชน ไปจนถึงเทคโนโลยีปัญญาประดิษฐ์
ในขณะที่ธนาคารกลางสิงคโปร์ ก็เป็นผู้ริเริ่มจัดงาน Singapore FinTech Festival ซึ่งจัดขึ้นครั้งแรกในปี 2016 และจัดขึ้นติดต่อกันมาเป็นประจำทุกปี ซึ่งถือว่าเป็นมหกรรม FinTech ที่ใหญ่ที่สุดในโลก
ปัจจุบัน ธนาคารสิงคโปร์ที่ใหญ่ที่สุด 3 แห่ง คือ DBS, OCBC และ UOB
ล้วนเป็น 3 ธนาคารที่ใหญ่อันดับต้น ๆ ในภูมิภาคอาเซียน มีผลิตภัณฑ์การเงินที่หลากหลาย ทั้งประกันภัย ผลิตภัณฑ์การลงทุนต่าง ๆ ไปจนถึงสกุลเงินดิจิทัล
ภาคบริการการเงินคิดเป็นสัดส่วนราว 7.4% ของการส่งออกสินค้าและบริการของสิงคโปร์ ซึ่งบริการขั้นสูงเหล่านี้ มีส่วนสำคัญที่ผลักดัน GDP ต่อหัวของชาวสิงคโปร์ให้สูงขึ้นเรื่อย ๆ
ในปี 1965 ที่ก่อตั้งประเทศ ชาวสิงคโปร์เคยมี GDP ต่อหัวน้อยกว่า เจ้าอาณานิคมอย่างสหราชอาณาจักร ประเทศแห่งนวัตกรรมอย่างเยอรมนี หรือประเทศมหาอำนาจในเอเชียอย่างญี่ปุ่น
แต่ในปี 2020 GDP ต่อหัวชาวสิงคโปร์แซงหน้าประเทศเหล่านี้ทั้งหมด และมากเป็นเกือบ 1.5 เท่า ของอดีตเจ้าอาณานิคม..
เรื่องทั้งหมดนี้เกิดจากการวางแผนระยะยาว
ทั้งการเตรียมทรัพยากรมนุษย์ให้พร้อมสำหรับงานบริการ
การพัฒนาประเทศให้โปร่งใสและมีความน่าเชื่อถือในระดับสากล
รวมไปถึงการช่วยเหลือของภาครัฐในทุก ๆ ด้าน
จากเมืองท่าศูนย์กลางการค้า สิงคโปร์ก้าวขึ้นมาเป็นศูนย์กลางการเงินของภูมิภาค และกำลังจะกลายเป็นศูนย์กลางเทคโนโลยีทางการเงินแห่งศตวรรษที่ 21
เรื่องราวของประเทศเกาะมหัศจรรย์แห่งนี้ บอกให้เรารู้ว่า
เมื่อเริ่มเป็นศูนย์กลางอะไรสักอย่าง และสั่งสมประสบการณ์จนมากพอแล้ว
ก็จะง่ายในการดึงดูดสิ่งใหม่ ๆ และกลายเป็นศูนย์กลางด้านอื่น ๆ เพิ่มมากขึ้นเรื่อย ๆ
และในวันนี้ สิงคโปร์กำลังเตรียมพร้อมทุกอย่าง
สำหรับการเป็นศูนย์กลางอีกหลายด้าน ที่กำลังจะเกิดขึ้นในโลกอนาคต..

Gotta be honest, this is one of the most challenging cases I’ve done so far. Single anterior discoloured tooth is always hard to deal with, especially with a gummy smile. But I’m excited to share!🤗
To achieve this result:
Smile Design • Gingivectomy • In-office Dental Whitening & Internal Bleaching • Mock-Up • 7 unit Composite Veneers & 1 unit Ceramic Crown
Patient has excessive gingival display (“gummy smile”) with hyperactive upper lip elevator muscle. We’ve discussed the options of:
🦷Orthodontic TX with TADs (“bone screw”)
🦷Botox injection to help reduce the upper lip elevation upon smiling
🦷…or simply accepting the profile and patient just have to learn to smile a little less wide
Patient opt for no Ortho tx nor Botox, and only the treatments I’ve mentioned above. Fully understanding the limitations of the improvement we can bring her, she trained herself to smile to her ideal height and I actually think it looks good.😊Sometimes, no treatment is also a form of treatment, don’t you agree?
Composite veneers weren’t too hard to place. However, it was difficult to mask the discoloured tooth. Root canal treatment was done many years ago and we can actually see the root discolouration showing through the gingiva. (Watch my story to learn more) Even with internal bleaching, the improvement was limited, unless we carry out soft tissue surgery to increase the thickness of the 21 buccal gingiva to mask the root discolouration.
We managed to mask some of the crown discolouration on 21 with procelain-fused-zirconia crown (to match the crown to the rest of the tooth was difficult as well) and the help of a little opaquer, yet there is still room for improvement in my opinion.
Although challenging, I’m blessed to have a very kind patient who’s willing to go through the whole treatment with me. There’s no difficult treatments, as long as our partner (aka patient) is a great one. Of course, it is cases like this which help us become better clinicians.
