#認識是友誼的第一步。
我出國參訪，碰到以前來過臺灣的外國友人，他們總是會很興奮的跟我談起臺灣的美食、美景、種種美好。
除了多元的地理和生態，臺灣的文化也非常多元。從最早的原住民文化；荷蘭、西班牙殖民者帶來的西方文化；明鄭、滿清的閩南與客家文化；日本的東洋文化；美國的現代文明；還有這二十多年的新移民文化。臺灣人就在這些熱鬧又豐富的文化中，相互碰撞、逐步走向共融。
我們趁著今年臺北設市百年的機會，邀請所有外國在臺使節，與我們一起見證這座城市的里程碑。
我相信， #理解會帶來認同，在今日和煦的微風與溫暖的陽光下，我們以茶會友，期待來自40多個國家的使節們，成為臺北、臺灣最真摯的朋友！
