美國、日本、台灣三國智庫共同主辦「2020台美日三邊印太安全對話」,包括蔡英文總統、美國前國務院助卿坎博(Kurt Campbell)、前國防部印太安全助理部長薛瑞福(Randall Schriver)、日本前駐美大使佐佐木賢一郎等重要人士都與會。
我也參與三國國會議員的對談,與羅致政委員、陳以信委員、美國聯邦眾議員貝拉(Ami Bera)以及日本眾議員鈴木馨祐,交流2020後的印太及台海情勢與願景。

2020 Taiwan-US-Japan Trilateral Indo-Pacific Security Dialogue
Hello moderator, fellow panelists, I am Taiwan legislator Freddy Lim.
This year, due to the pandemic, we can only conduct this panel online. I’m still very glad to be invited to attend this event and exchange ideas with these great panelists. Here I want to share my views on today’s main topic: “Challenges and Opportunities in the Indo-Pacific Region and the Taiwan Strait in 2020 & Beyond”.
First I want to start with the conventional positioning of Taiwan under the established international order.
After WWII, the international order led by the allies dragged Taiwan into China’s civil war. Since then, Taiwan's been struggling with the “One China” dispute, unable to gain independence and world recognition like many other colonies.
Even though Taiwanese people have built an independent and democratic country after half a century of hard work, now we enjoy freedom and human rights, the international community still isolates Taiwan. One of the main reasons is obviously China.
The established international community viewed China as a huge economic opportunity, a partner that would eventually carry out political reforms and be integrated into modern international order. Under this conventional thinking, the international community is willing to help China ease and suppress many of its unpleasant problems, including the thorny "Democratic Taiwan."
This has reduced Taiwan to merely China’s “Taiwan Problem”. We’re even slandered as the “troublemaker” of the Taiwan Strait; As a result, the respect that Taiwan deserves continues to be shelved, and the active role we can play, the contributions we can make in the international community are also ignored.
However, this established international structure is now changing.
After decades of appeasement policy, and acquiring WTO membership in 2001, China’s various structural changes that the world anticipated have never taken place. On the contrary, China’s been using organized measures, such as bribing, infiltration, and hybrid-warfare, to undermine international norms. It’s worked hard to manipulate and control international organizations, in order to project its influence onto the world. These actions have been even more distinct after Xi Jinping became President of China in 2012.
Internationally, China implemented debt-trap diplomacy on many countries through the Belt and Road Initiative. It established Confucius Institutes around the world, which are basically intelligence operations in the name of culture. Chinese tech giant, Huawei also aids China’s international surveillance. Not to mention China’s relentless expansion in the South China Sea, building military bases, creating man-made islands. This year, it’s even more serious. We witnessed the long time Chinese infiltration into UN organizations. The favoritism towards China helped its cover-up, which led to the dysfunction of WHO, ultimately causing the COVID-19 global pandemic.
Domestically, the Chinese government not only failed to implement any political reforms, but it also created the “Social Credit” system with advanced technology, to surveil and control its own people; In addition, the Chinese government built the notorious “Reeducation Camps” - concentration camps in reality, in Tibet, Xingjian, where human rights conditions were already in a bad shape. Even the Hong Kong people, who were supposed to be protected by the promise of “One Country, Two Systems”, their freedom and human rights were completely destroyed by the Chinese government.
These compelling examples show that there is some serious fallacy in the conventional way of viewing China. All facts point to this: Taiwan is not the problem. China is the problem. China is the troublemaker of the Taiwan Strait. It’s the troublemaker of the Indo-Pacific region. It’s even the troublemaker of the entire world.
Under decades of collective misjudgement, China was allowed to become the most terrifying, largest digital authoritarian government in human history. It’s a new form of dictatorship. As a response, many countries have vastly changed their China policy in recent years, thus the change of international structure.
This brings me to my next point: Give Taiwan the status it deserves. Let us contribute to the international society.
In a new international structure, Taiwan shouldn’t be categorized as “China’s Taiwan Problem”. Instead, we should be one of the key countries for international cooperation, responding to the new type of dictatorship.
Taiwan has faced authoritarian China on the front line for decades. Many countries are now facing the problem of China's infiltration under its United Front programs. Taiwan started dealing with the same problems 10 to 20 years ago. We have gained a lot of experience to contribute to the international community.
Taking the COVID pandemic as an example, Taiwan has studied and analyzed the actual situation and the information provided by the Chinese government with a serious and high-vigilance attitude. Based on our experience and lessons learned from the China SARS epidemic in 2001, we decisively formed a series of epidemic preventive measures. We have handled the crisis with the principle of openness and transparency. Our people have been self-disciplined and willing to cooperate. All of this demonstrates the high level of democracy in Taiwan’s society.
After the domestic epidemic was brought under control, Taiwan has continued to share our epidemic prevention supplies and the experiences on forming epidemic prevention policies with the world.
Although Taiwan was suppressed, even excluded by China in various international organizations in the past, we’ve been doing our best to comply with the norms & regulations of international organizations. We always actively contribute every time we have the opportunity. What I want to say is, all of this proves Taiwan could be a reliable partner in the international community. We are capable of working with other countries to solve major problems. We deserve our seats and participation in international organizations.
Regarding the impact of U.S. change of administration.
Now the U. S. presidential election is over and the administration is currently under transition. Many countries, including Taiwan, are concerned about whether the new U.S. government will change its course on foreign policy, especially its China policy. However, the "Rebalance (of Asia-Pacific Region)" proposed by the Obama administration in 2011, was in fact already a strategic adjustment in response to the rise of China and possible subsequent expansion.
The Trump administration further proposed the Indo-Pacific strategy in 2017 to promote and uphold international law and regulations, aiming to ensure every country has the liberty to be free from oppression and coercion. I believe that both parties in the U.S. understand the root cause of the Indo-Pacific regional problem comes from the Chinese government. Even for the Biden administration, it will have to provide practical responses. Facing the new structure, they can’t just go back to the traditional thinking of the last century.
As for Taiwan, the pro-Taiwan acts in the U.S., such as the Asia Reassurance Initiative Act of 2018, Taiwan Travel Act, Taiwan Allies International Protection and Enhancement, were passed with strong consensus between the Republicans and the Democrats. I believe Taiwan could be a key partner to the international community and play an active role in the free world. This isn’t just the consensus of the two parties in the U.S., but will be the consensus of all democratic countries.
In a progressive aspect, the International community can benefit from a wider recognition of Taiwan.
In recent years, the performance of Taiwanese society in terms of epidemic prevention performance, human rights, gender equality, marriage equality, and open government are actually in line with many progressive ideas and visions. The ideas and visions that many democratic countries have long supported. Therefore, I’m quite optimistic that, after 2020, Taiwan can make even greater progress, on multiple levels and in broader aspects, contributing to the international community.
Finally, I want to emphasize again that to truly resolve regional problems, we need dynamic multilateral cooperation. But this must not be a return to the conventional thinking of the past century, which was "expecting" China to abide by the international order. The outdated thinking had been proved to be a failure. Otherwise there wouldn’t be a series of Chinese infiltration and aggression after its rise in recent years, which became one of the most difficult issues in the world. I believe after 2020, U.S., Japan, and Taiwan can establish a new model of international cooperation through deeper collaboration and communication. And hopefully, this model will maximize the security of the Indo-Pacific region and promote peace, stability and development in the region.

【孩子的心理平安】
You can learn many things from children. How much patience you have, for instance.
I laughed as I read this quote by Franklin Jones.
Without fail, almost every lesson, this 7-year-old boy would gamely walk up to me and bellow, "老師,我好喜歡你啊!" (Teacher, I like you so much!)
He was rather tall and big for his age. Last week, he gave me a bear hug out of the blue, nearly knocking me over like a bowling pin.
To encourage him to speak more Mandarin, I engaged him in a conversation and asked, "你爲什麼那麽喜歡李老師?" (Why do you like me so much?)
He chirped excitedly with his toothy grin, "因爲你很漂亮!" (Because you are very pretty!)
I don't know whether to cry or to laugh.

This Facebook comment from Madam Teo struck a chord with me:
"我們用很長很長很長的時間把自己或孩子「弄壞」,然後期待以非常簡潔廉價的方式拿回那已經長茧的健康心理。"
We used a very very very long period of time to damage ourselves or our children. Then we look forward to reclaim that once healthy mindset, which is now infested with worms, with very cheap, easy and clean methods.
It is extremely hard to be a parent, much less a capable one.
Sometimes, there is nothing more ego tripping than trying to be a good parent.
Recently, I got hold of this book and the foreword written by a magazine editor, who is a working mum of two, was particularly insightful, and somewhat poignant.
She wrote:
從孩子一出生開始,我們爲人父母者的腦子裡就會出現兩個字:教育。我們希望通過「教育」讓孩子知書達理、令行禁止、敏而好學、從善如流。我們希望通過「教育」來塑造我們和孩子之間良好的關係⋯⋯祇是,「教育」二字帶來的強大使命感和緊迫感讓我們忽略了這樣的事實:我們與孩子之間先有關係,後有教育,我們首先是一個生命與另一個生命的親密組合,其次才是一個生命幫助另一個生命成爲更好的自己(且不論究竟是誰幫誰)。
From the beginning of a child's birth, the word that appears in the brains of us parents would be "education".
We hope that through "education", our children will be highly cultured and steeped in propriety, obey orders, smart and fond of studying, and follow good advice readily.
We wish that through "education", we build good relations with our children.
Thing is, the strong sense of mission and urgency, drummed by the word "education", often causes us to neglect this fact: We first have a relationship with our children, before education comes in.
We and our children, are essentially an intimate combination of one life with another life.
Secondly, it is then about one life helping another life to become a better version of himself/herself. (Let's not talk about who is actually helping who.)

These got me thinking about my work and my clients.
How some of them would move homes to be near the desired schools for their offspring.
How they send their kids to many many enrichment classes.
How they work very hard (some become SAHMs) to have better abilities to groom and nurture their children for their future.
They share the same aspiration as the magazine editor. It is no secret that most Singaporean parents take education very seriously. Instead of the phrase Tiger Mum, in Singapore, we call ourselves Lion Mums. #MajulahSingapura *mane flick*
When a male client came back seeking my Feng Shui service, I asked him why. I asked every client why by the way. It is my method of understanding my appeal to my market.
He told me he got favourable results since our Bazi consultation. His little girl getting into the school of their first choice was one reason.
It was a casual mention then when he told me about the school application. Through him, I learnt about the stress parents go through to get their children enrolled in the right schools. Out of empathy, I asked for his daughter's birth details and did a quick calculation to see if their preferred school was a good choice for her Bazi. Just because the parents like a particular school, does not mean the child will really benefit and be happy studying there.
Jackpot, it was great for the little girl. I gave my client some tips to secure the coveted spot in that school. It was a little extra bonus I gave him beyond the usual Bazi consultation. He had been mildly supportive of my work and remained polite, when I pointed out his areas to improve in our interactions.

More than once, clients have asked me if they can move homes to be near a particular school, for the sake of their children.
My answer is:
Always consider your marriage and livelihood first.
The energies in our living environment can either nurture us or break us. Not all houses are made equal.
If you are in a bad luck cycle, pretty sure you would know it without a fortune teller telling you, chances are you would be attracted to a house of poor Feng Shui. For without the intervention of a Feng Shui practitioner, the state of our Bazi determines the kind of Feng Shui we will naturally get.
The husband is considered the master of the house. While grooming our children is essential, you shouldn't compromise on the husband's career by moving into a house of lousy Feng Shui, just so that the child can register into your dream school.
Money woes, stagnant growth and loss of direction/drive in life can nail a stake into an otherwise happy family.
Last I know, broken families and highly strung parents are never recommended ingredients for happy and emotionally secure children.
The more family members there are, the more delicate my job is. To ensure every family member gets to benefit from great Feng Shui, within the constraints of a house, is always the most challenging part of my job.

Parents are the first and most intimate teachers of a child.
If a child does not have good role models to look up to at home, sending them to good schools will not have the desired impact as you crave.
Why?
Your DNA runs in the blood cells of your child. Say if you are a lazy person, who has a strong sense of entitlement, it is very likely your child's character will mirror yours. No matter what school he or she is in.
Because a child spends more time at home, with the family, than with his or her teachers.
Parenting is made even more challenging, if the father or mother lacks certain mental nourishment in his or her growing up years and is unable to repair and replenish himself or herself during the adulthood.
The deficient parent would not know how to give those nutrients to his or her child. And a vicious cycle ensues.
At different ages, a child will need different mental nutrition from the parents. These critical nutrients will form the backbone of the child's attitude in life, towards his or her education, marriage, career, lifestyle, family relations, friendships, money management, virtues and morals, ability to endure hardships, solve problems and pick up knowledge.
These mental nutrients are to be adequately given to the child before the age of 7.
One example of a mental nutrient the author raised in her book is the child's sense of importance.
Every child desires to feel valued by the parents. Especially between 0-3 years old. If the parents are emotionally unavailable and does not show to the child that he or she is very important to them, the child will instinctively seek this nutrient from another replacement adult.
Could be the grandparents or school teachers.
If he or she never manage to find this sense of being highly valued, he or she will spend his whole life looking for it.
They may fall in love with someone while still in secondary school, hoping that their partner will see them as the most important person in their lives.
As they get older, they will pester their partner with questions like:
• Am I the most important person in your life?
• How important am I?
• If I am a very terrible person, have a very bad character, will you still love me?
...
A quest like this consumes a lot of life energies for both persons in such a relationship. The child may over compromise on himself or herself in a relationship, just to be (the illusion of being) wanted and loved.
Over the past 11 years, I've worked with enough children and adults to see the truth in this author's comprehensive analysis.

When I do story telling to children, I tend to omit violence. For e.g. if the bad guy is caught and killed, I may modify the plot by saying that he is caught and thrown into prison.
I don't want the children to think that killing another person solves everything. There are already young boys, who go around the class shooting finger guns at their classmates and teachers, and calling it "fun".
While a good school makes a lot of difference, I also think attending religious classes is valuable for young children.
A child who only attends classes for self development will not learn enough to have the motivation to help others. Because those classes focus on his personal success, how to win the race, and not how he can help and love beyond his family and friends. Much less about how to break free from the endless wheel of reincarnation.
Some parents will tell me, they don't want to force their children into a religion at such a young age.
The dramatic irony when they "force" their child to go for tutition after tuition.
Sending your child to Buddhism lessons or Sunday school does not equate to coercing the child into a religion.
Religious classes build deep mental strength at a very different dimension from secular classes.
It teaches gratitude, altruism, compassion, karma, humility, filial piety, repentance (being able to admit you're wrong), precepts (do the right thing) and internal peace.
It shows the child the beauty of forgiveness and forbearance.
Religion also nourishes the child's soul by letting him or her know how important he or she is in the eyes of God, Buddha etc.
The child learns to make sense of the world he is living in and the purpose of his existence.
Jesus was betrayed, tortured and died on the cross. He spreaded the Gospel for only 12 short years. Buddha's blood-related disciple, Devadatta, plotted to kill Him with a drunk elephant but failed. He spoke poison of Buddha and eventually left Buddha, taking away with him 500 monks.
These are all extraordinary men who endured incredible hardships for Their cause. They, as with many great prophets, are the superheroes of Their time.
Thousands of years later, They withstood the test of time and are still highly revered all over the world.
Are Their stories not worth reading to our children? Is there nothing our children can learn from Them, to cope with the stress they will face?
Children don't tell us parents everything. By establishing this spiritual channel of communication, we cross our fingers (and toes) that our precious ones will not go leaping off from their room's window when things are rocky for them and they feel invalidated.
You should still allow the child to choose his or her own faith when they grow up. At least by then, you have built a (hopefully) good foundation of love, strength and empathy in your child when you had the chance to.

Proactive parents come to me to get their children's Bazi analysed, because they want to understand their children better and propel them in the right direction of growth.
They wish that their children can live a life more fulfilling than theirs, without having to fall too much.
If religion and Chinese Metaphysics aren't your cup of Teh Tarik, then I highly recommend this book that I am reading.
It is an equally good book for a "malnourished" adult to understand himself or herself.
I couldn't find it in Singapore bookstores, so the Husband bought my copy from an online Malaysia bookstore.
There are many Q&As in this book for parents with real-life problems in managing their children. The author gave very sensible and feasible recommendations. These were complied from the author's monthly column in the magazine and her 10,000+ strong real-life case studies.
Most people don't get to unleash their life potential this lifetime, because they lack the mentors and the mental nourishment to realise the powers of their Bazi.
Some of them blame their parents. But there is only so long you can blame them. How long more do you want to put your happiness in the hands of your parents? For the next 60 years? Perhaps like you, they didn't have parents who are adept at giving them the mental nourishment.
I don't think it matters whether you repair yourself when you are an adult or you, as a parent, only realise now what you have been doing wrong.
As long as we are willing to change and improve, we can always make up for lost time.
Better late than never.

Taiwan is on the verge of becoming the first Asian government to legalize marriage equality. But the public is deeply divided.

In October 2014, a crowd at an LGBT rights rally in Taipei, one of many, lobbed four large red balloons emblazoned with the Chinese characters for marriage equality into the fenced courtyard of Taiwan’s legislature. At that time, a comfortable majority of Taiwanese supported same-sex marriage; a number of polls in the self-governing island of 23 million indicated as much, with one showing as many as 71 percent in favor. But several initiatives to amend the law to achieve marriage equality, first mooted in 2003, have not been successful. Two years later, three marriage equality bills now sit on legislators’ desks; although international media have been quick to announce that Taiwan stands on the cusp of being the first government in Asia to achieve marriage equality, the island’s public seems deeply divided. In the latest poll on the subject, released on Nov. 29, 46 percent of respondents supported marriage equality, while 45 percent opposed it. Meanwhile, Taiwan’s lawmakers and its civil society have been more cautious than recent headlines in Western media suggest.

Island-wide marriage equality initiatives have been unsuccessful in spite of growing support over decades. Even without national legislation, many local governments in Taiwan now allow same-sex couples to participate in collective weddings and to record their partnership in household registries across the island, although neither action confers any legal rights.

To many, the election of President Tsai Ing-wen and her Democratic Progressive Party (DPP) in January portended a broader, deeper change. Tsai openly made statements that appeared to support marriage equality during and after her campaign. In an October 2015 Facebook video posted to coincide with Taipei’s annual LGBT pride parade, Tsai exclaimed, “Everyone is equal before love.” A year later, she posted a photo on her Facebook page showing a rainbow, adding that her “belief has not changed” post-election. In August, Tsai appointed the first transgender official in government, Audrey Tang, as executive councilor for digital policy, which looked like another step toward acceptance of different gender norms.

Yet she has never explicitly promised that her administration would push for same-sex marriage legislation, and critics have feared that once in office, she would find herself unable to follow through on her progressive rhetoric. The party that Tsai leads, the DPP, “has neither devoted sufficient resources to communicate the issues of marriage equality nor to reconcile differences within the party,” Victoria Hsu, who heads the nonprofit Taiwan Alliance to Promote Civil Partnership Rights (TAPCPR), told Foreign Policy.

(In Taiwan, ministries can introduce bills into the legislature.) The effort dates back to the previous, more socially conservative Kuomintang (KMT) administration of Ma Ying-jeou and is an attempt to compromise between supporters of marriage equality and religious groups opposed. Proposing a separate law for same-sex partnership is politically easier, as it leaves the institution of marriage as currently constituted unchanged.

In the absence of strong top-down leadership on the issue from Tsai, momentum for the bills currently under consideration has come from the bottom up. Audrey Ko, the chief editor of Womany, an online media outlet focused on gender issues and LGBT rights, says a stigma remains for gays and lesbians in Taiwan, one her company seeks to dispel. Other organizations, such as the Taiwan Tongzhi (LGBT) Hotline Association, perform peer counseling and advocacy work. Even corporations are chipping in; in March, McDonald’s released a commercial in which a son comes out to his father in one of its restaurants. (The father accepts it.)

This summer, a number of Taiwanese pop artists organized a benefit concert to raise awareness for marriage equality; tickets sold out in minutes. Pop superstar Jolin Tsai performed a lesbian-themed song for the occasion. In the music video for the song “We’re All Different, Yet the Same,” she makes the case for marriage equality by describing the plight of a woman whose partner of more than 30 years is hospitalized; the woman is unable to sign a consent form for emergency surgery because she is legally not a spouse or family member.

A real-life version of this tragedy triggered public outcry and reinvigorated support for marriage equality. On Oct. 16, 67-year-old French professor Jacques Picoux fell to his death from the top of a 10-story building in Taipei, police said. He is thought to have committed suicide after depression caused by the death of his partner due to cancer; Picoux was unable to make medical decisions for his partner in his final days, as Picoux had no legal status. In a response to this outcry, legislators from the DPP and the KMT, as well as the caucus of the New Power Party (NPP), a young activist organization, all introduced similar marriage equality bills.

All three proposals would amend the Taiwan Civil Code to open marriage to same-sex couples, but they differ in how to do so. DPP legislator Yu Mei-nu’s proposal introduces a general provision extending to same-sex couples the right to marriage, as well as other family law rights that accompany married status. But it leaves further gendered language across the civil code intact. The proposals of KMT legislator Hsu Yu-ren and the NPP would make references to “husband and wife” and “father and mother” gender-neutral throughout all relevant civil code provisions. These latter two proposals have great symbolic meaning, because they remove a heterosexual presumption from the code, but the legal effect is likely no different than Yu’s proposal.

There is still a long legislative road to travel before Taiwan can become the first Asian government to legalize same-sex marriage. The bills passed their first reading on Nov. 17, but the DPP caucus whip has said the proposed bills will next be reviewed on Dec. 26. During the review process, any legislator can introduce a competing same-sex partnership act. Even if the bills were to enter a second reading, they could still face a boycott and be removed from the agenda. The bills will only become legislation after passing three readings.

It is hard to tell whether the legislature will pass a same-sex marriage bill this time, says Hsu of TAPCPR, partly because of internal opposition within the DPP and KMT. (The NPP caucus fully supports its bill but only holds five seats in legislature.) Tsai has reiterated that the bills are “clear evidence” marriage equality has support across all parties. But even Yu, who introduced the DPP bill, says she is only cautiously optimistic about the chances of passing a marriage equality law.

Outside lawmakers’ offices, the battle for public support continues. If anything, it seems to be waning precisely at the time when it will be most needed. “More and more people are confessing that they love gays but that they don’t support same-sex marriage,” said Ko, because they believe allowing same-sex partners to get married will harm traditional family values. She is therefore unsure whether Taiwan will manage to pass a bill in the next year. At least, Ko added, “people are talking [about it], and it is not a taboo anymore.”
