【不講環保的環委 x 不理性問政的議員】
環保署於26日召開「#高雄環狀輕軌第4次環境影響差異分析報告」專案小組初審會議，會中出現許多令人啼笑皆非的意見，令人驚覺，高高在上的「專家」專業程度原來和鄉民差不多。
例如有環委指出，美術館輕軌路線北移，汽機車道維持原道路配置，讓「大眾運輸取代私人運具」的目的打折扣，這點確實有道理。但同時，又有環委指出，同路段美術館園區取消60個停車位，恐讓假日「一位難求」的美術館引起民怨。誒，環委們要不要先打一架？一面主張輕軌應該要取代車道，一面又主張輕軌沿線不能取消車格，完全矛盾的意見要讓捷運局怎麼是好啊？
更有一位天兵環委指出，他平常騎機車時速30公里，但輕軌比他的機車還慢，「會搭輕軌的都是外地遊客或不趕時間的菜籃族，學生、上班族有多少人會搭乘？」。先不論這位環委是否真的騎機車只騎30公里絕不超速，連極速與均速的概念都搞不清楚，這樣還能當環委啊？ 而就是為了服務學生、上班族，輕軌才要延伸到人口密集區域啊！
最後會議結論，請市府補充修正後再審，這樣的結論其實很常見。且輕軌除了美術館路部分路段線型調整須於環差變更程序完成後始得施工外，其餘路段並無涉環評變更問題，#依法可進場施工。
然而，這樣的例行審查程序，卻又被一向蓄意阻礙大眾運輸發展的中國黨利用，想要再拖慢高雄市發展。
曾經撞傷機車騎士肇事逃逸被判刑、教唆助理頂罪，極度缺乏交通安全概念的中國黨議員黃紹庭，無所不用其極要阻擋輕軌建設，要求全刪輕軌預算，但在民進黨團折衷下，輕軌預算刪減70萬元，同時附帶決議環差通過前，C20-24爭議路段不能動工。撞人肇逃議員黃紹庭並不斷跳針，無理要求市府應再浪費時間作爭議路段替代方案評估、再重複民調。
捷運局則回應，將儘速完成環差補正，函報環保署續審。
在環委所提意見中，有一項針對捷運局評估的運具轉移率10%，認為太過理想，「2%比較合理」。雖然環委也是隨便亂喊一通，但捷運局確實有必要針對「運具轉移」之誘導政策，提出更細緻的分析與完善規劃。
其實，以世界案例而言，曼徹斯特輕軌（Manchester Metrolink）在1992年開通後，平日尖峰時段之運具轉移率達14~21%，假日則有49%的市民由開車轉換為搭乘輕軌。而1999年開通的伯明翰輕軌（West midland Metro），運具轉移率則達14%。至於倫敦近郊的Croydon輕軌，運具轉移率則達19%，對比「高品質公車」轉換率僅有4～6.5%，輕軌之吸引力確實顯著較高。同時，曼徹斯特輕軌通車後，市中心交通量減少10%，伯明翰則是減少14%，也是輕軌可減少道路壅塞之實證。
要達成此目標，我們建議捷運局在環差報告修正中，增列以下幾點：
1. #改善轉乘介面：包含輕軌沿線行人自行車道整體改善計畫（目前已由林副市長親自監督進行），輕軌接駁公車修正計畫，以及U-bike站點增設計畫及使用量分析數據。
2.#分眾行銷計畫：針對二階沿線學校（遠比一階多）、機關、大型開發案等「運量熱點」，提出合作行銷、月票優惠等誘因，並以停車費率調整與強化騎樓人行道取締暢通之策略，合理要求私有運具自行吸收外部成本。
3. #分時行銷計畫：以捷運與一階輕軌經驗，目前高雄大眾運假日運量仍高於平日，對於假日不好停車之大型商場與商圈，最能起到運具轉移之誘因。環差報告中應將「假日轉移率」與「平日轉移率」分列，如英國曼城經驗，假日轉移率可能遠高於平日，且透過輕軌之大載運量，帶入商圈更多人潮與商機。
4. #整合行銷計畫：二階通車後，原有一階路段、以及捷運沿線運量也會受惠於路網效應而增加。運具轉移應將亞灣區、駁二棧庫半島之港口發展效應列入，亦即城市將受TOD策略影響，發展趨向於軌道沿線。
5. #效率持續升級計畫：二階9站通車之初，號誌效率不佳，經調整後不論輕軌或平面道路效率均有提升，但尚未達理想設計水準。建議捷運局針對理想目標，以分階段系統性升級，並經過營運測試與驗證（OT&E）機制，將輕軌品質最佳化。
我們也期望捷運局就幾點問題做好規劃，儘速讓環評通過，繼續推進輕軌工程，也讓黃紹庭等劣質議員的詭計難以得逞！

所謂籃球夢的實現，大概就是一個Marshall大學時代兩年總只共打了106分鐘，平均只有1.4分的walk on大叔(？)，可以在TBT上面被放在首頁和Joe Johnson並列頭號球星對決。
這挺著啤酒肚，頭髮微禿的大叔叫做Ot Elmore，第一次看到他打號稱比Gleague和任何歐洲聯賽強度更接近NBA的TBT，只覺得這大叔哩細來亂a膩XDDDDDDDD。

其實Ot Elmore才24歲(😬😬)，他是這支球隊Herd That's的GM兼球員，身為一個沒什麼天分，連TBT主播都稱他是 “body of a YMCA player but the man can ball.”，那種在YMCA都可以看到的白人大叔。
其實他出生自籃球之家，他弟弟Jon Elmore，曾經是Marshall大學在Dan D'Antoni手下平均22.7分5.8籃板6.7助攻的超級全能球員，體能堪比Alex Caruso，而且外線更火燙，只是防守不好，爸爸Gay Elmore是唐維傑母校VMI的校史得分王，爺爺打過West Virginia。
這次Herd That's大家目光其實是在Jon Elmore，但實際上Ot才是組織球隊的關鍵，他雖然沒有家族籃球天賦，但親和力十足，有人形容他是可以在一群男人在看完比賽周末酒吧中，那種全場表演一口氣吞掉一個派和六瓶啤酒贏得全場歡呼的那種謙虛禿頭大叔。

TBT的賽制是非得投進關鍵球才能結束比賽，這種賽制比的不僅僅是球員陣容，更重要是凝聚力，上一場比賽他們面對的是有美國靠爸國手Bryce Alford，Tony Wroten，Kyle Wiltjer，Jordon Crawford，Nick Johnson、Jacob Wiley組成的The Money Team，結果沒有任何NBA經驗，只有Chris Cokley和JaCorey Williams這種幾個歐洲聯賽輪替球員和G League等級球員的Herd That's，竟然靠著Jon Elmore投進致勝三分大爆冷門淘汰對手。
最重要的是，全隊都推Ot出來受訪，他其實全場才投進一個三分球，但一點都不難發現這支球隊核心到底是誰，賽後隊友說，他讓每個人都很有信心，而且相信彼此，就連在TBT Bubble裡面的記者都說：「Ot就是每支籃球隊中所需要的英雄！」

「這些球員在NBA，而我在___。」Ot賽後訪問時時候說，這幾天的TBT社群討論中，不斷出現OtBod”、“OtIsHot” ，很顯然他在打了好多年，一直以獎金和賽制為號召，充滿前NBA好手的TBT中，打出另外一條路，一個每個教練都喜歡，只要每隊有一個這種無論實力好壞，球隊就能夠天下太平的凝聚核心，在TBT的賽制中格外重要
下一場他們要碰上超級強隊，前TBT連霸王者Oversea Elite，然後官方把Ot Elmore和Joe Johnson放在一起，一個生涯賺進2.2億美元的七屆NBA全明星和一個大叔，或許，籃球如何定義英雄，可以改變一下。

In his last All-Star Game, Michael Jordan was the main man during all the night.
Before the game began, Vince Carter finally offered him his starting spot. Both T-Mac and Iverson had suggested to Jordan to start in their place.
Michael started the game erratic, missing 8 of his 10 first shots, but the other players did not play better. The first quarter was the lowest scoring opening period in 50 years (18-23), and the first half the lowest since 1976 (55-52).
At halftime Jordan was serenaded by Mariah Carey in a ceremony where the singer performed 3 songs including the theme Hero.
The third quarter was played in a higher pace. McGrady scored 17 points to give the East a 93-86 advantage with 12 minutes left. With 2:04 to go in the period, Jordan sank two free throws to score his 252 point in the All-Star Game and surpass Abdul-Jabbar as the leading scorer at that time.
In the last quarter Iverson & Jordan kept the East leading in the scoreboard, but the West could tie the game in the last minutes (120-120).
The first OT almost finished with another memorable game winning shot by Jordan, who sank a jumper over Shawn Marion with 5 seconds left. But the last play still has a surprise with Jermaine O'Neal fouling Kobe Bryant's 3 pointer attempt. Kobe only scored two free throws, and the game went into a second overtime (138-138).
This extra-time was Kevin Garnett Show. He made 7 points and collected his first All-Star Game MVP with 37 points on 17-24 FG.
Ben Wallace and Brad Miller became the second/third undrafted player to participate in the NBA All-Star Game, John Starks in 1994 was the first.

Kyle Korver stunned almost everyone with perhaps the most thrilling 3-pointer of his career.
Korver was mobbed by his wildly celebrating teammates. Boston players sat dazed on the bench. A third overtime was on deck.
Allen Iverson simply pumped his fist, his face expressionless as if he expected it.
"Kyle hit that big shot and I was thinking, 'If he hit that shot, we've got to win it," he said.
After Korver sent the game into a third overtime, Chris Webber delivered a clutch steal and secured the Philadelphia 76ers' 125-124 victory over the Celtics on Friday night.
"It was an amazing game," Sixers coach Maurice Cheeks said.
Was it ever.
Webber had 31 points and 13 rebounds, Iverson scored 33 points with 10 assists, and Samuel Dalembert had 20 points and 11 rebounds in the Sixers' longest game since a triple OT victory over Miami on Nov. 20, 1992.
Korver added 12 points -- including his biggest 3-pointer of the season -- as the Sixers avoided dropping two games under .500 for the first time since Dec. 9.
With the Sixers ahead 125-124 and only seconds left in the third overtime, Mark Blount grabbed a defensive rebound and looked down the court for an open man, only to have Webber reach around and strip the ball.
"I was very cognizant of the fact, don't touch him," Webber said. "I saw him hold it out there. He was looking at the ref. A lot of times they'll hold the ball close to their chest and he didn't do that today."
Iverson missed two free throws -- the second intentionally -- with 2 seconds left. Delonte West's heave was off the mark, ending the drama in the 395th game between the longtime, fierce rivals.
"That was a game-saving steal," Cheeks said.
Ricky Davis scored 33 points, Blount had 27 and Paul Pierce 18 for the Celtics.
"It's tough, but it's fun," Pierce said. "It's draining, but I'm glad I had a chance to be a part of it."
Korver prolonged the drama when he buried a game-tying 3-pointer over a flailing West to end the second overtime tied at 121-all.
"I pulled up, and gave about all I had," Korver said. "It was on line, luckily."
While Iverson calmly pumped his fist, Brian Scalabrine mouthed "What are you going to do?" as the rest of the Celtics headed for the bench stunned.
Boston scored the first three points of the third overtime on a free throw and then a basket from Blount.
Over? No way.
Andre Iguodala added a driving layup and Webber gave the Sixers a 125-124 lead on two free throws. Each team only made one basket in the third overtime, fatigue perhaps finally playing a factor.
"You had guys that were exhausted out there," Cheeks said.
Davis played 57 minutes and Pierce 51 for Boston. Iverson checked in at 54 minutes, Andre Iguodala at 52 and Webber 50. The Celtics went 44-for-100 from the floor; the 76ers 41-for-99.
Each team had a chance to put away the game in the earlier overtimes.
Webber powered his way down the baseline for a layup and a 118-117 lead with 21 seconds left in the second overtime. Pierce lobbed a pass from the top of the 3-point arc to a streaking, wide-open Blount for an uncontested dunk that gave Boston a 119-118 lead with 17 seconds left in the second OT.
The Celtics appeared to have this game won until Korver did what he does best -- hit a clutch 3-pointer.
"I'd like to see the tape on that," West said. "I thought I was there. I forced him to take a tough one. That's what good shooters do."
Webber scored the first four points of the first overtime, and Davis scored six to finish the quarter tied at 109.
Oddly, the Sixers chose to play a clip from "Cheers," Boston's favorite bar, to get what was left of the sold-out crowd pumped for the second overtime.
Both Davis and Webber picked up offensively where they left off in the first OT, with Davis' three-point play matched by Webber's 3-pointer from the top of the arc.
Pierce lobbed a pass from the top of the 3-point arc to a streaking, wide-open Blount for an uncontested dunk that gave Boston a 119-118 lead with 17 seconds left in the second OT.
West -- the former Saint Joseph's star who received a warm ovation during pregame introductions -- heard nothing but boos when his 14-footer over Iverson from the right side tied the score 101-all with 51 seconds left.
Iverson missed the final shot of regulation as time expired.
