ในอดีตที่ชาวสเปนเดินทางเข้ามายังดินแดนแห่งนี้ และผนวกดินแดนแห่งนี้เป็นหนึ่งในอาณานิคม
พวกเขาเชื่อว่าดินแดนแห่งนี้น่าจะมีแร่เงินอยู่มาก จึงเป็นสาเหตุที่ทำให้ดินแดนแห่งนี้มีชื่อเรียกว่า Argentina
ที่มาจากคำว่า “Argentum” ในภาษาละติน ที่แปลว่า แร่เงิน

จึงทำให้อาร์เจนตินาเป็นดินแดนที่มีขนาดใหญ่ แต่มีประชากรที่ค่อนข้างน้อย
เมื่อเปรียบเทียบกับจำนวนประชากรของประเทศใกล้กันอย่าง เปรู เม็กซิโก หรือโคลอมเบียในขณะนั้น

เวลาก็ผ่านพ้นไป อำนาจของสเปนเริ่มอ่อนแอลง
สุดท้ายอาร์เจนตินาก็สามารถทำสงครามชนะสเปน
และประกาศเอกราชได้ในช่วงต้นศตวรรษที่ 19

แม้ว่าประเทศแห่งนี้จะไม่มีทรัพยากรล้ำค่าอย่างแร่เงิน

ด้วยเหตุนี้เอง จึงทำให้เนื้อวัวและเนื้อแกะเป็นสินค้าส่งออกที่สำคัญของอาร์เจนตินามาจนถึงปัจจุบัน

ตัดภาพมายังชาติทางฝั่งยุโรปกันบ้าง
ช่วงปลายศตวรรษที่ 18 การปฏิวัติอุตสาหกรรมเริ่มต้นขึ้นในยุโรปนำโดยอังกฤษ
มีการนำเครื่องมือ เครื่องจักร เข้ามาเป็นส่วนสำคัญในการผลิต
และเริ่มทำให้เศรษฐกิจในหลายประเทศในยุโรปเฟื่องฟู

เมืองสำคัญอย่างมิลานและตูริน ทางตอนเหนือของอิตาลี ก็ถือเป็นที่ตั้งสำคัญของโรงงานอุตสาหกรรมมากมาย อย่างเช่น โรงงานเหล็กกล้า ต่อเรือ สิ่งทอ และผลิตอาหาร
ชาวอิตาลีทางตอนเหนือ เริ่มมั่งคั่งร่ำรวย และสภาพบ้านเมืองก็มีความเจริญ

สวนทางกับอีกฟากของประเทศ คือทางตอนใต้ ที่ยังคงเน้นทำการเกษตรเป็นหลัก และความเจริญยังไปไม่ถึง จึงทำให้เกิดความเหลื่อมล้ำกันอย่างมากในประเทศ

เรื่องนี้ทำให้มีชาวอิตาลีตอนใต้ มีความคิดที่จะอพยพไปยังดินแดนที่ดีกว่า
ที่เอื้อต่อการทำการเกษตรซึ่งเป็นสิ่งที่พวกเขาถนัด

ประจวบเหมาะกับในช่วงนั้น อาร์เจนตินากำลังประสบปัญหาขาดแคลนแรงงาน และกำลังเร่งพัฒนาชาติหลังเป็นเอกราชจากสเปน จึงมีนโยบายต้อนรับผู้อพยพจากยุโรป มาตั้งแต่ปี ค.ศ. 1853 ที่สถาปนาชาติ

พอเรื่องเป็นแบบนี้ จึงทำให้ในช่วงปี ค.ศ. 1890-1910
ชาวอิตาลีกว่า 5 ล้านคน ตัดสินใจอพยพออกนอกประเทศมายังทวีปอเมริกา โดยมีอาร์เจนตินา ที่มีความอุดมสมบูรณ์ เหมาะแก่การทำการเกษตร เป็นหนึ่งในจุดหมายปลายทางของพวกเขา

อัตลักษณ์ของชาวอิตาลีนั้น ค่อนข้างคล้ายคลึงกับคนไทย
คือจะให้ความสำคัญกับคนในครอบครัวและญาติพี่น้องอย่างมาก
จึงทำให้เมื่อมีใครในครอบครัวหนึ่งเลือกจะอพยพไปแล้ว ก็มักจะไปกันทั้งครอบครัว

อีกทั้งเมื่อเข้าสู่ช่วงสงครามโลกทั้ง 2 ครั้ง

โดยมีชาวอิตาลีที่อยู่ในอาร์เจนตินามาก่อน คอยให้ความช่วยเหลือ และคอยต้อนรับ

เหตุนี้เอง จึงทำให้ชาวอิตาลีในอาร์เจนตินา มีสัดส่วนที่เพิ่มขึ้นอย่างต่อเนื่องเรื่อยมา

สามารถสร้างตัวจากผู้อพยพที่เป็นแรงงานในการเกษตร จนประสบความสำเร็จ

ก็ไม่น่าเชื่อว่า จากปัญหาความยากจนและแร้นแค้นของชาวอิตาลีในทางตอนใต้ของประเทศในอดีต จะนำไปสู่การอพยพไปยังดินแดนที่เปรียบเสมือนเป็นโอกาสในการสร้างตัว ณ เวลานั้นอย่างอาร์เจนตินา

Henley Passport Index vừa tung ra bảng xếp hạng sức mạnh hộ chiếu quốc gia, theo đó, Việt Nam đứng thứ 90/107 nước được khảo sát và tụt gần 15 bậc. Chúng ta chỉ hơn mấy ông bạn ở "đáy" là Ethiopia, Triều Tiên, Somalia, Syria, Iraq, Afghanistan…

Điều gì đã xảy ra tình trạng như vậy?

Nó khiến mình băn khoăn mãi, nền kinh tế đứng thứ 3x trên thế giới, ngoại giao cũng không hề kém, tổ chức nào Việt Nam cũng có mặt, quan hệ đối tác chiến lược rõ ràng ngày một nhiều, tại sao quyển hộ chiếu của chúng ta lại ngày càng xuống đáy?

Nếu xét về khía cạnh kinh tế, Đông Timo thua kém chúng ta rất nhiều, nhưng họ đứng tận vị trí 55. Người bạn Thái Lan của chúng ta đứng ở vị trí 66. Ngay đến cả Lesotho, quốc gia có GDP chỉ bằng 1/3 chúng ta cũng xếp hơn chúng ta tận 20 bậc.

Một loạt các quốc gia khác như Zambia, Gambia và Tanzania, GDP đầu người thấp hơn chúng ta rất nhiều, vị thế chắc chắn không thể bằng Việt Nam, nhưng họ đều xếp trên chúng ta.

Nếu nói về vị thế, The US News and World Report đã xếp Việt Nam là quốc gia hùng mạnh và có nền ngoại giao xếp thứ 2 Đông Nam Á, chỉ sau Singapore. Chúng ta có quan hệ đối tác chiến lược trở nên với hơn 30 quốc gia, có quan hệ ngoại giao với 95% số quốc gia trên quả cầu này.

Vậy tại sao lại xảy ra câu chuyện này?

Như câu chuyện 39 người được cho rằng là người Việt đã trốn sang trời Âu để đổi đời. Họ đánh cược chính mạng sống của mình vào một trò chơi may rủi, nhưng bên cạnh đó, họ cũng đem cuốn hộ chiếu của hàng triệu người Việt ra làm "con tốt thí". Chắc chắn, người châu Âu sẽ dè chừng hơn, gắt gao hơn trong việc xét duyệt hồ sơ xin thị thực làm việc, du học, du lịch với người Việt.

Mình và bạn gái cũ từng sang Singapore, mặc dù bạn gái cũ của mình từng có thị thực Hàn Quốc, Đài Loan, Trung Quốc nhưng vẫn bị an ninh của họ khám kỹ hơn thường lệ. Mình thì may mắn không sao vì từng có thị thực làm việc bên Singapore ngắn ngày. Nhưng nó đặt ra một câu hỏi, ngay trong Đông Nam Á thôi, tại sao lại có sự phân biệt thế này?

Mình từng đi du lịch Thái Lan, đến sân bay, họ yêu cầu mình trình diện đủ số tiền mặt và quẹt thẻ tín dụng để kiểm tra xem hạn mức là bao nhiêu. Khá là bực, nhưng âu cũng không thể trách được.

Ngay khi xuống Incheon, người Việt có bục nhập cảnh riêng, có máy nói ngôn ngữ riêng và luôn có nhân viên nói tiếng Việt tại đó. Thậm chí biển cảnh báo không ăn cắp bằng tiếng Việt tại đó luôn, cả Nami, Jeju cũng đều có, bên cạnh đó là tiếng Trung Quốc.

Sức mạnh của cuốn hộ chiếu, nằm ở chính hành vi của chúng ta. Mỗi công dân khi ra nước ngoài, cuốn hộ chiếu chính là thứ để xác nhận rằng, mình có nguồn gốc từ đâu. Nhưng có nhiều người, cố tình không hiểu điều đó.

Người Việt vốn rất hay phân biệt vùng miền, thì ở nước ngoài, họ cũng phân biệt quốc tịch mà thôi.

Mấy chục người chết trong công tai nơ, không giấy thông hành, không hộ chiếu, họ đều là những con người không Tổ Quốc. Sau khi điều tra, người Anh Quốc nghĩ gì khi gia đình họ chấp nhận đưa những đứa con của họ sang đó sống kiếp sống mòn, kiếp vô Tổ Quốc, bỏ hết tất cả quyền làm người, quyền sinh tồn và quyền bảo hộ của Chính phủ.

Có thể họ cầu nguyện ấy, nhưng chính quyền Anh Quốc, EU và các quốc gia khác thì không. Rồi họ sẽ dè chừng hơn với quyển hộ chiếu có màu xanh lá cây, với Quốc huy Việt Nam.
