而且利用經濟發展帶來的紅利發展軍力、加強控制國民、監控體系、構建網路防火牆來阻攔信息自由等，其中很多用的是美國的技術。甚至開始影響美國政治與大選，透過強大的國營媒體（點名央視）啟動''輿論戰''干涉美國民主。
彭斯還提到中國利用所謂的 “債務外交” 來擴大其影響力。透過不透明的貸款條款，為其他國家提供數千億美元的基礎設施建設貸款，而且這些利益絕大多數流向北京。

談到台灣的有兩大段，一是彭斯點出去年在中國共產黨說服下，與台灣斷交的3個拉丁美洲國家。二是關於美國航空公司或飯店在中國官方壓力下改名的案例。
