台灣在採購國際認證的疫苗數量上嚴重不足，國人為爭取打上保命的國際認證疫苗煞費苦心，外加高端疫苗解盲過程疑點重重、黑影幢幢，黑箱上癮的蔡政府對於第二類及第七類甚至還有其他類名單卻不斷膨脹，先前還被各方踢爆施打莫德納疫苗人數暴增了34萬人，但面對全國人民的質疑，陳時中部長一如往常，拒絕具體說明。

當眾人質疑高端疫苗安全性之際，蔡政府御用側翼及打手，某糖哥哥嘴巴支持高端疫苗卻登記AZ疫苗，被網友洗版後才趕快改為高端，甚至是像蔡丁貴們之流，例如鄭文燦市長、黃偉哲市長，用行動表現了他們真正的想法，嘴巴上支持高端、挺打高端，但是 #一有機會就立刻施打其他國際認證疫苗，能不打高端就不打高端。

令人更不能理解的是高端疫苗公司員工還造冊列為優先施打非高端的疫苗，陳時中部長解釋說「他們染疫會讓他睡不著覺」，言下之意到底是他們比一般民眾生命安全更重要，還是上至部長下至高端員工都對高端疫苗沒信心？深恐打高端也可能染疫？這些問題國人都無從得知，也許他們才是全國最害怕打高端疫苗的人。

相比之下，我國友邦巴拉圭(Republic of Paraguay)，面對巴國民眾質疑疫苗施打不公開不透明，所以主動在衛生部網站上公開資料庫清楚列出每位接種者的姓名、施打地點、疫苗類型，以及打過幾劑等資訊，乃至該國前總統魯戈(Fernando Lugo)的施打疫苗訊息都被公開揭露。雖然巴拉圭在國際透明組織(Transparency International)的施政廉潔評分不佳，但相比之下，巴國的透明程度肯定是遠超過完全拒絕公開疫苗施打名單的蔡政府。

最後，我不奢求黑箱上癮的蔡政府能有友邦巴拉圭的坦蕩，但至少第二類、第七類還有其他類的名單，必須公開透明，給予民眾知悉，以昭公信。

林昶佐委員因為市場防疫的議題，陷入是不是稱職立法委員的爭論。
有關爭議當天的發言，林委員事後已有針對市場表達謙卑的歉意，但是，還是有種種攻擊餘緒未消。
我要分享「外交家雜誌」這篇報導：
台灣打造「數位民主國家」的成就，很受國際矚目，開放國會部分，也是林昶佐委員的問政所關注的焦點，國際研究因此知道聽取他的意見，我們因此在這篇報導看到他的意見被呈現出來。
立法委員問政，因為不是執行者，往往不如行政官員有能見度，但是國家建設的成功，確實有國會議員共同參與的貢獻在裡面！
林委員很多問政都有佳績，慢慢大家會了解，至少這件事，國際間的評價很高，是台灣創造「數位民主國家」中的一環，而林委員長期關心！

中國和台灣正成為匹敵的數位國家—
中國是數位威權政權，台灣是數位民主。
China and Taiwan are becoming digital states in parallel —
China as a digital authoritarian regime, and Taiwan as a digital democracy.

7月1日中國共產黨成立百年之際，中國分析專家正密切關注習近平主席的下一步。另一方面，台灣正在推進 2020 年 6 月推出的開放國會行動方案和徹底透明的政策。中國和台灣正在同時成為數位國家—中國是數字威權政權，台灣是數位民主。 兩者中，數位威權更容易實施，也已有許多學術專業定義和理解它。雖然目前尚未有明確的數位民主模型，但台灣正在創造一個範例。

開放國會行動方案究竟是什麼？去年由Freddy 林昶佐立法委員提出，部分受到行政院開放政府國家行動方案的啟發。 開放國會行動方案為台灣立法院制定了五個主要目標：透明、公開、參與、數位化和理解。 林昶佐委員表示他長期以來相當關注科技和政治，並補充說：“推動此方案的原因是對政府和國會的未來創造新願景。”

開放國會行動方案包括改革，例如電視轉播，主要增加手語。 禁止閉門跨黨談判，包括委員會層面。 另一個重大變革是公開可取得的數位數據，例如投票記錄、預算和利益衝突。 目前公開的線上資訊有限，大部分的資料必須實體索取。

類似的開放政府國家行動方案側重於台灣政府的一系列政策變革來提高透明度、提供資料和增加公民參與。 因為台灣不被承認為國家，所以不能成為開放政府夥伴關係聯盟(OGP)的正式成員。 儘管如此，台灣依然在 2019 年宣布制訂自己的開放政府行動方案。

台灣政務委員唐鳳將 OGP 描述為“一項國際倡議，提倡核心價值如透明度、問責制、參與和包容，強調政府和民間的合作和共同創造。 全都符合台灣努力的方向。” 唐鳳希望開放開放政府國家行動方案是台灣加入OGP的路徑。

台灣公民科技的例子比比皆是，例如 2020 年 COVID-19 爆發初期使用的口罩地圖、針對追蹤接觸者足跡的QR Code 簽到系統、 闢謠機器人、公民自發的群眾外包政策，等。
“[公民科技]是台灣治理未來的關鍵，也是我們如何推動整個系統向前發展的關鍵。 公民科技將發揮非常重要的作用，”林昶佐委員說。

唐鳳也樂觀的表示：我相信我們今天面臨的許多挑戰，包括流行疫病和假訊息大流行(infodemic)，都可以透過民主深化和促進我所謂的‘人民-公眾-私人的合作夥伴關係’來克服。”

林昶佐表示，台灣與中國的主要區別在於，台灣對科技的使用(例如切斷數位連結)以及疫病大流行時權力擴張的時間設限都有監督。

一個沒有監督或信任的政府的範例就是中國共產黨，它越來越依賴數位威權來監視和控制人口。 最極端的在其周邊地區：西藏、香港和新疆。 然而，即便是北京的街道上也佈滿了監視攝影機。

“台灣的數位民主與中國的數位威權之間存在根本區別，”唐鳳說。 “北京使用社會信用體系和國家審查等數位工具的同時，台灣積極創建數位基礎設施，使一般公民能針對政策改革提出和表達意見。”

There is no clear model of what a digital democracy is yet, but Taiwan is in the process of creating one.
Digital Minister of Taiwan Audrey Tang described the OGP as “an international initiative that advocates core values such as transparency, accountability, participation and inclusion, with an emphasis on cooperation and co-creation of the government and civil society. These are all in line with what we are doing here in Taiwan.” Tang hopes the Open Government National Action Plan will be a path for Taiwan to enter the OGP.

Tang is also optimistic: “I believe many of the challenges we face today, including the pandemic and the infodemic, can be overcome by deepening democracy and promoting what I call “People-Public-Private Partnerships.”

According to Lim, the key difference between Taiwan and China is that in Taiwan, there is oversight for the use of technology, such as de-linking data, and time-limits to expanded powers during the pandemic.

“In a digital democracy, transparency is about making the state transparent to the public,” she continued. “Under digital authoritarianism, the word ‘transparency’ means making citizens transparent to the state.”

The digitization of Taiwan’s democracy may not be complete, but the efforts of its government and civil society point to a viable alternative to digital authoritarianism. The digital tools and policies to reform its government can be applied in other democracies.

“For China, maybe only one thing is certain, that the propaganda narrative they ran for years— that democracy is not for Asia— is no longer appealing under Taiwan’s progress,” said Ttcat.

感謝大家，回來台灣真好。首先我要再次強調，雖然眾所週知，但實在很重要，值得我再度強調。美國在印太區域推動安全、繁榮與民主，有悠久的歷史。我們就是一個亞太國家。我們在這個世界關鍵的區域已經數世紀之久，未來的世紀，我們也將繼續留在這裡。

25年前，我以美國海軍陸戰隊兩棲戰鬥小組的身份，被派駐到台灣海峽區域，在台灣民主很艱困也關鍵的時刻，台灣首次總統大選的前夕。這是美國對台灣安全、繁榮、民主的承諾與決心的展現。

而現在我很榮幸回來台灣，協同一個強健的美國跨黨派參議員代表團。在我們憲法之下，參議員對美國外交政策有關鍵性的角色。台灣關係法（的制定）正是此角色發揮影響的範例。台灣關係法讓美國得以對台灣提供支援，並也幫助台灣抵抗各種的威脅。美國對台灣繁榮、民主、安全的支持，維持的堅若磐石，並也非常跨黨派，正如你眼前的代表團，共和黨與民主黨。這個支持當然也包含支援台灣的人民。

去年，從中国武汉爆發的全球疫情，中国共产党展現出的特性是「不透明」、「沒有全球合作」。今天，非常強烈的對比下，美國正帶領著全球的救援工作，在一個開放與合作的精神下，與我們的朋友、夥伴與同盟，為全球疫情帶來數以千萬，高度有效的疫苗，相當大程度是來自美國人智慧的研發，要給全世界每個角落，包括台灣。而我們在做此事時，也與我們的夥伴、朋友、與同盟，高度配合，如日本，最近也才剛宣佈要把關鍵的疫苗捐給台灣。

讓我再強調，剛才達克沃絲議員有講到的，朋友、夥伴，大家彼此扶持，這是互相的。而我們美國人，是會記得這種事的。看我的口罩，台灣在疫情初期，送了1000萬個口罩給美國，這是其中之ㄧ。如果你看得到，這上面寫「來自台灣的愛」。上面還有旗子，代表我們兩邊的人民。所以我現在在此說，這就是「來自美國的愛」，回報。我們非常高興來此，來跟大家宣佈這個疫苗的重要公告，謝謝您。

Thank you everybody, it’s great to be back in Taiwan. I want to begin by mentioning something that, I think most people know but it’s always important to reiterate. The United States has a long history of advancing security, prosperity and democracy in the Indo Pacific Area. We are an Asia-Pacific Nation. We have been in this critical region of the world for centuries, and will be here in the future for centuries to come.

Over 25 years ago, I was deployed to this region as part of the United States Marine Corps Amphibious Task force, specifically to the Taiwan Strait, during a very challenging and critical time for Taiwan’s democracy on the eve of Taiwan’s first presidential election. That was an important demonstration of American resolve and commitment to Taiwan’s security, prosperity, and democracy.

And now I am honored to be back in Taiwan with a strong bipartisan delegation of United States Senators. Under our constitution, the Senate has a critical role in American Foreign Policy. And the Taiwan Relations Act is an important demonstration of this senatorial role. That Act makes it the United States’s policy to provide assistance to Taiwan, to enable it to resist all kinds of coercion. American support for Taiwan’s prosperity democracy and security remains rock solid and is very bipartisan as you can see from this delegation of United States Senators, Republican and Democrats. This support also extends to the help of people of Taiwan.

Last year, a global pandemic from Wuhan China, that was characterized by a lack of transparency, and a lack of international cooperation, by the Chinese Communist Party. Today, in dramatic contrast, the United States is leading International relief effort, in an open and cooperative spirit with our friends and partners and allies to bring relief from this global pandemic with tens and millions of highly effective vaccines, many developed with American ingenuity to all parts of the world, including Taiwan. And we are doing this in close coordination, with our partners and friends, and allies, like Japan, who also recently announced significant vaccines to the people of Taiwan. Let me conclude by emphasizing the point that Senator Duckworth already mentioned, This is a two way street with regards to friends and partners who look out for each other. And We in the United States remember these things. Look at my mask, there is over 10 million masks that came from Taiwan to the United States at the early stages of this pandemic. This is one of them. By the way if you can see it, it says love from Taiwan. Nice flags representing both of our peoples. So now I say, this is love from America, in return. And we are very please to be here. Making this important announcement on vaccines. Thank you.

Để tranh đấu cho công lý và hỗ trợ người dân Đồng Tâm, mỗi người dân Việt đều có thể làm nhiều việc khác nhau trong đó có phần vận động sự quan tâm và can thiệp của quốc tế. Do đó, chúng tôi kêu gọi đồng bào Việt Nam trong và ngoài nước cùng gửi điện thư (email) đến tất cả các tòa đại sứ và lãnh sự quán có mặt tại VN, Liên Hiệp Quốc, các Tổ chức quốc tế nhằm kêu gọi họ yêu cầu chính phủ Việt Nam:
- Đồng ý cho đại diện các đại sứ quán, các tổ chức trong nước và quốc tế đến thăm hỏi, tìm hiểu, giúp đỡ dân làng và các nạn nhân.
- Cho phép các tổ chức quốc tế, phóng viên quốc tế như của AP, NY Times, Reuters, RFI, CNN, Aljazeera đến Đồng Tâm để tác nghiệp và cung cấp thông tin trung thực nhất.
- Yêu cầu nhà cầm quyền Hà Nội ngừng sử dụng bạo lực, hay tiếp tục đe doạ sử dụng bạo lực cũng như chấm dứt hành vi vu cáo khủng bố đối với mọi dân làng Đồng Tâm.
Dear Sir/Madam:
It is with grave concerns that I draw your attention to the following:
•​On January 9, 2020 a violent clash over a land dispute in Dong Tam commune, Vietnam where excessive military and police force was deployed that killed an 84-year-old civilian and injured several others. The elderly who had been a vocal leader in the struggle against land confiscation was shot twice in the head and once in the chest while sleeping in his bed. Several other elderly and farmers of the same commune were arrested or assaulted and badly injured. Reportedly there were some 3000 police heavily armed with tear gas, explosives and live ammunition that launched the attack at approximately 3 a.m. on that day targeting the house of the local elderly leader. His sons were also arrested and his daughter in law and grandchildren were also hunted down while running away by police sniffer dogs.
•​This is the latest bloody conflict of land seizures in Dong Tam commune where tension has been simmering for some three years. Farmers claim that the government seizes 59 hectares (116 acres) of their farmland for the military-run Viettel Group, which is Vietnam’s largest mobile phone company, without consultation, consent and adequate compensation for the rightful owners.
•​While violent land confiscations are not uncommon in Vietnam, this is the first time the authorities claimed there had been 3 policemen killed during the attack against the rightful owners of the lands. Human Rights Watch and other international human rights organizations have urged the authorities to investigate the killings fairly and to hold accountable those who used violence and whether excessive police force was justified so as not to wrongly accuse and further victimize the victims.
•​Similarly, last year, just days before the Vietnamese traditional new year, “Tet”, on January 4 and January 8, the authorities in Ho Chi Minh city also launched an attack against the Loc Hung Vegetable Garden, a settlement area claimed by the Catholic Church and registered for agricultural use in 1991, 1995, and 2005, and ever since the land had been used by residents for growing vegetables.
•​During the two-day operation, some thousand uniformed police and plain clothes forces wearing masks equipped with about 8 bulldozers and earth movers to demolish all the houses in Loc Hung Vegetable Garden, Tan Binh district, without prior warning, proper notice, or adequate compensation for the residents.
•​This forced hundreds of displaced victims who are mostly defectors and people who had escaped the Communist regime in the North in 1954, and former prisoners of conscience, political dissidents and veterans of the former army of South Vietnam out of their homes.
•​Lawyers in the country protested against the local authorities’ abuse of power claiming the state should have issued an order for land appropriation first before any issuance of an eviction order to residents of Loc Hung Vegetable Garden.
Therefore, we earnestly ask [your embassy] [U.N. organization]…. to exert diplomatic pressure and
1. Urge the Vietnamese government to end military and police repression and abuse of powers against civilians;
2. Urge the Vietnamese government to recognize the importance of engaging in respectful dialogues and fair negotiations to solve land disputes peacefully rather than resorting to violence.
3. Urge the Vietnamese authorities to investigate with impartiality and transparency and punish all those who are responsible for the human rights violations and the violence in Loc Hung Vegetable Garden and Dong Tam commune so that there is no impunity for crimes committed by state officials.
4. Urge the Vietnamese authorities to permit access to Dong Tam and Loc Hung survivors by local and foreign journalists, diplomats, UN agency officials and other impartial observers to assess what evolved there and monitor the government’s investigation of these incidents.
5. Urge the Vietnamese government to recognize unfair and arbitrary land confiscation for economic projects displacing local people is the source of social unrest, publi
